CALL TO ORDER The meeting was called to order by Mayor Norman L. Malone at 6:00 P.M. Members of City Council Present: Mayor Norman L. CONSIDER APPROVING MINUTES OF SPECIAL CALLED REGULAR MEETING MAY 6,1996 Motion was made by Councilperson Thrower to approve the minutes of May 6 as presented. Second by Councilperson Maxwell. The motion carried, 9 ayes, 0 nays. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 4. PRESENTATION: AMERICAN LEGION POST 428, LA PORTE -COMMANDER BUFORD LEONARD PRESENTATION TO POLICE OFFICER, FIRE FIGHTER, AND PARAMEDIC OF THE YEAR American Legion Post 428 Past Commander Bill White announced the winner of the award for Paramedic of the Year, Lisa Camp. Presenting the plaque and medal were Post Commander Buford Leonard and President of the Fire Fighters Association Teri Crate. The award for Police Officer of the year was presented to Officer Donna Cook by Commander Buford Leonard and Chief Powell. NATIONAL PUBLIC WORKS WEEK B. EMERGENCY MEDICAL SERVICES WEEK Mayor Malone proclaimed the week of May 20 through 24, 1996 as National Public Works Week. Accepting the proclamation was Director of Public Works Steve Gillett. Mayor Malone proclaimed the week of May 19 through 25 as Emergency Medical Services Week. Accepting the proclamation were EMS Chief Chris Osten, Paramedic Supervisor Ray Nolen, Paramedics Lisa Camp, Patrick Holman, Ralph cleaver, and Bryan Dean. 6. PETITIONS, REMONSTRANCES, COMMiJNICATIONS, AND CITIZENS AND TAX PAYERS WISHING TO ADDRESS COUNCIL There were no requests to speak before Council. 7. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE AMENDING ORDINANCE NO. 93-1890, BY REVISING THE SCHEDULE OF 11~1IMUM FINES FOR TRAFFIC VIOLATIONS FOR THE CTTY OF LA PORTE MUNICH'AL COURT; AUTHORIZING THE PRINTING OF SUCH SCHEDULE ON THE VIOLATOR'S COPY OF THE TRAFFIC CTTATION (Ord. 96-1890-A) - R.T. HERRERA City Manager Robert T. Herrera reviewed the summary and recommendation for the request to authorize updating the minimum fine schedule for the City of La Porte to coincide with minimum fines authorized by revised state law. Mr. Herrera stated, "Staff is recommending the adoption of Ordinance 97-1890-A as prepared by Assistant City Attorney John Armstrong who is also our prosecutor". Council discussed the ordinance and made suggestions for some verbiage changes for word clarification to enable a better understand by the offender and general public. Police Chief Bobby Powell clarified the meaning of the abbreviations. Mr. Herrera stated, "Mayor the suggestions being offered are ones we can overcome with assistance of the City Attorney, and we have no objections to the changes". Motion was made by Councilnerson Clarke to approve Ordinance 96-1890-A with verbiage clarification changes. Second by Councilperson Thrower. The motion carved, 9 ayes, 0 nays. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE AMENDING ORDINANCE 93-1743-A AN ORDINANCE APPROVING ANINTER-LOCAL AGREEMENT WITH HARRIS COUNTY HEALTH DEPARTMENT FOR FOOD ESTABLISHMENT SURVEILLANCE PROGRAM SERVICES (Ord. 96-1743-B) - G. Rankin • • Minutes Special Called Regular Meeting La Porte City Council May 20, 1996, Page 3 Director of Planning Guy Rankin reviewed the summary and recommendation for the request. Mr. Rankin reviewed the copy of the biannual report from Hams County Health Department which gives a brief inspection history of the food establishments in the City of La Porte. Councilperson Clarke suggested staff continue to send these biannual reports to our Health Authority Doctors, P. J. Mock, Jr., and Abdul R. Moosa, whom Council recently reappointed. City Attorney read: ORDINANCE 96-1743-B - AN ORDINANCE APPROVING AND AUTHORIZING AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF LA PORTS AND HARRIS COUNTY, FOR HARRIS COUNTY TO PROVIDE FOOD ESTABLISHMENT SURVEILLANCE SERVICES TO THE CITY OF LA PORTS; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Sutherland to approve Ordinance 96-1743-A as read by the City Attorney. Second by Councilperson Thrower. The motion carried, 8 ayes, 1 nay. