MINUTES OF THE REGULAR MEETING,
AND PUBLIC HEARING
OF LA PORTE CITY COUNCIL
OCTOBER 11 1999
1. CALL TO ORDER
The meeting was called to order by Mayor Norman Malone at 6: 10 p.m.
Members of City Council Present: Councilpersons Chuck Engelken, Howard Ebow,
Peter Griffiths, Alton Porter, Charlie Young, Jerry Clarke, and Mayor Norman
Malone.
Members of Council Absent: Council persons Guy Sutherland and Deotis Gay.
Members of City Executive Staff and City Employees Present: City Manager Robert T.
Herrera, Assistant City Attorney John Armstrong, City Secretary Martha Gillett,
Director of Planning Doug Kneupper, Police Chief Richard Reff, City Planner Masood
Malik, Assistant Finance Director Cynthia Alexander, Revenue Supervisor Kathy
Powell, Director of Administrative Services Louis Rigby and Clarke Askins.
Others Present: Spero Pomonis, Doyle Toups, Darryl Henderson, Dottie Kaminski,
Sue Gayle Kooken, Mr. Waters, and a number of citizens.
2. Councilperson Howard Ebow delivered the Invocation.
3. Council considered approving the minutes of the Regular Meeting, Workshop Meeting
and Public Hearing on September 27, 1999.
Motion was made by Counciloerson Engelken to approve the minutes of the Regular
Meeting with corrections. Second by Councilperson Clarke. The motion carried.
Ayes: Engelken, Ebow, Griffiths, Porter, Young, Clarke, and Mayor Malone
Nays: None
Abstain: None
4. PETITIONS, REMONSTRANCES, COMMUNICA nONS, AND CITIZENS AND
TAXPAYERS WISHING TO ADDRESS COUNCIL.
Darryl Henderson - 10534 North "L" Street - Mr. Henderson informed City Council
he was not pleased with recent services provided by the Inspection Division.
5. Proclamations:
Mayor Malone presented a Proclamation to Dottie Kaminski to proclaim October 25 -
29, 1999 as "Orange and White" week.

6. Council considered approving a resolution designating a representative and an alternate
representative to serve on the Board of Directors of the Houston-Galveston Area Council
for the year 2000.
Mayor Malone presented summary and recommendation and informed Council Mr.
Sutherland wanted to continue to serve on this Board.
Motion was made by Council person Engelken to approve the resolution as presented by
Mayor Malone. Second by Councilperson Griffiths. The motion carried unanimously.
Ayes: Engelken, Ebow, Griffiths, Porter, Young, Clarke, and Mayor Malone.
Nays: None
Abstain: None
7. Open Public Hearing - Mayor Malone opened the Public Hearing at 6:22 PM.
Review by Staff - Director of Planning Doug Kneupper presented summary and
recommendation and answered questions for City Council.
Public Input - There was no public input.
Recommendation of Staff - To approve rezoning of 10.05 acres ofland out ofa 26.720
acre tract situated in the Enoch Brinson League from Light Industrial (LI) to Heavy
Industrial (lll).
Council directed staff to work with the Planning and Zoning Commission for
recommendations on future screenings and other restrictions relating to shipping
containers.
Close Public Hearing - Mayor Malone closed the Public Hearing at 6:40 PM.
8. Council considered approving an ordinance amending ordinance number 1501, more
commonly referred to as the Zoning Ordinance, by changing classification of that certain
parcel of land herein described.
Director of Planning Doug Kneupper presented summary and recommendation and
answered questions for City Council.
Assistant City Attorney read: ORDINANCE 1501 AN ORDINANCE AMENDING
ORDINANCE NO. 1501, MORE COMMONLY REFERRED TO AS THE ZONING
ORDINANCE OF THE CITY OF LA PORTE, BY CHANGING CLASSIFICATION
OF THAT CERTAIN PARCEL OF LAND HEREIN DESCRIBED; MAKING
CERTAIN FINDINGS OF FACT RELATED TO THE SUBJECT; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN
EFFECTIVE DATE HEREOF.
Motion was made by Councilperson Engelken to approve the ordinance as presented by
Mr. Kneupper Second by Councilperson Clarke. The motion carried unanimously.

