MINUTES OF THE SPECIAL CALLED WORKSHOP MEETING
OF LA PORTE CITY COUNCIL
SEPTEMBER 8, 2001
1. CALL TO ORDER
The meeting was called to order by Mayor Norman Malone at 9.00 a.m.
Members of City Council Present: Councilpersons, Chuck Engelken, Howard Ebow,
Peter Griffiths, Alton Porter, James Warren, Charlie Young, Jerry Clarke, and Norman
Malone.
Members of Council Absent: Guy Sutherland
Members of City Executive Staff and City Employees Present: City Manager Robert T.
Herrera, Assistant City Manager John Joerns, Assistant Finance Director Mike Dolby,
Parks and Recreation Director Stephen Barr, Assistant City Secretary Sharon Harris,
Assistant Public Works Director Buddy Jacobs, Emergency Services Director Joe Sease,
Planning Director Doug Kneupper, and Police Chief Richard Reff,
2. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND
TAXPAYERS WISHING TO ADDRESS COUNCIL.
There were no citizens wishing to address Council.
3. The special called workshop meeting was called to order by Mayor Malone at 9:08a.m.
The following items were discussed during the workshop session:
A. Overview
City Manager brought to Council's attention that January 16, 1999 was the last bond
election held. The citizens of La Porte agreed with a majority of the bond projects and
voted 2 to 1 in favor of the projects. The City Manager informed council that in January
2002 it will be three years since the last bond election and there is a need to introduce
new projects to continue to support the growth of the community.
B. Election Dates/Timeline
City Manager gave council the uniform election dates.
C. Proposed Bond Projects
The proposed bond projects were building of a new Police headquarters, improvements to
the City's Wastewater Treatment Plant, Development of Westside Park in conjunction
with building a youth baseball complex, and the relocation of Fire Department/EMS
D. Debt Service Plan
The Debt Service Plan was discussed.

There were no Administrative Reports
COUNCIL COMMENTS
Councilpersons Engelken, Ebow, Griffiths, Porter, Warren Young, Clarke, and Malone
brought items to Council's attention.
EXECUTIVE SESSION -PURSUANT TO PROVISION OF THE OPEN
MEETINGS LAW, CHAPTER 551.071 THROUGH 551.076, AND 551.084, TEXAS
GOVERNMENT CODE, - (CONSULTATION WITH ATTORNEY,
DELIBERATION REGARDING REAL PROPERTY, DELIBERATION
REGARDING PROSPECTIVE GIFT OR DONATION, PERSONNEL MATTERS,
CONFERENCE WITH EMPLOYEES DELIBERATION REGARDING
SECURITY DEVICES, OR EXCLUDING A WITNESS DURING
EXAMINATION OF ANOTHER WITNESS IN AN INVESTIGATION)
Council did not retire into executive session.
6. ADJOURNMENT
There being no further business to come before Council, the Special Called Workshop
was duly adjourned at 11:15 a.m.