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE APPROVING AN AGREEMENT BETWEEN THE CTTY OF LA PORTS AND THE SAN JACINTO BRANCH OF THE GREATER HOUSTON AREA YOUNG MEN'S CHRISTIAN ASSOCIATION, FOR MANAGEMENT OF BROOKGLEN PARK POOL FOR THE 1996 SEASON (96-210 - S. Barr Director of Parks and Recreation Stephen Ban reviewed the summary and recommendation for the request to approve an ordinance confirming an agreement between the San Jacinto Branch of the Greater Houston Area Y.M.C.A. for management of the City of La Porte Brookglen Park for the 1996 swim season. City Manager Robert T. Herrera discussed the clarification standards of operations between Ellis and Associates and the American Red Cross Rules for lifeguards requirements at swimming pools. Mr. Herrera introduced the newly hired Recreation Superintendent Russell Capps who also clarified Ellis and Associates standards for lifeguards. City Attorney read: ORDINANCE 96-2105 - AN ORDINANCE APPROVING, RATIFYING AND CONFIRMING AN AGREEMENT BETWEEN THE CITY OF LA PORTS AND THE SAN JACINTO BRANCH OF THE GREATER HOUSTON AREA YOUNG MEN'S CHRISTIAN ASSOCIATION, FOR MANAGEMENT OF THE CITY OF LA PORTS BROOKGLEN PARK POOL FOR THE 1996 SEASON; APPROPRIATING NOT TO EXCEED $7,524.00; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE CONFIRMING THE APPOINTMENT BY THE CITY MANAGER, OF A MEMBER OF THE CIVII, SERVICE COMMISSION (Ord. 96-2106) - R. T. Herrera City Manager Robert T. Herrera reported to Council the term of Mr. Lindsay Pfeiffer is expiring on May 30th. Mr. Herrera said he had visited with Mr. Pfeiffer, and Mr. Pfeiffer indicated a willingness to continue to serve on the Civil Service Commission. Mr. Herrera asked Council to confirm his appointment of Mr. Lindsay R. Pfeiffer to serve another term. City Attorney read: ORDINANCE 96-2106 - AN ORDINANCE CONFIRMING THE APPOINTMENT BY THE CITY MANAGER, OF A MEMBER OF THE CIVIL SERVICE COMMISSION, FOR A TERM EXPIRING MAY 30, 1999; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. CONSIDER APPROVAL OR OTHER ACTION REGARDING AN ORDINANCE APPOINTING MEMBERS TO VARIOUS BOARDS, COMMISSIONS, AND COMMITTEES (Ord. 96-2107) - Mayor Malone Mayor Malone stated that Item 11 will be taken to executive session for discussion. 12. CONSIDER APPROVAL OR OTHER ACTION REGARDING APPROVAL OF AN EMS PATIENT TRANSPORT POLICY - J. Sease Chief Joe Sease reviewed the summary and recommendation for the request to approve the proposed transport policy. Mr. Herrera clarified the policy for which staff is seeking Council approval. Motion was made by Councilperson Maxwell to approve the EMS Patient Transport Policy, Second by Councilperson Porter. The motion carried, 8 ayes, 1 nay. Ayes: Councilpersons Sutherland, Cooper, Thrower, McLaughlin, Porter, Gay, Maxwell, Clarke and Mayor Malone Nays: None 14. ADMINISTRATIVE REPORTS City Manager Robert T. Herrera reported to Council that he will be participating on a retreat with the La Porte Area Water Authority on May 23rd. and will be out of the office on that date. Mr. Herrera reported that a copy of the agenda for the retreat has been distributed to Council for their review. Mr. Herrera reported that Recreation Superintendent Russell Capps came to the City of La Porte from the City of Alvin, Texas, and is a graduate of Baylor University. Mr. Herrera reported the City held the employee family picnic at the Wave Pool this past Saturday, May 18th, and everyone had a very good time. Mr. Herrera thanked the Council members who attended for their participation and commended staff for their hard work and planning in making the day a success. 15. COUNCII, ACTION Councilpersons Sutherland, McLaughlin, Porter, Gay, Maxwell, Clarke, and Mayor Malone brought items to Council's attention. Mayor Malone announced a clean up day will be held at Posey's TV Service, 108 South Broadway on Saturday, June 1, 1996, and any assistance will be appreciated. 