Call to Order The meeting was called to order by Mayor Norman Malone at 6:00 p.m. Members of Citv Council Present: Councilpersons Chuck Engelken, Howard Ebow, Alton Porter, Barry Beasley, Peter Griffiths, James Warren, Charlie Young, Mike Mosteit, Bruce Meismer and Norman Malone Members of Council Absent: None Members of City Executive Staff and City Employees Present: City Manager Robert T Herrera, City Attorney Knox Askins, City Secretary Martha Gillett, Assistant City Secretary Sharon Harris. Assistant to City Manager Crystal Scott, Director of Administrative Services Carol Buttler, Director of Parks and Recreation Stephen Barr, Golf Course Manager Alex Osmond, Firc Marshal Paul Hickenbottom, Director of Purchasing Susan Kelley, Director of Finance Cynthia Alexander, Police Chief Richard Reff, Assistant Fire Chief Champ Dunham, and Director of Planning Doug Kneupper. Mayor Norman Malone delivered the invocation. 3. Mayor Norman Malone led in the Pledge of Allegiance. Council considered approving the Minutes of the Special Called Regular Meeting on May 20, 2002. Motion was made by Councilperson Engelken to approve the Minutes of the Special Called Rc~ular Meetin og n May 20. 2002. Second by Councilperson Griffiths. The motion carried. Ayes: Engelken, Griffiths, Warren, Young, Mosteit, Meismer, Ebow, Porter, and Malone Nays: None Abstain: None 5. PRESENTATION The presentation for the Employee of the 1 s` Quarter of 2002 did not take place at this Council Meeting due to scheduling conflicts; to be rescheduled at a later date. Mayor Norman Malone presented Track Star Kerron Clement with a proclamation in honor of "Kerron Clement Day" for recognition of outstanding track qualifications. Mayor Norman Malone presented Council Members Porter, Sutherland and Clarke each with a proclamation and plaque in honor of their loyal and outstanding years of service to the City of La Porte. • • City Council Minutes 6-04-02 -Page 2 PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAXPAYERS WISHING TO ADDRESS CITY COUNCIL Doug Ashley of 12435 Boheme Drive, Houston, Texas, voiced his concerns regarding the City accepting the bid from Club Car. Mr. Ashley encouraged Council to accept the bid from his company, rather than the one being recommended by Staff. Mr. Ashley advised Council his bid is a better value for the City due to extended warranty, plus newer technology. Marie Meeks of 10422 Quiet Hill Road, La Porte, Texas, voiced her concerns for lack of rodent control in her neighborhood. 7. Council considered approval or other action regarding an ordinance declaring the results of the Run-Off Election held in the City of La Porte on June 1, 2002, for the Run-Off Election of a City Counciperson at Large Position B. City Attorney Knox Askins presented summary and recommendation and answered Council's questions. City Attorney read: ORDINANCE 2002-257 - AN ORDINANCE DECLARING THE RESULTS OF THE RUNOFF ELECTION HELD IN THE CITY OF LA PORTE ON JUNE 1, 2002, FOR THE ELECTION OF A COUNCILPERSON-AT-LARGE - POSITION B; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. Motion was made by Councilperson Griffiths to approve an ordinance declaring the results of the Run-Off Election held in the City of La Porte on June 1 2002 as presented b~Mr Askins. Second by Councilperson Young. The motion carried. Ayes: Engelken, Griffiths, Warren, Young, Mosteit, Meismer, Ebow, Porter, and Malone Nays: None Abstain: None 8. Mayor Malone administered the Oaths of Office to our new Councilperson Barry Beasley. 9. Council considered approval or other action regarding an ordinance appointing a Councilperson to the City Council Audit Committee, to fill the unexpired term of Alton Porter. Mayor Norman Malone presented summary and recommendation and answered Council's questions. Mayor Malone nominated Councilperson James Warren and asked for other nominations. City Attorney read: ORDINANCE 2002-2558 - AN ORDINANCE APPOINTING A COUNCILPERSON TO THE CITY COUNCIL AUDIT COMMITTEE, TO FILL THE UNEXPIRED TERM OF ALTON PORTER; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF. City Council Minutes 6-04-02 -Page 3 Motion vvas made by CouncilRerson Ebow to approve an ordinance appointing Councilperson Warren to the Citv Council Audit Committee as presented by Mater Malone. Second by Councilperson Griffiths. The motion carried. Ayes: Mosteit, Engelken, Griffiths, Warren, Young, Meismer, Ebow, Beasley and Malone Navs: None Abstain: None l0. Consent Agenda Consider approval to award bid #0857 for 75 electric golf cars to Club Car, Inc., for the amount of $214,050.00, less $95,625.00 trade in for a total of $118,425.00. Funds are available in the Motor Pool for this purchase. Golf Course Manager Alex Osmond presented summary and recommendation and answered Council's questions. Motion vvas made by Councilperson Meismer to approve the bid as presented b. Osmond. Second by Councilperson Beasley. The motion failed. Ayes: Beasley and Meismer Nays: Mosteit, Engelken, Ebow, Griffiths, Warren Abstain: Young and Malone A second motion was made by Councilperson Griffiths to re-bid and to extend the standard warranty to four-years. Second by Councilperson Ebow. The motion carried. Ayes: Griffiths, Ebow, Mosteit, Beasley, Engelken, Warren Navs: Meismer and Malone Abstain: Young 11. Administrative Reports City Manager Robert Herrera reminded Council of the Chamber of Commerce Annual Hamburger Cookout on Thursday, June l3, 2002; New Council Orientation on Wednesday, June 19, 2002; and the La Porte area demographics. 12. Council Comments Councilpersons Mosteit, Engelken, Ebow, Griffiths, Beasley, Warren, Young, Meismer and Mayor Malone brought items to Council's attention. City Council Minutes 6-04-02 -Page 4 13. S7 clusters have high incomes, educations, Investments, and spending. High concentrations of wealthy Asian immigrants populate these clusters. Beyond these shared patterns, there are marked differences. S2 -The Affluentials: The five clusters of the S2 Social Group represent the upper-middle income suburbs of major metropolitan. areas. S2 is the fifth most affluent group. These clusters have above-average Incomes and rentals, an eclectic mix of homes, condos and apartments; a broad spectrum of business, technical and public service Jobs; and daily commuting, but otherwise are very different. T1 -Landed Gentry: The four clusters of the T1 Social Group cover a vast amount of American geography. T1 is the fourth most affluent group. Y arge, multi-income families with school-age kids, headed by well-educated executives, professionals and "techies" dominate this group. These clusters are found far outside the major metropolitan areas in America's most spectacular coastal areas and uplands. T2 - Exurban Blues: The flue clusters of the T2 Sodal Group cover the midscale, low-density towns on the outskirts of all major metropolitan areas and second cities. Group T2 is comparable to the S3, U2 and C2 Social Groups. Three of these clusters are predominantly white, show an even age distribution, own their homes, are married and raising kids. T3 -working Towns: The four clusters in the T3 Social Group with thousands of.remote exurbs and satellite towns, are found outside major metropolitan areas and second cities. T3 is considerably better off than the U3 and C3 Sochi Groin. The T3 clusters have lower education levels and incomes and work in blue-collar occupations. They own or rent single-family homes amid awesome scenery. They enjoy crafts and going to church. Otherwise. they are distinctly different. C3 - 2nd City Blues: The four Dusters of the C3 Social Group cover the downtown neighborhoods of hundreds of second cities on the fringe of major metropolitan areas. With lower living costs, these Dusters are more affluent than them big-Dty cousins In the U3 SoDal Group.
