July 25, 2005
1. CALL TO ORDER
The meeting was called to order by Mayor Alton Porter at 6:04 p.m.
Members of City Council Present: Mayor Alton Porter, Councilmembers Chuck Engelken, Tommy Moser, Mike
Clausen, Peter Griffiths, Mike Mosteit, Louis Rigby and Howard Ebow.
Members of Council Absent: Barry Beasley.
Members of City Executive Staff and City Employees Present: City Manager Debra Feazelle, Assistant City
Manager John Joerns, Assistant City Attorney Clark Askins, Sgt. Gary Chastain, Judge Denise Mitrano, Assistant

2. Reverend LINDA WILSON of ST. JOHN'S EPISCOPAL CHURCH was not able to attend the meeting and deliver the
invocation. Mayor Porter delivered the Invocation.
3. Mayor Porter led the Pledge of Allegiance.
4. PRESENTATIONS / PROCLAMATIONS
A. Mayor Porter and Councilmember Chuck Engelken presented a proclamation in honor of Douglas P.
Adkinson Day.
Douglas P. Adkinson was present to accept the proclamation.
B. Mayor Porter presented a proclamation in honor of Judge Robert Eckels Day.
Judge Robert Eckels was present to accept the proclamation.
B. Mayor Porter and Council member Tommy Moser presented a proclamation in honor of Girls's Softball
League Day.
Pete Henderson, Rusty Creed and Ronnie Holtz were present to accept the proclamation.
5. CONSENT AGENDA
A. Consider approving Minutes of the Town Hall Meetings held on June 30, 2005 and July 7, 2005.

I. Council to consider approval or other action regarding an ordinance amending Fiscal Year 2004-2005
Budget for $59,509 for the Grant Fund to move seized funds into the Grant
Items H and I were pulled from the Consent Agenda.
Mike Clausen noted the minutes needed a correction showing he voted in favor of item 10.
Motion was made bv Councilmember Engelken to accent consent agenda with correction on Mr. Clausen
made to the minutes. Second by Council member Mosteit. The motion carried unanimously.
Ayes: Mosteit, Engelken, Ebow, Clausen, Rigby, Moser, Griffiths, and Mayor Porter.
Nays: None
Abstain: Peter Griffiths abstained from Item B. Louis Rigby abstained from Item A.
6. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND TAX PAYERS WISHING
TO ADDRESS COUNCIL ON ANY ITEM POSTED ON THE AGENDA
There were no citizen's wishing to address Council.
7. Item A. - Council to consider approval or other action to authorize the sale of$1.8 million in Certificate of
Obligation; approve and authorize the first and second publication of Notice ofIntent to Issue, and the
Preliminary Official Statement.
Item B - Council to consider authorizing staff to proceed with the sale of $7.7 million in general obligation bonds
in conjunction with certificates of obligation bonds; approve and authorize the preliminary official statement.
Cynthia Alexander presented summary and recommendation and answered Council's questions.
Assistant City Attorney Clark Askins read: Resolution 2005-12: RESOLUTION AUTHORIZING
PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION IN A
PRINCIPAL AMOUNT NOT TO EXCEED $1.8 MILLION FOR THE ACQUISITION, CONSTRUCTION
AND IMPROVEMENT OF CERTAIN PUBLIC WORKS; AUTHORIZING DISTRIBUTION OF A

15. Council returned to the table at 7:02 p.m.
There was no action taken during Executive Session.
The regular meeting was reconvened at 7:03 p.m.
Mayor reported they discussed Judge Mitrano's Evaluation and will take no action this evening.
In addition, Mayor noted the City Secretary's evaluation packet was handed out for Council to complete the
evaluation form. They will place this item back on Executive Session at the last meeting in August.
9. There was not report on the Fiscal Affairs meeting due to it being cancelled.

A. Council to receive report from Public Works Director Steve Gillett on Little Cedar Bayou Wastewater

Council encouraged staff to move forward.
B Emergency Management Jeff Suggs introduced Ms. Sarah Moore who provided Mayor, Council and
Staff the Emergency Management Intern's Progress Report.
11. Close Workshop and reconvened Regular Meeting at 7:29 p.m.
12. Administrative Reports
Ms. Feazelle reminded Council of the August 2,2005 National Night Out, the Breakfast with the Stars August 10,
2005 at 7:00 a.m. at Sylvan Beach Pavilion, Budget Workshop Meetings August 8 - 11,2005 in Council
Chambers, Labor Holiday Observed Monday, September 5, 2005.
In addition, Ms. Feazelle provided Council with the following additional items:
She advised Council she spoke with Mr. Bernard representing industries at an Alliance meeting last week
regarding. He advised they have written letters in opposition to the property tax legislation that we have been in
opposition to as well. He will be sending the City information to follow up on. She further noted these items
could have an impact on the budget.
Alliance has commissioned a report and it will be released on the lOth of August. As we receive more
information, we will keep council informed.
Citizen surveys are coming in and we have received approximately 800 to date.
The blood drive went extremely well. We received 189 units of blood and nine pick up trucks of items to be sent
oversees.