16. Changes in state law provide the basis for the revised fine schedule. Ordinance No. 96- also contains a provision authorizing the Municipal Court Clerk to accept payment of a minimum fine from any defendant who pleas guilty or no contest, without requiring a court appearance. The attached ordinance includes the revised minimum fine schedule. In May, 1991, the City and the County entered into anInter-Local Agreement which benefits both pazties. The current Agreement will expire on May 31, 1996. A renewal of the Agreement will reaffirm a practice whereby trained Harris County Health Inspectors visit restaurants and other public food handling establishments to ensure compliance with State Law on food handling and management. Askins, City Attorney AGREEMENT THE STATE OF TEXAS § COUNTY OF HARRIS § This Agreement, made and entered into by and between HARRIS COUNTY, a body corporate and politic under the laws of the State of Texas (hereinafter sometimes referred to as "County"), and the CITY OF LAPORTE, a municipal corporation under the laws of the State of Texas and situated in Harris County, Texas, (hereinafter sometimes referred to as "City"). WITNESSETIi WHEREAS, the County provides Food Establishment Surveillance Program Services for itself and other public entities; and WHEREAS, the City is desirous of obtaining Food Establishment Surveillance Program Services for the protection of its residents; and WHEREAS, the County and the City desire to make and enter into an Agreement whereby the County will make available to the City the County's Food Establishment Surveillance Program Services for the public health protection of its residents; and WHEREAS, the County and the City are authorized to enter into an agreement for the provision of such services pursuant to and under the provisions of Tex. Gov't Code Ann. §791.001 et seq (Vernon 1994), also known as "The Interlocal Cooperation Act"; NOW, THEREFORE, KNOW ALL MEN BY THESE PRESENTS: That in consideration of the mutual covenants, agreements, and benefits to both parties, it is agreed as follows: I. 'Che County will make available to the City its Food Establishment Surveillance Program Services through the Harris County Health Department. II. The County, acting through the Harris County Health Department and pursuant to its Food trr»:ri 7 i..~P.rx nas-3-9a • • Establishment Surveillance Program, will provide said services to all food establishments located within the corporate limits of the City during the term of this Agreement. Said services may include, but not be limited to, the following: 1. The establishment of a Food Establishment Surveillance Program; 2. The certification of establishments for the issuance of health permits; 3. Notification to the City of violations of the City's health ordinances; 4. Documentation, in semi-annual reports, of the Food Establishment Surveillance Program activities within the City ;and 5. The approval of food establishment managers training programs and certification of said managers where required by ordinance. III. The City agrees to maintain, during the period of this Agreement, ordinances which effectuate the following requirements: 1. Adopt the current Texas Board of Health "Rules of Food Services Sanitation" and the "Rules of Retail Food Store Sanitation"; 2. Adopt the "Rules of Food Service Sanitation for Harris County, Texas" promulgated by the Commissioners Court of Harris County, Texas; 3. Designate the Director of the Hams County Health Department as Health Authority for the purposes of this Agreement; 4. Require all food establishments within the City's corporate limits to maintain a valid health permit; and, 5. Require food establishments to have certified managers if the City so desires. IV. It is expressly understood and agreed that as and for compensation for those services provided by the County to the City, the Harris County Health Department shall collect and retain any application fees received from applicants for those health permits which are issued pursuant to the terms of