AND WORKSHOP HEARING OF LA PORTE CITY COUNCIL
OCTOBER 19, 1998
1. CALL TO ORDER
The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m.
Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy
Sutherland, Chuck Engelken, Howard Ebow, Peter Griffiths, Alton Porter, Deotis Gay,
Charlie Young and Jerry Clarke
Members of Council Absent: None
Members of City Executive Staff and City Employees Present: City Manager Robert
T. Herrera, Assistant City Manager John Joerns, Assistant City ManagerlFinance
Director Jeff Litchfield, City Attorney Knox Askins, City Secretary Martha Gillett,
City Manager's Secretary Carol Buttler, Director of Administrative Services Louis
Rigby, Assistant Finance Director Cynthia Alexander and Assistant City Manager
Secretary Dana Ybarra.
Others Present: None
2. The Invocation was delivered by Councilman Deotis Gay.

TAX PAYERS WISHING TO ADDRESS COUNCIL
No citizens or taxpayers addressed Council.
4. Public Hearing - Discuss Bond Project
Open Public Hearing - Mayor opened the Public Hearing at 6:01 P.M.
Review by Staff: City Manager Robert T. Herrera and Assistant City Manager I
Director of Finance Jeff Litchfield presented the summary and information concerning
the Bond Project and answered Council's questions.
Council gave direction to Staff to let Fire Station # 3 stay in same vicinity in the Lomax
area.
Public Input - There were no citizens wishing to speak to Council on this matter.

City Attorney Knox Askins brought to Council's attention that in the past the City has
appointed a Citizen Committee to help inform the public concerning the different issues
of the Bond and Section 4B 1h Cent Sales Tax Election.
Recommendation of Staff - Assistant City Manager I Director of Finance Jeff Litchfield
recommended that the City have a Bond and Section 4B 1h Cent Sales Tax Election in
January 1999.
Council gave the direction to have the City Staff and the City Attorney prepare a
Resolution for Council to adopt so the City may proceed with the beginning stages of
the Bond and Section 4B 11.z Cent Sales Tax Election.
Close Public Hearing - Mayor Malone closed the Public Hearing at 6:54 P.M.
6. COUNCIL ACTION
Councilpersons Sutherland, Engelken, Ebow, Griffiths, Gay, Young, and Mayor
Malone brought items to Council's attention.

MEET WITH CITY MANAGER TO DISCUSS PERSONNEL MATTER
Council retired into an Executive Session at 7:02 p.m. under Section 551.074
(personnel Matter).
Council returned to the table at 9: 15 p.m., with no action taken.

There was no action taken in the Executive Session.
ADJOURNMENT
There being no further business to come before Council, the Regular Meeting and
Public Hearing was duly adjourned at 9: 18 p.m.