16. Council to consider approval or other action regarding an ordinance enacting amendments to the City Manager's
Employment Agreement
Mayor presented summary and recommendation and answered Council's questions.
Assistant City Attorney Clark Askins read Ordinance 2004-2729-B AN ORDINANCE APPROVING AND
AUTHORIZING THE EXECUTION OF AN AMEND EMPLOYMENT AGREEMENT BETWEEN THE CITY
OF LA PORTE AND THE CITY MANAGER OF THE CITY OF LA PORTE, MAKING VARIOUS FINDNGS
AND PROVISIONS RELATING TO THE SUBJECT, FINDING COMPLIANCE WITH THE OPEN
MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF.
Motion was made bv Councilmember Rigbv to approve Ordinance 2004-2729-B as oresented bv Mayor. Second
by Council member Moser. The motion carried unanimously.

budget and answered City Council's questions. Fire Chief Mike Boaze provided an
overview of the Fire Emergency Services Budgets an answered Council's questions.
Council retired for a break at 7:23 p.m. and returned to the table at 7:35 p.m. There was
no discussion of business while on break.

concerns on garbage bag reduction and will be discussing further in this budget
workshop process.

City Attorney Knox Askins provided an overview of the legal budget and answered Council's
questions.
Municipal Judge Denise Mitrano provided an overview of the Municipal Court budget and
answered Council's questions. She noted she would like to delete the part-time clerk position and
increase the part-time Marshal to a full time Marshal, as previous year and City Manager
concurs..
6. Parks and Recreation Department - 3-91 - Parks and Recreation Director Stephen
Barr provided the Council with an overview and answered questions.
7. Planning Department - 3-107 - Planning Director Wayne Sabo provided an overview
and answered Council's questions. Council noted this budget may need to be
increased for enforced mowing of wooded lot areas. Mr. Sabo noted he estimated an
approximate cost would be $25,000.00 and will follow up.
Council recessed for a break at 7:20 p.m. and returned to the table at 7:27 p.m. There was no
discussion while on break.
8. Golf Course -5-21 - Golf Pro Alex Osmond provided an overview and answered
Council's questions.
Mr. Osmond noted he was recommending a fee increase. Specific are outlined in the
handouts.
Assistant City Manager Cynthia Alexander provided an overview of the Community Investment
Fund, Hotel Occupancy Fund, Downtown Revitalization Program, 4b Sales Tax, Tax Increment
Reinvestment Zone Number One, Grant Fund, Debt Service Fund, La Porte Area Water Authority
Debt Service, Technology Fund, Insurance Fund and answered Council's questions.
G. Budget Recap - City Manager Debra Feazelle provided a recap of the budget.
Ms. Feazelle provided Council with a handout answering the questions raised during budget
workshops.
Council will need to make a decision on garbage bags by the time the budget is voted on at
the August 22, 2005 Council Meeting.
H. Capital Improvements Projects-All Funds - (under separate cover) - Assistant City Manager
John Joerns provided an overview of the CIP budget and answered Council's questions.

Performance indicators implemented to drive more rounds and increase revenue:
1) Increased rates in 04-05
2) Lowered the senior age to 60 yrs. for non-residents
3) Starting players off#1 and #10 tees on weekends to accommodate the public for more early times
4) Using 10 Min. tee times to get the players around the course at a better pace of play
5) Added a Jr. rate 04-05 to attract younger golfers
6) Changed annual membership restrictions to year round availability instead of only once a year sign up
7) Now offer a payment plan for annual memberships
8) Offer on line tee times and specials on the web page and on the Southern Texas PGA web page
9) Offer a frequent player card in the summer to attract return play during the hot months
10) The men a women's golf association members now receive a news letter bye-mail
11) More changes are on burner for 05-06

SUMMARY & RECOMMENDATION
Advertised, sealed proposals for RFP #05505 - Unifonn Rental & Service were opened on July 5, 2005.
Bid proposals were mailed to eight (8) vendors with five (5) returning offers.
Offerors were asked to submit pricing for three (3) years to furnish and service unifonns and provide
other rental items, with an option to renew for an additional two (2) year period. Unifonns will be
upgraded and replaced as needed throughout the contract period.
City staff met with three (3) of the vendors submitting proposals. Based on the award criteria established
in the specifications, G & K Services submitted the best proposal.
Using estimated quantities, our total cost would be $38,985 per year. This is a fifteen percent (15%)
decrease from the current contract.
Currently, 130 employees are provided unifonns through this contract, and several departments are
serviced rugs, aprons and towels. Departments are charged according to their usage and sufficient funds
have been budgeted for this expenditure.
Staff Recommendation:
Based on the award criteria established in the specifications, Staff recommends awarding the unifonn
rental and service contract as described above.

I believe if La Porte keeps growing a NEW HIGHSCHOL and the High School needs

I have been trying for at least 15 years to get the drainage on my street fixed it's always
in the 5 year plan
1 love the P. street pool- would love to be able to rent it from 9-11 am!