this Agreement. -2- V. The County shall be responsible for the enforcement of the City's food permit ordinance and all amendments to such ordinance. VI. The term of this Agreement shall be for a period of five (5) years, commencing on June 1, 1996, and ending on May 31, 2001. Notwithstanding this provision, either the County or the City may terminate this Agreement upon giving the other party hereto thirty (30) days prior written notice of the intent to terminate the Agreement. VII. The County is an independent contractor under the terms of this Agreement and is not an officer, agent, servant, or employee of City. VIII. No amendment or modification of the Agreement shall be valid or binding unless in writing, and executed by both the County and the City. IX. The City of La Porte proposes to enter into an agreement with the San Jacinto Branch of the Greater Houston Area Y.M.C.A. to provide lifeguard services at Brookglen Park Pool for the 1996 swim season. Under the terms of the agreement, the San Jacinto Y.M.C.A. will provide American Red Cross certified lifeguard staffing to accommodate the number of swimmers at the pool at a recommended ratio of one to twenty-five (1:25) during the hours that the pool is open to the public. The hours of operation are the same as hours for our other neighborhood pools. The Y.M.C.A. has the right to teach swimming lessons at the pool during the 1996 swim season. The City will provide a cashier for revenue collection; will maintain the water quality of the pool, and provide any necessary equipment and materials for the safe operation of the pool. Cost of the agreement to the City for lifeguard provision for the 1996 swim season at Brookglen Park Pool is Seven Thousand Five Hundred Twenty Four Dollars (57,524.00) which will be funded from contingency, or unused personnel funds and transferred into Parks & Recreation account #001-800-801-232. At the end of the season, staff will evaluate the agreement to determine whether or not to continue the agreement in future years. The Y.M.C.A. staff has provided lifeguard services at Brookglen Park Pool for the Brookglen Community Improvement Association for the past several years and are familiar with the pool and the community users. The Brookglen Community Homeowner's Association has indicated to staff that they have been happy with the service performance provided by the Y.M.C.A. in the past. Staff recommends the approval of Ordinance 96- which ratifies and confirms the agreement between the San Jacinto Branch of the Greater Houston Area Y.M.C.A. for management of the City of La Porte Brookglen Park Pool for the 1996 swim season. CITY OF LA PORTS POOL MANAGEMENT CONTRACT BROOKGLEN PARK POOL This Pool Management Contract (the "Contract") is entered into by and between the San Jacinto Y.M.C.A., whose address is 1716 Jasmine, Pasadena, Texas, 77503 (hereinafter referred to as ("the Y.M.C.A.") and who agrees to manage as an independent contractor, and not an agent or employee, the Brookglen Pazk Pool (hereinafter referred to as "the Pool") owned by the City of La Porte (hereinafter refereed to as "the City") the terms set forth in this Contract. I. The Y.M.C.A. agrees to perform the following services and to accept the following obligation during the term of the Contract: The Y. M.C.A. will monitor the Pool, deck and fenced areas daily during "swimming season". This includes: checking the PH level, chlorine level, adding chemicals (Head Guard only) as needed and logging those readings and adjustments hourly during open swim hours; checking the total alkalinity level and logging that reading on a weekly basis; policing grounds; sweeping and hosing off the deck area; bagging trash and placing trash curbside on designated days for pickup; cleaning lavatories daily. 