9. Council considered approving an ordinance authorizing the 15% penalty to be added to
delinquent taxes to defray the costs of collecting such taxes.

FOR A PENAL 1Y TO DEFRAY COSTS OF COLLECTING DELINQUENT
PROPERTY TAXES PURSUANT TO TEXAS TAX CODE, SECTION 33.07 AND
33.08.
Motion was made by Councilperson Ebow to approve the ordinance as presented by Ms.
Alexander Second by Councilperson Engelken. The motion carried unanimously.

10. Council considered approving an ordinance amending Chapter 34, Environment, Article
V. Junked Motor Vehicles, Section 34-166, Definitions, and Section 34-168, location or
presence within city deemed public nuisance.
Director of Planning Doug Kneupper presented summary and recommendation and
answered questions for City Council.
Assistant City Attorney read: ORDINANCE 1387-B AN ORDINANCE AMENDING
CHAPTER 34, ENVIRONMENT, ARTICLE V. JUNKED MOTOR VEHICLES,
SECTION 34-166, DEFINITIONS, AND SECTION 34-168, LOCATION OR

Motion was made by Councilperson Griffiths to approve the ordinance as presented bv
Mr. Kneupper. Second by Councilperson Young. The motion carried unanimously.

I am writing regarding the appointment of La Porte's representative to H-GAC's 2000
General Assembly and Board of Directors.
H-GAC's Bylaws authorize each member city with a population of at least 25,000 but not
in excess of 99,999 according to the last preceding Federal Census (1990) to select one member
of its governing body as its representative and one member of its governing body as an alternate
to the H-GAC General Assembly.
H-GAC's Bylaws also stipulate that your Board of Directors representative shall be the
General Assembly delegate. Therefore, the official chosen to serve as the General Assembly
representative will also be designated to serve on H-GAC's Board of Directors.
I have enclosed the appropriate form for your convenience.
The 2000 designated representatives begin their terms of office at the first of January.
If more information concerning General Assembly and Board of Directors membership
would be useful, please contact me or Mary Ward of the staff. Thanks for your help in selecting
H-GAC's 2000 General Assembly and Board of Directors.

Summary & Recommendation
The Planning & Zoning Commission, during its September 23, 1999 meeting, held a public hearing to
receive citizen comments regarding Rezone Request #R99-002. The request, submitted by Mr. Doyle
Toups ofHwy. 146 & 225 L.P., seeks to have 10.05 acres ofland out of 26.720 acres ofland situated in
the Enoch Brinson League, Abstract No.5, La Porte, Harris County, rezoned from Light Industrial (LI) to
Heavy Industrial (HI). The property is located at 501 Strang Road and is adjacent to PRAXAIR. The
applicant is proposing a trucking facility with truck maintenance, tank truck cleaning, and mil served
warehousing and distribution. The last two activities are only pennitted in an ill zone.
The property frontage along State Highway 146 will remain Light Industrial and is planned to be
landscaped with trees, shrubs, and evergreen planting. This item was discussed at the public hearing. The
Commission expressed a desire to provide beautification and to preserve, as much as practical, the
appearance of the SH 146 corridor leading into the City.
Staffhas reviewed the applicant's request and found it to be reasonable. The tract in question is suited for
either LI or ill zones. With the adjoining Battleground Industrial District, the proposed use will be
compatible with the surrounding heavy industrial uses. The current land use and development pattern
also confonns to the proposed use. The development within the subject tract should not negatively
impact the surrounding properties and should not hann the value of the nearby properties. The change
should not cause a negative impact on the public health, safety, and welfare of the City. Furthennore, the
requested change would not be contrary to the goals and objectives of the City's Comprehensive Plan.
For the public hearing, 4 notices were mailed to surrounding property owners. No responses were
received by staff. After receiving public input, the Planning and Zoning Commission, by unanimous
vote, has recommended approval of Rezone Request #R99-002. The Commission has expressed its desire
that the placement and maintenance of all landscaping required herein, including an irrigation system,
should be kept in good condition. All vegetative landscaping including the irrigation system will be
reviewed at the time of submittal of the major development site plan and prior to the issuance of a
building pennit.
Action Required by Council: Consider approval ofan Ordinance rezoning 10.05 acres ofland out of
a 26.720 acre tract situated in the Enoch Brinson League from Light Industrial (LI) to Heavy Industrial

recommendations of the City of La Porte Planning and Zoning Commission, by letter
dated September 24, 1999, a true copy of which letter is attached hereto as Exhibit "C",