Bus drivers at the high school have the worse attitude than the students. They think
because they are school buses they can cut in front of cars by entering into the streets
w/out stopping and yielding to the present major street traffic. This is in violations of
Texas Safety Traffic laws. Just because buses might have a tight schedule doesn't mean
they should ignore safety and inconsiderate trying to own the road. In the news we
always hear about bus accidents. Buses should be staggered between traffic so a one bus
accident doesn't turn into a multiple bus pile up with many injuries.

I find La Porte living very pleasant and my experience is a reasonably safe place.
I live in Spenwick and would not recommend for anyone to live there. No parks for kids,
no sidewalks ok...

problem kids that we all label "bad" and don't care. Teachers have lost respect of
students. I realize parents do not back up the teachers, but the school district should be
able to. 2 adults on EVERY bus, one to drive and one to watch.

I am pretty upset with sanitation at the moment. For an ungiven reason, I had the same
heavy trash in from of my yard for 2 months. I finally had someone help me carry the
trash to a city dumpster. This was not convenient. Not to mention one of your guys
attempting to spear my dog with a pitch fork. Try to to understand my dissatisfaction

Many years when I was younger but 5 now
My son had an accident a couple of months ago. Policeman was wonderful!! Stern but
compassionate. The experience by my 16 year old was traumatic but the judge was also a
very caring woman. God blessed us with this experience and the people involved.

People need to make sure not to put heavy trash out it'll at least a few days before p/up.
Trash is on the streets for weeks, looks bad for the city.
Please strip the road in front of Fairmont Parkway, Blockbusters, and Kroger's, and
through.out the city. Cleaner streets would help improve drainage.

The major problem I have is the wave poll and park area surrounding it. We are there a
lot. There hasn't been a time that I haven't seen cigarette butts, used condoms in the
parking area and young, softball girls making out wi each other. It's GROSS!! I feel
homosexuality is supported in this community.

We have asked 3 times over a year for a new cover for our water meter with no results.
The old one is missing, not good service. We need some big chain stores in La Porte to
help with revenue. City employee's pay and benefits need to remain competitive with
surrounding cities
Work on freeze or homestead exemption on people over 65 as Pasadena and Deer Park
have done.
Would like to have bicycle ramps to ride on. Don't think there's any at this time in La
Porte. I have inquired about the new side walk they are building on. They said for school
kids safety however only a very few 146 school kids walk to school to school. They all
ride buses. I can't find anyone that can tell me ifbicycles are allowed on it or not. If it is
for school kids only then it is a waste of money because most of them ride buses.

A couple of years ago my neigh.borhood was essentially being terrorized by a young
"Thug" and his friends. EVERY house on my street was broken into or cars were broken
into, some more than once. The police do not patrol our side streets only the main street.
They never took print \s when they were called. We were so afraid we bough.t an alarm
system. I was very disappointed in the way the police handled the situation. I really feel
our police dept. should be less apathetic (not all are that way, I know). I realize LP is not
a high. crime community but I think that our police could use a little more training.
Across the street from where I live where we live property owned by Southern Pacific
Railroad this property is over grown by tall grass and bushes and is a fire hazard to my
home and the neigh.borhood this property needs to be cut to meet city code.

All I ask is that you be careful with zoning areas I know we want business but we also
want a nice place to live
Almost needed to use the ambulance service one time and couldn't find one in La Porte -
Most Depressing - EMS was not needed but a regular ambulance was.
Also fix up the play ground at Fairmont Park -Park children go there all the time to play
and there are only swings for the little ones
As a married couple we were amazed @ the restrictions and amount of city interference
in the development of our La Porte property. Vie understood there must be guidelines in
the city but restrictions such as "no front fencing" we feel is ~safe to ourselves and our
property, and takes away our righ.t to privacy we only want to beautify our yard, which
the city benefits from in raising our value and taxes. Unfortunately we recommended
people not buy in La Porte due to said restrictions.
As a member of the volunteer fire dept., I see a huge need for the police force to be nicer
and cooperate more with the fire dept. Other cities have mutual respect between depts.
and La Porte P.D is shameful in the way they have no respect for or desire to help the
F.D. please work on a system so the departments can work together. Thanks
At this time w~ have not lived here long enough. to answer most of these questions, but do
look forward of doing this survey next year. The only people that we have had time to
make contact wi have been the water dept., which this person was very business like, but
also not friendly. The people out at the city barn were very helpful wi the recycling and
helpful wi the mulch. I have had a problem wi getting heavy trash picked up on the days
that it is to be picked up.
Beautify city, streets, entrances to neigh.borhoods, etc.
Beautify our city by planting trees and plants. Modernize banks and schools. Mosquitoes
are real bad. Cut down shrubs in empty abandoned lots
Better care of city parks; alleyway care is horrible; water meters upgraded; abandoned
lots need cleaned up; employee moral; attention to all the city (old La Porte) +; prayer by
all and keep god first in all we do.
Better choice of restaurants; have to go to Kemah or Houston for a nice place to eat.

