AND WORKOF LA PORTE CITY COUNCIL
MAY 11, 1998
1. CALL TO ORDER
The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m.
Members of City Council Present: Mayor Norman L. Malone, Council persons
Guy Sutherland, Chuck Engelken, Bob McLaughlin, Alton Porter, Deotis Gay,
Charlie Young and Jerry Clarke.
Members of Council Absent: Howard Ebow.
Members of City Executive Staff and City Employees Present: City Manager
Robert T. Herrera, Assistant City Manager John Joems, Assistant City Manager
Jeff Litchfield, City Prosecutor Charles Huber, Police Chief Bobby Powell,
Public Works Director Steve Gillett, City Secretary Martha Gillett, Planning
Director Guy Rankin, City Engineer Doug Kneupper, Parks and Recreation
Director Steve Barr, City Manager's Secretary Carol Buttler and Director of
Administrative Services Louis Rigby.
Others Present: Peter Griffiths, Ellyn Roof, Steve Valarius Ed Rowe and a
number of La Porte Citizens.
2. INVOCA TION - MAYOR NORMAN L. MAWNE
Reverend Bobby Worsham attended the meeting and delivered the Invocation.
3. PETITIONS, REMONSTRANCES, COMMUNlCA TIONS, AND CITIZENS
AND TAX P AYERS WISHING TO ADDRESS COUNCa
Ellyn Roof, 1111 Pine Circle, Seabrook, Texas addressed City Council on
behalf of the Galveston Bay Foundation. Ms. Roof requested City Council to
approve the placement of Dolphin Pilings at Sylvan Beach. Ms. Roof advised
Council these pilings could serve multiple uses.
4. CONSIDER DONATION FROM GALVESTON BAY FOUNDATION TO
INSTALL DOLPHIN PILINGS ADJACENT TO THE SYLVAN BEACH
FISHING PIER - R.T. Herrera
City Manager Robert T. Herrera presented summary and recommendation. Mr.
Herrera advised City Council this item was being brought back to CounciJ with
a favorable recommendation.

Motion was made by COlincilperson Engelken to approve the acceptance of the
dolphin pilings. Second by Council person Gay. The motion carried, 8 ayes, 0
nays.
Ayes: Councilpersons Sutherland, Engelken, McLaughlin, Porter, Gay, Young,
Clarke and Mayor Malone.
Nays: None
5. CALL TO ORDER WORKSHOP MEETING
Mayor Malone called the Workshop Meeting to order at 6:17 P.M.
The following items were discussed at the Workshop Meeting:

Mayor Malone adjourned the Workshop Meeting at 7:19 P.M.
7. ADMINISTRATIVE REPORTS
City Manager Robert T. Herrera requested Police Chief Bobby Powell to give
City Council a report on a major accident that occurred within the City limits
this afternoon.
Secondly, Mr. Herrera reminded Council of the meeting dates for City Council
Meetings in the month of June. Meetings will be held June 2, and June 22,
1998.
Lastly, Mr. Herrera reminded City Council Early Voting will take place from
May 13 through May 26, 1998.
8. COUNCIL ACTION
Councilpersons Sutherland, Engelken, Porter, Gay, Young, Clarke and Mayor
Malone brought items to Council's attention.

Dolphin Pilings
SUBJECT:
The Galveston Bay Foundation has offered a gift to the City of La Porte consisting of the
placement and building of two (2) dolphin cluster pilings to compliment the Sylvan Beach
Fishing Pier.
The location of the dolphin pilings would be on the north side of the pier. For your
review, I have attached a schematic showing the proposed location. When in place, the
dolphin pilings will allow the parking of large ships or barges to dock alongside the pier
for City approved events.
The installation would be handled through the Texas Waterway Operators Association,
which will obt.ain all necessary permits from the General Land Office and the U.S. Corps
of Engineers.
Staff would recommend the acceptance of this gift, which is valued around $8,000 to
$10,000.

