MINUTES OF THE BUDGET WORKSHOP MEETINGS HELD ON AUGUST 18 -19, 2003
THE LA PORTE CITY COUNCIL
1. CALL TO ORDER
AUGUST 18, 2003
The meeting was called to order by Mayor Norman Malone at 6:00 p.m.
Members of Cit~Council Present: Councilmembers Peter Griffiths, Howazd Ebow, Chuck
Engelken, Barry Beasley, Bruce Meismer, James Warren, Charlie Young, Mike Mosteit and
Norman Malone
Members of Council Absent: None
Members'of City Executive Staff and City Employees Present: City Manager Debra Feazelle,
Director of Emergency Services Joe Sease, City Attorney Knox Askins, Assistant City Manager
John Joenns, City Secretary Martha Gillett, Police Chief Richard Reff, Director of Administrative
Services Carol Buttler, Director of Public Works Steve Gillett, Assistant Director of Finance
Michael Dolby, Finance Director Cynthia Alexander, Pazks and Recreation Director Stephen
Barr, MIS Manager Larry Mabe, Golf Pro Alex Osmond, Court Clerk Aimee Bird, Warrant
Officer Nelson Thorpe, Judge Louie Ditty, Fire Mazshal Paul Hickenbottom, Assistant City

other citizens.
2. Mayor Malone delivered the Invocation.
3. Mayor Malone led the Pledge of Allegiance.
4. Workshop was called to order by Mayor Malone at 6:00 p.m.
The following budget items were discussed:
City Manager Debra Feazelle provided a General Overview of the 2003-2004 Budget.
Special Revenue Funds were discussed including the Community Investment Fund and
HoteUMotel Tax Fund.
Chamber of Commerce President Colleen Hicks provided City Council with an overview of the
Chamber's needs and answered City Council's Questions.
Internal Service Funds were discussed including Motor Pool Fund, Technology Fund and
Insurance Fund.
Finance Director Cynthia Alexander provided City Council with an overview of Utility Funds,
Enterprise Funds, Special Revenue Funds, Debt Service Funds and Capital Improvement Funds.
City Attorney Knox Askins provided City Council with an overview of the Legal Budget.
Judge Louie Ditty provided City Council with an overview of the Municipal Court Budget.

City Secretary Martha Gillett provided City Council with an overview of the City Council and
City Secretary's Budget.
City Council Member Ebow left the meeting at 8:00 p.m.
Public Works Director Steve Gillett provided City Council with an overview of the Public Works
Department including General Fund, Utility Fund, La Porte Area Water Authority and Airport
Budget.
Police Chief Richard Reffprovided City Council with an overview of the Police Department's
Budget.
Fire Marshall Paul Hickenbottom provided City Council with an overview of the Fire Marshall's
Budget.
Emergency Services Director Joe. Sease provided City Council with an overview of the
Emergency Services Budget.
Golf Pro Alex Osmond provided City Council with an overview of the Golf Course Budget.
The meeting recessed at 9:30 p.m. and shall reconvene Tuesday, August 19, 2003 at 6:00 p.m.

Parks and Recreation Director Stephen Barr provided City Council with an overview of the Parks
and Recreation and the Sylvan Beach Budget. .
Administrative Services Director Carol Buttler provided City Council with an overview of the
Purchasing, Human Resources and MIS Budget.

Budget.
Assistant City Manager John Joerns provided City Council with an overview of the Planning
Department.

There was no action taken during Executive Session.
There being no further business to come before Council, the Budget Workshop Meeting was duly