Better use of tax dollars
Blocking streets off on Sylvan Beach day have to drive miles to get away or back to my
home. The police treat you like a criminal when I try to drive back in

Critical of Economic Development have a vision. Do we want to be a Truck stop and a
storage container haven or a TX Tourism ' Attraction?
Change the speed limit on Spencer from 35 to 40 it would allow traffic to flow more

City club Charges 120.00 a year and some of the houses in neigh.borhood can trash up a
whole street I seen one house never change in 4 years I live on Roseberry dr.
City development I business are important for local economy but the city experience is
enough.. Desire to live in city not good currently due to poor air quality especially for
children.
City manager is very responsive to concerns. Animal control needs to be strictly
enforced. In many neigh.borhoods dogs are allowed to roam out of their fenced yards.
Those who walk have to arm themselves with pockets, canes, pepper sprays. We
shouldn't have to do this in order to talk e walk. Several have come to being bitten, had
not a passer by offered assistance
City parks need to stay open 7 days 9 am-8pm during the summer

Copy efficiencies in maintenance and services done by the city of Deer Park. They edge
and weed eat and mow easement regularly. La Porte mows infrequently and mows righ.t
over trash. La Porte doesn't edge or weed eat. Example, pavement along Spencer hwy.
especially @ the airport. Why not plup heavy trash weekly? Deer Park doesn't charge a
garbage fee as La Porte does.
Council is getting things done now I am pleased with my council men
Council meetings limited to "10"minutes for each subject. Make everybody talk into
mike, stop them until they do.
Crack down on driving and litter control!!!!! Free garbage bags are great- garbage pick
up is always on time. I would like recycling at the curb like Shoreacres does I would like
to see incentives for citizens to recycle more. Our streets are cracking & sinking. There
are huge drainage culverts that need screens to keep animals and kids out. The condition
of bathrooms at sylvan Beach is horrible. I had a water leak. The city came out 3 times
before I fixed it. A plumber came twice and charged $ 100.0010 does nothing. Finally La
Porte water dept fixed. Thanks
Curb side recycling, homeo~er dues to be spent on upgrading playgrounds and
landscaping with more tees and flowers. New subdivisions to leave trees of possible

Do something else besides taking down garage sale signs down. Adopt deer parks idea of
a permit or stickers. There is enough. money made at these sales to afford them. Think.
about this, I don't believe in littering, in fact I hate it. Start fining people for littering by
leaving up their old signs. The city has to pay someone to drive around and pick up old
signs; that should be considered littering. Keep La Porte clean.
Do things that are good for families and "home" life! Don't bend to the lures of politics
and business men at the expense of our "homes" and families.

Enforce restriction on homeowners
Even police know we have a drug dealer on our street but he's still there! And that means
new weird and undesirable people are often on our street. We have several known child
abusers who have moved nearby wlout any notification from authorities. We have to
search the internet. This makes grandkids and their friends less safe. What about the
families that do not have net access? Pet limit is absurd. Thanks for the public display of
the U.S Flag and the fireworks this 4th were the best in years.
Even the La Porte paper may have no bearing on this problem- I really dislike the heavy
truck traffic on 225 especially during the early morning rush hour and the potholes and
trash as a result of this heavy traffic. The signals at man stop ligh.ts are too slow and you
wait to long for ligh.ts to turn green. Downtown La Porte is ugly. I have not seen much
improvement in 22 years on this situation. There is not much improvement in
beautification of our city after living here almost 22 years the worst problem I have
encountered other that the chemical plants. Especially the flares burning at nigh.t where
it's hard to get some sleep. The staffwho manages the water dept's drive thru window
who takes your payment, rarely smiles, or greets you, and certainly never says ''thank
you". They act like they resent waiting on you- you are an inconvenience to them. I
would say the best part is the trash pick up and convenience of distributing the trash bags
and keeping the city as best it can litter free.
Every city employee I have come in contact with has been very friendly and helpful.
Every time I see LPPD officer wla vehicle pulled over I do two things. First I laugh. out
loud at the site of the two police cars with at least two uniformed officers being used to
pull over 1 car. Then the anger/disgust sets in quickly at the realization that our tax
dollars are being wasted on this. We just built a new home and have seen 2 patrol cars in
our neigh.bor in 2 yrs. I had called LPPD both times for the "rocket" type motorcycles
being ridden through. all the time. Also, we have 4-wheelers thru here constantly. The
only thing we don't see through here is police.
Excellent programs offered by La Porte PD (I.e., citizen police academy.)
Fairmont Parkway needs more traffic control with cars and 18 wheelers. Drainage is
getting worse every year. OSHA needs to check chemical companies they are definitely
letting off pollution in violation. La Porte is beginning to be over developed Greed
Finish sidewalk crosswalks for wheel chairs in Fairmont Park West. Bike sidewalks for
San Jacinto. College and other places.
Fitness Center needs better restroom (shower) and stem room cleansing. Mold beginning
to develop a good pressure sprayer every week would do the job.