"Section 4. Subsequent to receipt of the recommendation of the City of La
Porte Planning and Zoning Commission, the City Council of the City of La Porte called a
public hearing on the proposed classification changes and the recommendation of the
Planning and Zoning Commission on the 11th day of October, 1999, at 6:00 p.m., and
pursuant to due notice, to consider the recommendation of the Planning and Zoning
Commission regarding the possible reclassification of the zoning classification of the
hereinafter described parcels of land. There is attached to this Ordinance as Exhibit
"0", incorporated by reference herein and made a part hereof for all purposes, a copy of
the notice of public hearing which the City Council of the City of La Porte hereby finds
was properly mailed to the owners of all properties located within two hundred feet
(200') of the properties under consideration.
"Section 5. The publisher's affidavit of publication of notice of said hearing is

Ordinance No. 1501 are desirable and in furtherance of the goals and objectives stated
in the City of La Porte's comprehensive plan Ordinance No. 1501 (A),
"Section 8. The City Council officially finds, determines, recites and declares
that a sufficient written notice of the date, hour, place and subject of this meeting of the
City Council was posted at a place convenient to the public at the City Hall of the city
for the time required by law preceding this meeting, as required by the Open Meetings
Law, Chapter 551, Texas Government Code; and that this meeting has been open to
the public as required by law at all times during which this ordinance and the subject
matter thereof has been discussed, considered and formally acted upon. The City
Council further ratifies, approves and confirms such written notice and the contents and
posting thereof.

day of September, 1999, in the Council Chambers of the City Hall, 604 West Fainnont Parkway,

In the last session of the Texas Legislature, an amendment was made to Tax Code section
33.07 and a new section 33.08 was added.
The Texas Legislature in enacting Texas Tax Code, Sections 33.07 and 33.08 has authorized the
adoption of an additional penalty to be added to delinquent taxes to offset the costs of collection
for the current year and each succeeding year
Amended Section 33.07 allows the 15% penalty to be added to taxes that become delinquent on
or after February 1 but not later than May 1 and that remain delinquent on July 1 of the tax year in
which the tax was due.
New Section 33.08 addresses the additional penalty for collection costs for taxes that become
delinquent on or after June 1.
In essence, these two sections allow the 15% penalty to be added to taxes, which become due
on June 1 or after, so long as notice of such penalty is provided to the taxpayer within the time
frames set forth by the statues. These new laws were effective September 1, 1999.
ACTION REQUIRED BY COUNCIL:
Approve ordinance authorizing the 15% penalty to be added to delinquent taxes to defray the
costs of collecting such taxes.

AN ORDINANCE OF THE CITY OF LA PORTE, TEXAS, AMENDING CHAPTER 66,
TAXATION, SECTION 66-32 OF THE CODE OF ORDINANCES OF THE CITY OF LA
PORTE, BY PROVIDING FOR A PENALTY TO DEFRAY COSTS OF COLLECTING
DELINQUENT PROPERTY TAXES PURSUANT TO TEXAS TAX CODE, SECTION
33.07 AND 33.08; FURTHER PROVIDING A SAVINGS CLAUSE; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of La Porte deems it necessary to have
a declared policy regarding the expense of collecting delinquent property taxes due to
the City; and all entities to collect for.
WHEREAS, said City Council is of the opinion that said expense of collecting
delinquent taxes should be borne by the delinquent properties and their owners who
are responsible for incurring such expenses; and
WHEREAS, the Texas Legislature in enacting the Texas Tax Code, Sections
33.07 and 33.08 has authorized the adoption of an additional penalty to be added to
delinquent taxes to offset the costs of collection for the current year and each
succeeding year thereafter;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF LA PORTE:
Section 1. Chapter 66, TAXATION, Section 66-32, Additional Penalty for Collecting
Delinquent Taxes Owed to City, of the Code of Ordinances of the City of La Porte shall
hereinafter be amended to read as follows, to wit:
"Sec. 66-32. Additional penalty for collecting delinquent taxes owed to city.
(a) It shall be the declared policy of the taxing unit that the expenses of
collecting delinquent taxes owed to the taxing unit, now an unfair burden
on the general revenue and the taxpayers who pay on time, should be