2. The Y.M.C.A. will furnish lifeguazds during the hours of operation as stated in Appendix A. Y.M.C.A. guazds will be at least sixteen (16) yeass of age. The Head Guazd will be at least eighteen (18) years of age and shall be on duty during all hours that the Pool is in operation. Guazds will hold current Y.M.C.A. or American Red Cross Lifesaving certifications and will be certified in CPR and trained in first aid. Staffing must be based on a ratio of twenty-five (25) swimmers per one (1) lifeguard (25:1). The Y.M.C.A. retains the right to submit evidence to the City showing just cause of a change in the number of lifeguazds to properly oversee the Pool . If increased staffing is required, the additional cost will be figured according to the Cost Analysis set out in Appendix B. 3. If the Pool is closed due to weather conditions, the lifeguards will clear the Pool area and at least one lifeguazd wilt remain on the Pool premises until normal closing hours unless conditions warrant that it is unsafe to stay on the premises. The additional guards may leave the premises but will be "on call" at home pending clearing weather. 4. Alcohol is not permitted on park or pool grounds at any time. 5. The Y.M.C.A. will have exclusive rights to organize and operate swimming lessons. Lessons will be conducted by Y.M.C.A. swimming instructors, and instructions will be part of the Y. M.C.A. progressive swimming program. Non-City residents participating in lesson programs must have private vehicle transportation. Specifically, church, day care, and Y.M.C.A. busses and/or vans aze not to be used to bring groups of non-City residents to the lessons. Lessons will follow Y.M.C.A. guidelines for teacher/student ratios. Lessons will be scheduled during the hours that the Pool is closed for public swimming. Citizens of the City page 1 of 8 YMCA/COLP2 -Contract • of La Porte will have priority in enrolling for aquatic lessons and will be given a Ten Dollar ($10) reduction on fees chazged to associate members of the Y.M.C.A. 6. The Y.M.C.A. staff employed at the Brookglen Pool has a right to use the Pool for required lap swim, which is required to retain their Red Cross certification, during any hours the Pool is closed to the community for recreational swim; except after park closing hours. Brookglen Pazk hours of operation aze from 7:U0 a. m. until 10:00 p. m. each day. The Y. M. C. A. shall furnish equipment for lifeguards as it deems necessary, which shall include but not be limited to: whistles, lanyazds, uniforms, hat or visor, sunscreen, or other items which may be required for lifeguazd's protection or use. 7. The Y.M.C.A. and the City shall work in conjunction and be responsible for the enforcement of the City pool rules. A copy of rules to be enforced is attached as Appendix C. The City shall post and maintain a Pool Rules sign. II. The City agrees to perform the following services and to accept the following obligations during the term of the Contract: The City will pay the Y.M.C.A. the total sum of Seven Thousand Five Hundred Twenty Four Dollazs ($7,524.00) during the four (4) month period commencing in May, 1996 and ending in August, 1996 as outlined in Appendix B. In the event of changes in pool usage and staffing, this amount will be adjusted accordingly by mutual agreement of both parties. 2. The City agrees to pay the total sum of Seven Thousand Five Hundred Twenty Four Dollars ($7,524.00) in the amounts and months indicated in the schedule below. All amounts aze due ten (10) days from the first of each month. The late fee shall be ten percent (10%) of the amount due that month. The City agrees to provide the following safety equipment at the Pool during public swim hours for the term of this contract; one (1) Shepherd's Crook with separate pole; one (1) ring buoy with throw rope, one (1) backboard with 4 straps and head immobilizer; three (3) rescue tubes; one (1) pair safety goggles; one (1) pair rubber gloves; one (1) pair of steel-toed rubber boots; one (1) stocked first-aid kit; one (1) Material Safety Data Book; one (1) approved fire extinguisher. III. The Y.M.C.A. agrees as its sole liability to indemnify, defend, protect, and hold harmless the Citv of La Porte