For CITY COUNCIL, ~ITY STAFF, and MAYOR: Why can't La Porte get a third
grocery store in town? 1. Kroger is alrigh.t, sort oflike Randall's... High.. 2. Garlands is
too small with! not it may concern. For waterl sewer what's up with the tap water? The
taste is terrible. I understand for the most part how water is managed in a municipality
but can you add some sweetener or check the amount of Chlorination, could it be too
much?? Whatever it is, it could use some help. My family uses PUR Filters in the
kitchen tap to drink water. Perhaps La Porte H20 is better tasting than other areas close
by, I don't know...but if you can get the H20 to taste like H20coming out of PUR Water
Filter than it. would be fantastic.
for public safety: people in La Porte drive like they live in a small town; most "pull out
ahead" of a stop sign on light to wait or ligh.t to wait for there turn to go. If each stop sign
or ligh.t had a painted street marker and maybe wi a sign saying "stop here"...For the golf
course: concession building (lobby) needs a good cleaning maybe some new vinyl
boards.
Force some of these tr~hy businesses and residential properties to clean up or else. We
went to see a friend's new home behind Tortillas. The area is awful. Going to Shady
River is pretty bad also. Need curb appeal *Pools need face liftJ dressing rooms
(Fairmont Park west) ,
Get rid of Airport and get retail in here! Get employees that know their job employed
here. Employees are too slow or just not allowed to do the work that needs to be done.
Too many bosses, not enough. helpers.

Give as much ambition to soccer fields as is given to baseball fields

what issues there citizens could get alive feed back and opinions online Overall La Porte
is very great place to live pollution is of course a concern not addressed.
Have you considered mechanized trash pickup? Large cans reduce problem of Dogs
tearing Bags, and you can reduce labor and workman's compo costs. Also, how about

curbside recycling? Water Bill notes are often out of date- for example, this month my
bill, dated 6/20, advertise a town hall meeting on,6/9.
Hearing a variety of alarms from the city and Bayport is confusing and sometimes
frigh.tening. Not getting an "all clear" on occasion is even worse! We also need a noise
buffer between city and Bay Port and ideally, no Bay Port expansion
, Homeowners Ann - only takes your money and does nothing for the community - City
needs to regulate or ask questions of what this $ is used for.
I am a children's vendor, I attend many festivals through.out Texas. I can not attend
festivals in my home town due to exclusions from the carnival we have. BUT! I was glad
to see this in the mail. I had wanted to attend a meeting revising La Porte, but could not.
One of the best festivals I have attended was a meet our local vendor show this was a

town about our time. Only local business could attend as vendors. This allowed people of
the community meet and get to lie familiar wi 'locals' there were feelings' for advertising
and keeps business.
I am concerned about flooding issues and draining. We need to be worried about tropical
storm surge etc and do what we can to minimize the problems
I believe that our Main Street could be another old town Spring area. Which would look
really nice and bring in additional income for the city and local business? Please
continue to improve the drainage in the Brookglen and Spenwick area, because this
affects values. I know I'm a realtor.
I can not get the animal control to do anything when I call them; and if they do come out
they are rude. They need a District Phone line. The city hall also has some rude people. I
have gone to them at least 5 times trying to get them to do something about Boats,
trailers, and junk and all they do is say we don't think those things are a problem, even
though. I showed them our restriction codes
J decided to move to La Porte because it is nice place to live. I did not want to live in
Pasadena because of the unsavory conditions it is in. I hope God to God that La Porte
does not end up like Pasadena. La Porte is beautiful. And I actually feel safe here wi my

I feel the city is trying to grow too large. & attract unnecessary outside business. I would
rather La Porte stay small. All the mayor and council is trying to do is pad each other
pockets Also the police Dept goes around with a chip on their shoulders all the time.
I feel the Sylvan Beach Pavilion is a great asset to our community however I feel people
who sent it should be allowed to provide there own food as they would if voting a party at
these own home. It is extremely expensive to use caterers when hosting a wedding and
we do pay taxes here so I feel we should be able to provide our own food. My children
were born and raised here and would like to celebrate their life milestones in La Porte
without going br:oke. Thanks for 25 good years.
I have a long list of facts that prove your gov. is wasteful, incompetent & corrupt. You
have continued in this view, only because most citizensl taxpayers are not aware of the
facts. I'm building a web site to make them aware of the facts it will include portraits of
the guilty. So taxpayers can put a face with the n~e, I think that will lead to the
corrective action our council men have failed to take.
I have attempted to bring to the attention of the Mayor and planner the problem of
allowing agility travel horses camper trailers and boats to be parked on the streets and in
private driveways. This causes problems with parking and blocking one lane or both on
the streets (that are already narrow)
I have been in Texas for 3 years, we are looking for our first home and La Porte is the
only city we plan to live
I have had problems wi Habitat for Humanity in the building on the houses in the Lomax:
area that needs to be watched more closely they think they rule the area that they build in.
They think they control the area this problem is from the founder older man.