borne instead by the delinquent properties and their owners who are
responsible for causing such expenses. To effectuate this policy, the
taxing unit hereby orders that such costs be charged against the
delinquent properties and their owners as an additional penalty as
provided in this section, and such charges are hereby made a part of the
tax liens against the delinquent property to which each such costs is
attributable.
n(b) The taxing unit's designated attorney with whom the taxing unit has
contracted pursuant to V.T.C.A., Tax Code 9 6.30 shall assist, by suit or
otherwise, in the collection of delinquent taxes owed to the jurisdiction,
and, to recover such costs, the jurisdiction shall be entitled to and shall
collect an additional penalty of 15 percent of the delinquent taxes, penalty
and interest due on each delinquent property at the time of collection,
before or after suit and/or foreclosure sale, and provided further that as to
payment of taxes delinquent and owing from the most current year, the
additional penalty as to that year shall be added as specified at the
maximum of 15 percent commencing July 1 of the calendar year next
succeeding the year for which taxes are due, provided further that the
collector of said penalty shall deliver a notice of delinquency and of the
penalty to the property owner at least 30 and not more than 60 days
before July 1."
Section 2. If any section, sentence, phrase, clause, or any part of any section,
sentence, phrase, or clause, of this ordinance shall, for any reason, be held invalid,
such invalidity shall not affect the remaining portions of this ordinance, and it is hereby
declared to be the intention of this City Council to have passed each section, sentence,
phrase or clause, or part thereof, irrespective of the fact that any other section,
sentence, phrase or clause, or part thereof, may be declared invalid.

Section 3. The City Council officially finds, determines, recites and declares
that a sufficient written notice of the date, hour, place and subject of this meeting of the
City Council is posted at a place convenient to the public at the City Hall of the City for
the time required by law preceding this meeting, as required by the Chapter 551, Tx.
Gov't Code; and that this meeting has been open to the public as required by law at all
times during which this ordinance and the subject matter thereof has been discussed,
considered and formally acted upon. The City Council further ratifies, approves and
confirms such written notice and the contents and posting thereof.
Section 4. This Ordinance shall be effective from the date of its passage and
approval, and it is so ordered.

Action taken in the latest legislative session resulted in two state law changes dealing with the
enforcement of Junked Motor Vehicles. The first change amends the definition of a Junked
Vehicle. The current definition shown in the City's Code of Ordinances, Chapter 34, Article V,
Sect. 34-166 describes the vehicle as: "Self-propelled and which is inoperative I!lllhas either an
expired license plate or inspection sticker ... . . ..".
The new legislative change amends that definition of a junked vehicle to read: "Self-propelled and
which is inoperative or has either an expired license plate or inspection sticker.. . ."
The second change adds language to Sect. 34-168. The new language addresses the relocation of
the vehicle and does not prohibit the city from continuing to work the violation.
If approved, these changes will allow staff to work a vehicle that may be operable but does not
have a current license plate/inspection sticker or has been wrecked or dismantled or relocated.
To keep city regulations consistent with state law and provide staff with an additional tool, staff is
requesting City Council adopt this change by approving an ordinance amending Chapter 34;
Article V, Sect. 34-166 and 34-168.

THE CITY OF LA PORTE:
Section 1. Section 34-166 of the Code of Ordinances of the City of La Porte,
Texas is hereby amended to read as follows, to-wit:
"Sec. 34-166. Definitions
The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Antique vehicle means a passenger car or truck that is at least 35
years old.
Demolisher means any person whose business is to convert a
motor vehicle into processsed scrap or scrap metal, or otherwise to wreck
or dismantle motor vehicles.
Junked vehicle means any motor vehicle as defined in V.T.C.A.,
Transportation Code S 683.071 that a is self-propelled and:
(1) does not have lawfully attached to it:
a. an unexpired license plate; or
b. a valid motor vehicle inspection certificate;
(2) is wrecked, dismantled or partially dismantled, or discarded;
or
(3) is inoperable and has remained inoperable for more than:
a. 72 consecutive hours, if the vehicle is on public
property; or
b. 30 consecutive days, if the vehicle is on private
property.
Motor Vehicle Collector means a person who:
(1) Owns one or more antique or special interest vehicles; and
(2) Acquires, collects, or disposes of an antique or special
interest vehicle or part of an antique or special interest

