CALL TO ORDER The meeting was called to order by Mayor Norman Malone at 6:00 p.m. Members of Cit~Council Present: Councilpersons Guy Sutherland, Chuck Engelken, James Warren, Charlie Young, Jerry Clarke, and Norman Malone. Members of Council Absent: Alton Porter, Howard Ebow, and Peter Griffiths Members of City Executive Staff and City Employees Present: City Manager Robert T. Herrera, City Attorney Knox Askins, Assistant City Manager John Joerns, City Secretary Martha Gillett, Finance Director Cynthia Alexander, Assistant Finance Director Mike Dolby, City Manager's Administrative Assistant Crystal Scott, Director of Administrative Services Carol Buttler, Parks and Recreation Director Stephen Barr, Assistant City Secretary Sharon Harris, Public Works Director Steve Gillett, Emergency Services Director Joe Sease, and Police Chief Richard Reff. Others Present: Bond Attorney Carey Troell. 2. Mayor Norman Malone delivered the invocation. 3. There were no citizens wishing to address Council. 4. Council considered approving an ordinance canvassing the Bond Election of February 2, 2002. Motion was made by Council~erson Engelken to approve an ordinance canvassing Bond Election of February 2, 2002. Second by Councilperson Sutherland. The motion carried. Ayes: Sutherland, Engelken, Warren, Young, Clarke, and Malone. Nays: None Abstain: None 5. ADMINISTRATIVE REPORTS City Manager Robert Herrera reminded Council of the National League of Cities in Washington D.C. March 8 - 12, 2002. Mr. Herrera thanked the Bond Committee, Crystal Scott, Staff and Council for their work on the Bond Election. He informed Council that TX DOT will be lining Sens Road and Highway 225 with palm trees with an 80/20% split in cost. The City's cost will be 20%. City Council Minutes - 2-OS-02 -Page 2 6. COUNCIL COMMENTS Councilpersons Clarke, Young, Warren, Engelken brought items to Council's attention. 7. EXECUTIVE SESSION -PURSUANT TO PROVISION OF THE OPEN MEETINGS LAW, CHAPTER 551.071 THROUGH 551.076, AND 551.084, TEXAS GOVERNMENT CODE, - (CONSULTATION WITH ATTORNEY, DELIBERATION REGARDING REAL PROPERTY, DELIBERATION REGARDING PROSPECTIVE GIFT OR DONATION, PERSONNEL MATTERS, CONFERENCE WITH EMPLOYEES DELIBERATION REGARDING SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION OF ANOTHER WITNESS IN AN INVESTIGATION) There was no action taken. 19. ADJOURNMENT There being no further business to come before Council, the Regular Meeting was duly adjourned at 6:13 PM.