I have seen plup trucks dump trash on our streets. We need a competitive grocery store
not more #1 store. We do not need to look @abandoned cars in yards. We moved here
because of the Bay as a recreation area and would like more bay recreation areas.
I hear that La Porte city pools may be closing soon. I would hate to know I sat as mayor
or council member during something like this. Recreation for the youth should never be
considering a revenue stream, we need to do more for them not less at cost!

improvements result in expectations due to multiple add-ons necessary to satisfy the
regulations and inspections. Therefore I live in a house probably not as I would like.
I lived in La Porte years ago - no longer live there but have a rent house
I Purchased one of the new homes on the N. side and two of my visitors have been pulled
over because they were white and on the N.side. The N. side is not the only drug area and
I did not buy a home so that my company could be harassed when they leave my house.
The police Dept. needs to focus on other areas other than the N .side I see drug addicts
walking and catching rides down the street and there is never a cop around yet my friends
get pulled over. Also mosquitoes are horrible around here. This wooded area on 400
Block ofN. 1st needs to be cleaned up. There is trash everywhere!
I really should not comment much on life in La Porte since I am there so little. I work
long hours downtown, but the limited amount of contact is very positive. The only time I
had needed to contact the police dept, the response was quick and courteous. I also had to
go to City Hall to change my name on my water bill and the lady who assisted me was
efficient and nice to deal with. But I really cannot say enough. about the response after
Allison. Drainage was so good that as soon as the rain stopped, the water started going
down and it didn't seem to be any time at all before trash was being picked up. I have
friends who live in Houston and it was days before the FIRST trash p/up-- we had had
several plups by then. Again, thank you, thank you, and thank you. The only\y thing I
would like to see is some "adult" time set aside at the pool in Brookglen. I would like to
lap swim wlout having go down to the recreation center (yes, I'm lazy), and this would be
a boon to me! I know there is an issue w having lifeguards in the evenings, but just a

I think city should notify home owners to keep their home space, yard, homes in orderly
shape, yards clean to keep rodent, mosquitoes down, there are some old homes that
should be demolished are in bad shape and unsafe to live in but people sti]] live there.

I think it is a big bummer and unfair for you to charge an adult (especially a senior) to go
inside the pool to watch their grand children swim in the pool, unless the adult is going to

I think this is a Great city. I'd like to see more events downtown. Events where the.
streets are closed and you can walk around and shop and eat and chat with people. I think
the city can "play up" the great senior exemption and ,encourage more
independent/assisted living places. If the city accommodates all ages- that will encourage
the sandwich generation. Their parents can be close by them helping ease the crunch of
taking care of their kids and their parents.

I want to know why my Property tax had gone up so much. My home is in bad need of

I would like to put culvert in the ditch in front of my house and land so I don't feel like a
second class citizen. The excuses I get for not being allowed are BULL.
I would like to see a news letter in regards to the following: city council members. What
depts. they oversee. How they voted on items before council. Their professional
occupation. On-going and future projects and construction in La Porte area. Water
charges have almost double in 5 years trash plup at this residence may be missed 3-4
times a month. That means if I delete it my bill it could be as much as 6.25 a month.

If the Mayor and the city council really cared about the city of La Porte, they would
really take a very good look at the managers of the city, especially at City Hall and they
would learn that the citizens (taxpayers) are really not getting their money's worth. "head
need to roll", terminate, starting at the top, at the Management position concerning all the
city departments, especially City Manager an4 the Assistant Managers, I really doubt that
this reaches the Mayor and Council, because those guilty of "EVIL", always attempt t
hide their evilness from those who could make a difference, but the truth will prevail
someday.
If you did not read my comments on garbage plup on holidays (Mondays) we who are
picked up home our garbage from the Friday b4 the holiday. I also don't think heavy trash
should be put out until the day b4 p/up.
If you live in a new Development you get attention. I live in an older addition and you
don't care about roads picking up trash, etc. I feel since I live in an area. We pay taxes
just like everyone else. You need to take care of the utilities in my area ligh.ts flicker;

If you would open the' Fairmont park pool at night people would go- too hot during the
day, keep it open until 9 pm. bicycle trail to sylvan beach from Fairmont Park even

along Farrington anymore, the cars go too fast and too close to the curb.
Implement electronic billing for utilities. Online payment by credit card, especially ifit
requires a surcharge, is not adequate. Electronic billing will save the city money and
time. Currently, my city utility bill is the only one I have to pay manually and it's a pain.
In 30 yrs. I have been flooded twice. Some in our area have been flooded 4 times. The
drainage is better than it was but still needs improvement. When a good rain comes it gets
frigh.tening, ant that should not be.
In Pasadena we had better communication about the election ongoing.