vehicle for personal use to restore and preserve an antique
or special interest vehicle for historic interest.
Special interest vehicle means a motor vehicle of any age that has
not been changed from original manufacturer's specifications and,
because of its historic interest, is being preserved by a hobbyist."
Section 2. Section 34.168 of the Code of Ordinances of the City of La Porte,
Texas is hereby amended to read as follows, to wit:
"Sec. 34-168. Location or presence within city deemed public
nuisance; exceptions.
(a) The location or presence of any junked vehicle on any lot,
tract, parcel of land or portion thereof, occupied or unoccupied, improved or
unimproved, within the city shall be deemed a public nuisance, and it shall
be unlawful for any person to cause or maintain such public nuisance by
wrecking, dismantling, rendering inoperable, abandoning or discarding his
vehicle on the property of another or to suffer, permit or allow such vehicle
to be placed, located, maintained or exist upon his own real property;
provided, however that this section shall not apply to a vehicle or part of a
vehicle that is:
(1) Completely enclosed within a building in a lawful manner
where it is not visible from the street or other public or private
property; or
(2) Stored or parked in a lawful manner on private property in
connection with the business of a licensed vehicle dealer or
junkyard, or that is an antique or special interest vehicle
stored by a motor vehicle collector on the collector's property,
if the vehicle or part and the outdoor storage area, if any, are:
a. Maintained in an orderly manner;
b. Not a health hazard; and
c. Screened from ordinary public view by appropriate
means, including a fence, rapidly growing trees or shrubbery.
(b) The relocation of a junked vehicle that is subject to a
proceeding for the abatement and removal of said junked vehicle under this
code, does not constitute an abatement of said junked vehicle nuisance,
provided that said junked vehicle constitutes a public nuisance at the new
location."

by causing the caption to be published in the official newspaper of the City of La Porte at
least twice within ten (10) days after the passage of the Ordinance.

My ability to talk has improved and I am feeling good enough so that if it were up to me, I
would be at the Council Meeting tonight. However, when I had my blood test on Thursday
the white blood cell count was very low (which it is supposed to be due to the cherno) and
they cautioned me against going out in crowds. I think I need to pass this meeting and
probably the next one since I start my second round (of three) of chemo next Wednesday.
I endorse everything on the agenda but one thing I should comment on is Item 6. I have
several projects I mn pushing at HGAC, mostly rail, highway, and neighborhood center
and I think it would be desirable for me to selVe one more term. With the help of email I
have been able to keep up with the issues and even get a little sympathy for the points I
raise although there is no substitute for personal ann twisting.
While I am writing I would like to comment on an interoffice memo from Jeff Utchfield on
sewer bills. He did his usual clear job of explaining a problem and I agree with him
completely. This has been a periodic problem which I think would be permanently
eliminated if we follow his suggestion.

Consumer Confidence Report (Water Quality Report)

In accordance with the Environmental Protection Agency's regulations, the City of La
Porte has developed the enclosed Consumer Confidence Report detailing the
substances contained in the water provided to our citizens. This report provides our
customers with not only the names and amount of the substance found in the water,
but also with the federal EPA limits allowed for each of these ingredients. The City of
La Porte's water is in compliance with all of these limits and well below most of them.
This report is required to be mailed to each customer of the water supply system
prior to October 19, 1999. When this report is received by the citizens, we anticipate
several questions and concerns being addressed to City Staff and, possibly, City
Council concerning the safety and quality of La Porte's water supply. The water
supply is sampled monthly and the results provided to the State of Texas. This is
required by State and Federal Law. We have never had to notify the public of any
violation or of any water quality concerns of our water supply. La Porte's water is
safe.
Should you receive questions about this report or the quality of the water in general
that you do not feel comfortable in answering, please feel free to refer them to the
Public Works Department Utility Division at 281-471-9650. The Public Works staff
will be more than glad to visit with all customers having questions or concerns.