from liability, responsibility, or losses azising out of any negligent act or omission or any willful wrongdoing on the part of the Y.M.C.A. or any employee of the Y.M.C.A. Conducting of swim lessons shall be a part of this indemnification. The Y.M.C.A. specifically agrees to assume sole and tctal liability to indemnify, defend, protect and hold hazmless the City of La Porte from liability, responsibility or losses azising from any and all incidents, accidents, or claims that may result from Y.M.C.A. conducted, sponsored or operated events to include but not be limited to; swim lessons, parties, and other events conducted at the Brookglen Park Pool. The City agrees to indemnify, defend, protect, and hold harmless the Y.M.C.A. from liability, responsibility, or loss arising out of any negligent act or omission or any willful wrongdoing on the part of the City or any agent or employee of the City. All salaries to be paid as a result of this contract shall include worker's compensation, social security, unemployment insurance and travel. The actual salaries shall be paid at the discretion of the Y.M.C.A. The Y.M.C.A. shall famish to the City a certificate of insurance or other evidence showing property liability insurance coverage and worker's compensation insurance coverage for its staff for the duration of the contract. IV. This instrument contains the entire agreement between the parties relating to the rights granted in the contract and the obligations assumed as a part of the contract. Any representations or modifications concerning this contract shall have no force or effect unless modified in writing, and signed by each party to the agreement. V. If any section, sentence, phrase, clause, or any part of any section, sentence, phrase, or clause, of this contract shall, for any reason, not be legally or factually valid, such invalidity shall not affect the remaining portions of this contract. The contract shall be in force from May, 1996 until August, 1996. Please abide by them. I . Animals are not allowed in the pool area. 2. Fighting is forbidden. 4. Scuba equipment is not allowed. 5. No glass containers in the facility. 6. Please do not leave valuables unattended. We do not take responsibility for their loss or theft. 7. The pool will close for twenty minutes when thunder is heard or lightning is sighted and presents a danger to the public. The pool will reopen twenty minutes after the last thunder is heard or lightning is seen. 8. Alcohol and drugs are not allowed in the pool area. (T'he only exception to this is rentals at the Wave Pool where an alcohol permit has been obtained prior to the rental.) Intoxicated individuals will not be allowed into the facility. 9. During the meeting, direction was given to staff on one (1) policy that deals with the transportation of medical patients and non-critically injured trauma patients. Please note that staff would like to seek Council approval and adoption of the recommended policy below. if approved, this policy will become part of our EMS medical protocol. The first arriving LPEMS Paramedic is responsible for making an assessment of the patient. Upon reaching the determination of the patient's status, it is the Paramedic's responsibility to deliver this patient to the LPEMS Patient Transport area facility capable of providing needed emergency services. Family and physician requests for specific hospital facilities should not interfere with the in-charge Paramedic's decision to transport to the LPEMS Patient Transport Area facility. If a problem arises, the Paramedic will contact the on-duty supervisor or the EMS Chief. If the patient insists on a facility other than a hospital in the LPEMS Patient Transport area, the Pazamedic will assist them in contacting a private ambulance service and stand by until that service arrives to transport the patient. Herrera Date City Manager • APPENDIX • TRANSPORT OF CRITICAL PATIENTS POLICY PREFACE: When critical conditions occur, a patient's chances for survival depend upon the paramedic's quick recognition of the severity of the patient's condition and the judgement to implement a rapid transport to an APPROPRIATE facility. PURPOSE: To provide guidelines for the paramedic to utilize in determining the appropriate destination and transport means for the patient with critical injuries. CRITICAL TRAUMA CONDITIONS DEFINITIONS: Any patient presenting with any of the following: 1. Major head injuries. 