Make sure that the fire department has adequate facilities and equipment to lower ISO
,rating and lower homeowner's insurance rates. Replace the fire operatives with newer
equipment (ladderl, Rescue2). Refurbish/rebuild fire station 1 on 2nd St. Staff
EMSI Ambulance on both the east and the west sides of town. Ensure La Porte has the
best emergency services in the area-increasing fire dept. an4 EMS budgets (do not cut
budgets in time of financial crisis).
Management seldom is visible in the fitness center to be aware of equipment! usage ratio.
Cleanliness and timely availability depends on who is working the exercise equipment
area. Closer attention also needs to be given to expedite needed repairs and replacement
of equipment

On major problem I have wi La Porte is the fact that my garage sign sale signs are
constantly being taken down. If garage sales are illegal in L.P why does it seem like only
mine are taken down, not the sign beside mine? I "do" take my signs down daily, then put
them back up the next day if needed, but the last on I had I put signs up 4-5 times then
finally I quit the sale. I think there are better solutions like other cities

Please look at the fitness center facility compared to YMCA the programs for children

Police officiers are fairly rude
Pornography videos and nudity on the shelves in Mr. Mercury needs to be either removed
or hidden in some kind of way so children can't see them. Not appropriate for sale - not
proper next to an Elementary School.
Post notices (signs) banning the operation of motorized go-carts, 4 wheelers, etc. at
Sylvan Beach Park. Bayshore drive between Circle dr. and Hazel is severely cracked due
to soil movement. Needs to be patched up. An addition of 1 or 2 quality restaurants (with
entertainment) would be beneficial for La Porte.
Print monthly calendar on back ofutility~ill. Never know what the trash schedule is or
when special events occur.
Public schools t~d to be run more as social clubs than real educational institutions and
border on operating like ENRON. Take the recent farce wi the superintendent also my
wife and I substituted several yrs. ago and quit in disgust. Both of us are educated
especially myself- and we are world travelers. The way education is run in the US and La
Porte as well, is criminal. I also have a relative working in the schools food services and

Public works and police dept. are over staffed. It should not take 4 police cars for a little
fender bender. That tells me we are overstaffing. comparing to similar sized cities. The
head billing inspector is rude and needs to learn how to be more professional. Overall I

City secretary Martha Gillette is very efficient and caring makes the person or person she
is dealing with field confronted and that their problems will be taken care of in a timely
fashion
Put in Rt. turn lane Westbound Fairmont @Driftwood. Why is there a left turn signal
and turn lane when there is no street to turn on? Only u turn and no signal are needed for
that. Traffic on Fairmont has progressively worsened over the past 7 yrs or so. Nothing
has been done to relieve it. This was one of Sylvia Garcia's Campaign Anchors and she
has yet to lift it.

Repair old sidewalks
Sad to say, I was not able to attend the hurricane awareness seminars that were help a
cc;>uple of months ago due to a death in the family and illness. I am extremely concerned
about a major hurricane approaching our area, and then evacuation routes not being
adequate. I agree with the mayor of Kemah, bill king. Even on a good day, I know you
are aware of the traffic on 146,225 etc. and then one ofthe main arteries out of here -
146 north over the Fred Hartman bridge - would be shut down when winds reached 45
miles per hour. I just can't imagine the panic and chaos of our population trying to get out
of here if we are faced with a category 4 or 5 hurricane

Sanitation workers need to pick up spilled trash. The city does a good job wi public
events. Speed limits should be lowered in Lomax area & more enforcement of speed

School taxes go down for families with no children in school.
Send out more notices when fellas leave garbage on curb too long. Convenience fee

Sidewalk on 146 is wonderful. But we are concerned wi the gap between the main road
and the sidewalk. It is not being compacted wi time. The first big rain big rain someone

In front of Bayshore school is an empty lot which could be turned into a playground.
Some of the people in Heavy Trash Pick Up are rude and not cooperative.
Someone needs to trim trees and bushes that are blocking the view for motorist at stop
signs and some intersections around town.
Stand why the curb appearance along Spencer (grass always needs to be cut) is not kept
in better condition - at times it looks like a jungle of weeds and gives La Porte a bad
living impression. Both sides need to be cut at the same time.

aftemoon- need police to monitor occasionally and issue citations Cedarmont stop signs
is the one I refer to my neigh.bors and I have called it in several times a DPS officer that
lives on Rustic gate has witnessed there is going to be a wreck or a child will get hit. One
child on a bike was hit at this intersection in 99 or 00
Stop sign on Somerton @ Bandridge. Ifnot someone is going to get hit. Cars and

The city has not fixed a fence that I have asked them to fix for 5yrs now. It is a safety
hazard. The council doesn't care if it gets fixed or not, I guess when someone gets hurt
they migh.t listen.

communications system to Harris County. Harris County operates the worst wide area
public safety system in the US. It has poor coverage 0 backups, depends on phone lines,
and no plan to fix any of these problems. Dozens of other public agencies have found out
the hard way hat these problems must be addresses or your system fails when you need

the only thing I have to say is I don't attend functions such as 4th fireworks is because I

The police dept. is useless from the top down. If supervision does not care the
subordinates won't either. Even officer that live here agree there is little to no protection
for the law abiding citizen. For example, I was told by a supervisor in the dept. it is ok for
someone to point a gun at people and make threats wlit. What's wrong wi that picture?!!
The police dept. is to be commended! I have a special needs child (autistic) who called
911 several times when we moved here. Officers came to the house to check. It could
have turned very ugly, but your officers were very polite in explaining the circumstances
for the visits in addition to taking the time to speak wi my son (on his terms). In addition
to their great "customers" service attitudes, I have to say that this is one of the few cities
you do not see officers speeding wrecklessly around town wi out ligh.ts on. As an owner
of a small economy car who places her son in the back seat this makes me much more at

