The meeting was called to order by Mayor Pro Tem Barry Beasley at 6:00 p.m. Members of City Council Present: Council members Chuck Engelken, Howard Ebow, Peter Griffiths, Tommy Moser, Mike Mosteit, Louis Rigby and Mayor Pro Tem Barry Beasley, Mike Clausen and Mayor Alton E. Porter Members of Council Absent: None Members of City Executive Staff and City Emoloyees Present: City Manager Debra Feazelle, Assistant City Manager John Joerns, Assistant City Manager Cynthia Alexander, City Attorney Knox Askins, City Secretary Martha Gillett, Public Works Director Steve Gillett, Police Chief Richard Reft, Emergency Management Coordinator Jeff Suggs. Fire Chief Mike Boaze, Assistant Fire Chief John Dunham, Assistant to the City Manager Crystal Scott and EMS Chief Ray Nolen. Others Present: Betty Waters, Leon Waters, Gary Rice, Spero Pomonis. Mayor Pro Tem Beasley delivered the invocation. 3. Mayor Pro Tem Beasley led the Pledge of Allegiance. . 4. Council to consider approval of Regular Meeting and Workshop Meeting Minutes held on July 26, 2004. Motion was made by Councilmember Enaelken to aoorove the Minutes as oresented. Second by Councilmember Griffiths. Motion carried. Ayes: Engelken, Beasley, Griffiths, Moser, Mosteit, Rigby and Ebow Nays: None Abstain: None 5. Council to consider approval or other action regarding an ordinance declaring the results on the Special Election held in the City of La Porte on July 24, 2004 for the election of a Mayor and Council Member District 6 as presented. Motion was made bv Councilmember Ebow to aoorove the Ordinance 2004-2760 as oresented. Second by Councilmember Griffiths. Motion carried. Ayes: Engelken, Beasley, Griffiths, Moser, Mosteit, Rigby and Ebow Nays: None Abstain: None 6. Administer Oaths of Office to the new Mayor and Council Member District 6. City Attorney Knox Askins administered the Oaths of Office to Mayor Porter and District 6 Council member Clausen. 7. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA - (LIMITED TO FIVE MINUTES) . Commissioner Sylvia Garcia congratulated the newly elected Mayor Alton E. Porter and District 6 Councilmember Mike Clausen. She wished them well and advised the Mayor and City Council she looked forward to continuing to work with the City of La Porte City Council Special Meeting - Awst 2, 2004 - Page 2 8. ADMINISTRATIVE REPORTS - . The Main Street Committee Public Hearing will be Monday, August 2,2004 at 7 p.m. in Council Chambers; Chamber of Commerce New Teachers Luncheon will be held on Tuesday, August 3, 2004, at 11 :45 a.m. at the LPHS Student Center; Lomax District Meeting (rural single-family residential) will be Tuesday, August 3, 2004 at 7 p.m. at the Old Lomax City Hall Building; National Night Out on Tuesday, August 3,2004, from 7 p.m. until 10 p.m. at various block parties; Summer Youth Luncheon on Friday, August 6, 2004 from 11 a.m. until 1 p.m. in the Council Chambers; TML Region 14 Fall Meeting on Saturday and Sunday, August 6-7,2004, in Galveston; the BudgetWorkshop meeting will be held the week of August 9, 2004 starting at 6 p.m. in Council Chambers; Breakfast with the Stars, Wednesday, August 11, 2004. at 7 a.m. at Sylvan Beach Pavilion, and the Newly Elected Officials' Orientation Friday and Saturday, August 20-21, 2004, in Austin, Texas. 9. COUNCIL COMMENTS Councilmembers Engelken, Ebow, Mosteit, Moser, Rigby, Mosteit, Clausen, Beasley and Mayor Porter had comments. 10. EXECUTIVE SESSION - PURSUANT TO PROVISION OF THE OPEN MEETINGS LAW, CHAPTER 551.071 THROUGH 551.076, 551-087, TEXAS GOVERNMENT CODE (CONSULTATION WITH ATTORNEY, DELIBERATION REGARDING REAL PROPERTY, DELIBERATION REGARDING PROSPECTIVE GIFR OR DONATION, PERSONNEL MATTERS, DELIBERATION REGARDING SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION OF ANOTHER WITNESS IN AN INVESTIGATION, DELIBERATION REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS) 551-074 - (Personnel Matter) - City Manager's Evaluation/Performance. The Council retired to Executive Session at 6:20 p.m. . There was no action taken during Executive Session. 11. CONSIDERATIONS AND POSSIBLE ACTION ON ITEMS CONSIDERED IN EXECUTIVE SESSION The Council returned to the table at 9:05 p.m. There was no action taken as a result of the Executive Session. 12.