2. Hypovolemic or neurogenic shock with appropriate mechanism of injury, whether present of impending. 3. Indication of internal hemorrhage in the abdomen or chest. 4. Gunshot wound to the head, chest or abdomen. 5. Penetrating injury to the head, chest or abdomen. 6. Critical burns. 7. Suspicion of aortic aneurism (abdominal). 8. Any combination of the above or any other traumatic injury that would indicate a need for treatment at a trauma center. -11- • • CRITICAL MEDICAL CONDITIONS GUIDELINES FOR TREATMENT AND TRANSPORT OF THE CRITICALLY INJURED TRAUMA PATIENT THE FIRST ARRIVING EMS ATTENDANT IS RESPONSIBLE FOR MAKING A RAPID ASSESSMENT OF THE TRAUMA PATIENT. UPON REACHING THE DETERMINATION OF THE PATIENT'S STATUS AS CRITICAL, IT IS THE PARAMEDIC'S OBLIGATION TO MAKE EVERY EFFORT TO DELIVER THIS PATIENT TO A FACILITY CAPABLE OF PROVIDING IMMEDIATE TRAUMA CARE SERVICES. THE FACILITIES IN THIS AREA THAT ARE FULLY CAPABLE OF IMMEDIATE TRAUMA INTERVENTION ARE HERMAN HOSPITAL AND BEN TAUB HOSPITAL. THE BEST METHOD OF DELIVERING THE PATIENT INTO THE TRAUMA CARE SYSTEM IS ALSO THE MOST EXPEDITIOUS, THAT BEING BY LIFE FLIGHT HELICOPTER. DURING THE TIMES THAT HELICOPTER TRANSPORT IS UNAVAILABLE, THE SECOND BEST MEANS OF TRANSPORT IS BY GROUND AMBULANCE DIRECTLY TO THE TRAUMA CENTER OF CHOICE. THE PRACTICE OF DELIVERING THE PATIENT TO A LOCAL FACILITY FOR LATER TRANSFER TO A TRAUMA CENTER IS AN INAPPROPRIATE OPTION IN ALL CASES WITH FEW EXCEPTIONS. UPON MAKING THE DETERMINATION OF A TRAUMA PATIENT'S STATUS AS CRITICAL, THE IN-CHARGE PARAMEDIC SHALL IMMEDIATELY REQUEST THE DISPATCHER TO RESPOND A LIFE FLIGHT HELICOPTER. SECURE AN ON-SCENE FIRE FIGHTER OR POLICE OFFICER TO DRIVE THE AMBULANCE TO ALLOW BOTH EMS PERSONNEL TO TREAT THE PATIENT WHILE ENROUTE TO THE TRAUMA CENTER. 2. SECURE ABC'S- ADDITIONAL STABILIZING PROCEDURES MUST BE PERFORMED WHILE ENROUTE. UNLESS PATIENT IS TRAPPED, TOTAL SCENE TIME SHOULD NOT EXCEED 10 MINUTES. EXCEPTIONS THE PARAMEDIC SHOULD TRANSPORT THE PATIENT TO THE NEAREST HOSPITAL FACILITY IF ANY OF THE FOLLOWING SHOULD OCCUR: 1. PATIENT IS IN CARDIAC ARREST PRIOR TO THE BEGINNING OF TRANSPORT. 2. WEATHER OR VEHICULAR CONDITIONS EXIST THAT WOULD EXCESSIVELY EXTEND TRANSPORT BEYOND THE USUAL (35 MINUTES) AMOUNT OF TIME. 3. UNABLE TO SECURE ABC'S. 4. UNFORESEEN CIRCUMSTANCES MAY DICTATE TRANSPORT TO THE NEAREST HOSPITAL FACILITY IF SO JUSTIFIED BY THE EMS SUPERVISOR OR IN-CHARGE PARAMEDIC. Bid requests were mailed to eight (8) vendors with three (3) returning bids. Low bid meeting specifications was submitted by Arrow Industries at a price of thirty-six cents ($0.36) per pound. With a purchase of 110,000 pounds for the August bag handout, the total cost of the contract would be thirty- nine thousand six hundred dollars ($39,600.00). This material is more efficient and is environmentally safe compared to malathion. Due to the lesser amount needed, less Scourge must be used than other types of materials. Most mosquito control agencies have switched to this material due to the inherent problems of malathion. B & G Chemical is the sole authorized distributor of Scourge for this area. The cost of Scourge at this time is $268.29 per gallon. A total of 55 gallons is needed for the upcoming mosquito spraying season. This would be a cost of $14,755.95. A total of 880 gallons of Orchex Oil, the distributing agent, is needed at a cost of $3.40 per gallon for a cost of $2,992.00. The total cost of the contract would be $17,477.95. This represents an increase of 7.2$ over the last purchase of these items.