Dear Mr. Herrera:
Thanks for meeting with Mr. Wright regarding the above captioned project.
This letter is to formally request the City of La Porte's participation in funding the
project. I propose that the City of La Porte enter into a joint venture agreement
with Harris County to contribute 50 percent of the total project cost; provided that
the City will receive credit for its contribution of right-of-way value.
As you are aware, developing a joint venture is a timely process. requiring your
assistance .in the following tasks: .
That the City provide the appropriate resolution acknowledging
its willingness to participate in the joint-venture project (the
City's resolution will permit us to proceed with the process of
engaging the consultant in the design phase), and
That the City enter into a joint venture agreement with the
County.
Please consider the project estimate used in the bond proposals as a ballpark
figure. As yo!.! know, those figures ar.e subject to change ,d.urirg, subsequent
phases as problem issues are resolved. .

SUNRISE DRIVE
County Commissioner Jim Fonteno would like to propose a three-way joint venture to
resolve a drainage issue, which impacts the City of Shoreacres. The proposal involves
the LPISD and the City of La Porte. The reason the City is being asked to assist in the
resolution is because a portion of the City of La Porte drains into this watershed. The
point of discharge into the receiving stream is in Shoreacres.
The County has set aside $600,000 for this project.

In visiting with Elmo Wright, Chief of Staff for Commissioner Fonteno, I explained that
it would be very difficult for the City of La Porte to contribute to this project without the
City of Shoreacres contributing as well.
I do feel some contribution is appropriate, but I do not know at what level. Citizens of
La Porte do use Sunrise Drive in order to get to and from home. We estimate that
approximately 488 residents live in the area south of Shoreacres' city limits, which
consists of approximately 107 acres. This area was part of the former BayMUD.

The Run-Off Election for the City of La Porte will be held on Saturday, May 30, 1998.
The City Council will canvass the votes on the following Tuesday at a Special Called
Regular Meeting on June 2, 1998. The regularly scheduled meeting for June 8, 1998,
will be cancelled. The second regularly scheduled meeting will be on June 22, ] 998.
Due to the Run-Off Election, staff recommends a change in the June meeting dates as
follows:

I appreciate the time you took to meet with me on Tuesday, February 10, 1998. We covered a lot
of topics that impact our respective political bodies.
Below I have listed some of the items we discussed.
1) Status ofB~ Area Boulevard from Fainnont Parkway to Spencer HiSJltway. The City truly
is appreciative of Commissioner Fonteno for placing this item on the recent election, which
was passed favorably by our citizenry. It becomes very important that my City fully
understands what the County expects from us. As you know, we already have secured over
95% of the needed ROW for this extension. If the County is looking to us for additional
funding, I will need to know how much. I would hope the funds approved by the voters are
sufficient. If not, then we in La Porte will in all likelihood have to have a bond election. This
road project is aucial to La Porte's ability to move East Harris County citizenry around safely
and efficiently.
2) Meetini with the Commissioner for Mayor Malone and Mysell The pwpose of the meeting
is to bring Burt Cabanas, President of Benchmark Corporation to the meeting so he can give
the Commissioner a first-hand, updated report of the hotel project proposed for Sylvan
Beach. Please try and select several dates from which to choose.

Traffic Lipt at ,.. Street and Fairmont Par~. The City iequests that the County look at
the existiDg trafBc light at ,. Street and Fairmont Parkway and consider moving it to
8da Street. We strongly believe the light would better serve an Concerned ifit were relocated.
We are wi11ing to pay Y.a of the relocation costs.

Sunrise Drive Irqprovements. As I understand this project, it will consist of aud may require
a 3-way partnership between Precim:t Two, LPISD, and the City of La Porte to resolve an
undersized drainage channel within. the Crty of Shoreaaes. Please provide me with a
projected fimding plan for this project. Also, I would appreciate an opportuDity for my staff
to study the written hydraulic report prepared by J. A Co~ and Associates. .
The above subjects are the most pressing at this time. I would like to continue OlD" dialogue with you
about projects pl8llDed in La Porte. I propose you allow me an opportunity to host a meeting here
in La Porte with you and your key statfmembers.