The Environmental Protection Agency has instituted a regulation mandated by the 1996
amendments to the Safe Drinking Water Act. The rule stipulates that all community
water systems prepare and provide to their customers, an annual report on the quality
of their drinking water. Each report will contain monitoring results from the
previous year or previous analysis cycle.

The City of La Porte would like to take this opportunity to infonn all of our utility customers that
the city's drinking water is monitored and tested in accordance with state regulations, and is
safe to drink as assessed by the Texas Natural Resource Conservation Commission. This assessment
was made using the data in the attached sheets. Also, there may be !!2 health-based advantages to
purchasing bottled water or point of use devices.
The Texas Natural Resource Conservation Commission is in the process of reviewing all of Texas'
drinking water sources. The source water assessment will be completed in about three years. Updates of
the assessment will be made available in our future water quality reports.
Should you desire an opportunity to participate in the decisions that can affect the quality of the drinking
water. you may attend "a regularly scheduled Council meeting at the La Porte City Hall. Meetings are held
on the second and fourth Monday of each month, at 6:00 p.m.
The City's water supply is composed of 9O%surface water, and 10%
groundwater. The groundwater, or well water comes from the Gulf
Coast Water Aquifer.The surface water that we use is supplied to us
by the City of Houston's Southeast Water Purification Plant This water
comes from the Trinity River, which is channeled to the plant, treated,
and received at each of the city's six water plants where it may be
blended with well water, and then pumped on demand into the water
distribution system and to your home or business. We would also like
to note that the Southeast Plant and the City of La Porte's water
production facilities have been tested and all electronic equipment has
been certified to be Year 2000 Compliant.
Drinking water, including boWed water, may reasonably be expected to contain at least small amounts
of some contaminants. The presence of contaminants does not necessarily indicate that water poses a
health risk. More infonnation about contaminants and potential health effects can be obtained by calling
the Environmental Protection Agency's Safe Drinking Water Hotline.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds,
reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it
dissolves naturally-occurring minerals and, in some case$, radioactive material, and can pick up
substances resulting from the presence of animals or from human activity.
Contaminants that may be present in source water include:
Microbial Contaminants, such as viruses or bacteria, which may come from sewage treatment plants,
septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants, such as salts and metals, which can be naturally-occurring or result from
urban stonnwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining
or farming.
Pesticides and Herbicides, which may come from a variety of sources such as agriculture, urban
stormwater runoff, and residential uses.
Organic Chemical Contaminants, including synthetic and volatile organic chemicals, which are by-
products of industrial processes and petroleum production, and can also come from gas stations, urban
stonnwater runoff and septic systems.
Radioactive Contaminants, which can be naturally occurring or be the result of oil and gas
production and mining activities.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of
certain contaminants in water provided by public water systems. FDA regulations establish limits for
contaminants in bottled water, which must provide the same protection of publiC health.
Maximum Contaminant Level (MCL) - The highest level of a contaminant that is allowed in drinking
water. MCL's are set as close to the MCLG's as feasible using the best available treatment technology.
Maximum Contaminant Level Goal (MCLG) - The level of a contaminant in drinking water below which
there is no known or suspected risk to health. MCLG's allow for a margin of safety.
Treatment Technique - A required process intended to reduce the level of a contaminant in drinking
water.
Action Level - The concentration of a contaminant which, if exceeded, triggers treatment or other
requirements which a water system must follow.
Regulated Contamin"~ts - Contaminant that is thought to pose a possible threat to health when
present in water at a level exceeding the MCL.
Unregulated Contaminants - These are monitored to assist the regulatory agencies in determining
where certain contaminants occur and if the need exists to regulate those contaminants.
Coliform Bacteria - A group of bacteria that are found in the air, soil, and in plants. Water of
satisfactory bacteriological quality must be free of coliform organisms. Fecal coliform indicates a serious
health concern since these are associated with sewage and animal wastes.
90th Percentile - A calculation method used to determine the 90% value in a range of
sample results.
Some of the words you will see in this report will not be very familiar, so we would like to provide some
helpful definitions to make all of the information easier to understand.
The following table and graphs will show the amounts in which some
contaminants were found in the drinking water.
No MCL was surpassed and there was no violation of drinking water standards.
All data presented is from the most recent testing done in accordance with the regulations.