The pool ,at Brook Glen is dirty wi rocks on the bottom. Life guardsl pool staff makes it
seem like an inconvenience to clean the wading pool! After its clean pieces of paper etc.
are still found floating! I've been to this pool 4 years and have never seen it as dirty!
The rate of improvement and upkeep of the city have fallen way behind, the tax increases
we have received over the 17years I lived here. Where is money going? I don't mind
paying ifI know its being used in a positive manner. I don't see it.
The restrictions for farm animals are bad. I hear the chickens behind me, goat blearing,
and have horses on my street. There is a resident with too many cars which I have
complained about. Dog barking should be addressed.
The skate park needs a police patrol, it would be nice to just know that my son is ok there
and protected.

To all of the above, I don't see any harm in "garage sales" but it seems as if the same
people have them several times a year. Streets get cluttered up driveways blocked etc. I
suggest a modest permit change to have garage sale to control the quality of said events.
This will also bring revenue into city for improvement and beautification projects.
To City Council: I believe that your Animal control employees do a great job
following the city ordinance, but I believe that the laws send a message that La Porte is a

reported from our number (even though our phone was dead at the time)? We were

had not locked our back door) incident was not as scary as it was reassuring that our
police dept. was on the job.
Traffic control population has created a problem on Fairmont & 146 as well; as
Underwood and Spencer. With Bayport expansion we need quick improvement. Port of
Houston need to step up their contribution to our traffic concerns

Think we should have showed support for the opposition along wi Shoreacres and

We are glad that we moved to La Porte. Our only problem is the schools. Our son was
attacked at LPJH in the locker room and they did not press charges after we told them to.
They said their own campus police would take care of it but to our knowledge charges
were never filed. At least two days on two consecutive days were jumped by the same
gang in the'locker room. Then verbal harassment continued even in gym wi coaches
hearing it (because I wanted it reported) and the coaches did nothing nor did the
administrator who has now left the district. We had to remove our son from La Porte
schools. I've heard horrors about how the school district has mishandled special education
programs and funding from several parents ofSp.Ed students. We need schools that are
safe and good
We are shut-ins and can't enjoy any ofthese services. Mr. Collins is blind and we can't
understand why our utility and taxes are so high.!
We are very happy here in La Porte. Several of our family and friends have followed us
here. We plan on returning here.
We grocery shop Seabrook because its closet than La Porte Kroger. Heavy trash is left
out for sometimes 2 to 3 wks. W lout fines. Bayport will kill all the nice things that have
happened here noise, pollution, traffic will come

children that play & ride bikes outside. There needs to be signs posted for 20 mph or

WE need more communication for the senior citizens and more activities.

Westbound on Fairmont PKWY. @ Driftwood why is there a LEFT turn signal?? I've
never seen anyone in that lane ever- there's no road to turn left onto! There should be a
RIGHT turn lane!!!! Traffic back yup in the righ.t lane, because there is no righ.t turn lane.
What could be done to help the needy of this city and surrounding areas? Would the city
be able to donate a parcel of city property to a local gardening society for purposes of a
nice park?
What happened to the trash bags? They do not seem to be the same quality and some are
split before you even use them. How are we going to revitalize our downtown wi no
parking? Why can't the city keep up the park downtown between 3/4th street? Is it
private? Heavy trash needs to make expectations for senior citizens
When a juvenile delinquent comes to court for their 1 st time make them go before the
judge so she or he can really get on to them, scare them whatever it takes. Our family
member went over in the corner of the courtroom to a desk and was only told she would
get community service. We felt it would be better if a judge gave them a good lecture or

Would like to see more patrols to control speeding in neigh.borhood. Especially along

the stop sign. No one seems to stop there at the stop sign. Everyone just passes it up. I
have almost gotten in 4-5 car accidents just trying to get into my driveway which happens

You should be commended for hiring a Main Street coordinator and the efforts being
made to revitalize Main Street and improve the zoning. Hopefully, you will continue
efforts to attract a hotel and conference center and develop our bay front. On the down
side, however, in order to attract and keep business in La Porte, the permit and inspection
dept. needs improvement wi their courtesy, attitude of intimidation and power (rather
than being helpful). They need to inform people applying for permits what is required by
giving them a list rather than making them make multiple trips for each step. They need
to communicate more w. other dept. Inspection needs to stop giving 20.00 dollar tickets
for small infractions that they do not follow up on. I would also like to see Dewalts

You're doing a great job! Really appreciate the beautification of Fairmont PKWY. and
good condition of parks. Think the skateboard park was a great idea for our youth. I
would like to see community events at Sylvan Beach Pavilion open to public more often.
Also would like to see more festivals at Sylvan Beach Park. Great Venue. For out door
plays and concerts
