MINUTES OF SPECIAL CALLED CITY COUNCIL RETREAT MEETING
OF LA PORTE CITY COUNCIL
January 30, 2006
1. CALL TO ORDER
The meeting was called to order by Mayor Alton Porter at 6:00 p.m.
Members of City Council Present: Council members Chuck Engelken, Barry Beasley, Tommy Moser, Louis
Rigby, Howard Ebow, Peter Griffiths, Mike Clausen, Mike Mosteit and Mayor Alton Porter
Members of Council Absent: None
Members of City Executive Staff and City Employees Present: City Manager Debra Feazelle, Assistant City
Manager John Joems, Assistant City Manager Cynthia Alexander, Assistant City Secretary Sharon Harris,
Public Works Director Steve Gillett, Parks and Recreation Director Stephen Barr, Director of Planning &
Community Development Wayne Sabo, Assistant to the City Manager Crystal Scott, EMS Chief Ray Nolen,
Fire Chief Mike Boaze, Court Clerk Amy Bird, Human Resources Manager Robert Swanagan, Golf Pro Alex
Osmand, Judge Denise Mitrano, Assistant Finance Director Michael Dolby, Animal Control Supervisor

2. Councilmember Griffiths delivered the invocation.

4. Mayor Porter provided the group with opening remarks.
5. OVERVIEW - D. Feazelle
City Manager Debra Feazelle provided an overview of the meeting goals and noted staff will need to receive
direction on items they want staff to pursue in order to include in the budget process.
6. IN-LIEU PAYMENTS (IDA NEGOTIATIONS) - D. Feazelle/J. Joerns
Assistant City Manager John Joems provided an overview of the following items to City Council

7. CAPITAL IMPROVEMENT PROJECTS - D. Feazelle/Executive Staff
Planning Director Wayne Sabo provided an overview of Planning Department projects as follows:
Street/Drainage/S idewalks
Community Facilities - EMS Remodel, Fire Training Classroom addition
Water/Sewer projects
Fire Chief Mike Boaze and Assistant Fire Chief John Dunham provided an overview of projects as follows:
Community Facilities - Fire Training Facility, Fire Station One
VHF Radio Trunking Project
Police Chief Richard Reff and Animal Control Supervisor Clarence Anderson provided an overview of
projects as follows:
Animal Control Facility
Parks and Recreation Director Stephen Barr provided an overview of projects as follows:
Parks and Open Space Projects - Bicycle Pedestrian Trail, Sylvan Beach Pavillion Replacement, Community
Center and Exhibition Area at Lomax Park, Brookglen Swimming Pool/slide option, demonlish Brookglen
Pool and install sprayground, demolish Fairmont Park Swimming Pool, install sprayground at Northside Park,
additional parking at Cedar Bayou Park and pedestrian bridge and soccer fields at Northwest Park.
Main Street Coordinator Debra Dye provided an overview of projects as follows:
Drawings for Design Elements, Linear Parks, Hike and Bike Trails, Gateway Entries (146& Main), Building
for meeting space, mural and water tower, streetscaping, exterior entertainment facility, public transportation
(trolley car), offsite landscape parking lots, infrastructure, public art, museums, wayfinding signage, public
restroom facility, drainage, paved alleys, lighting and alleys, update historical markers and sidewalk
connectivity to Main Street.
Golf Pro Alex Osmand provided an overview of projects as follows:
Cart Path replacement, back nine restroom, clubhouse improvement, tunnel retaining walls and entrance
improvements.
Judge Denise Mitrano provided an overview of projects as follows:
Municipal Court Building
Recessed for a break at 8:40 p.m. and reconvened the meeting at 8:50 p.m.
8. ZONING ORDINANCE - W. Sabo
Planning Director Wayne Sabo provided an overview on Zoning Ordinance issues.

C. TRAILER/BOAT PROVISIONS (ENFORCEMENT PROVISIONS)
Council directed staff to draft changes to the ordinance and bring to a future Council meeting.
10. EMERGENCY PAY POLICY - R. Swanagan
This item was not discussed and staff was directed to place on the February 13,2006 Council Meeting as a Workshop
item.

DEVELOPMENT ORDINANCE - IN PROGRESS

12. EMERGENCY MEDICAL SERVICES/BATTLEGROUND - R. Nolen
EMS Chief Ray Nolen provided Council with an overview of medical services provided Battleground
Industrial District.
13. POLICE SEIZURE FUNDS - Chief R. Reff
Police Chief Richard Reff provided Council with an overview of seized funds and how they may be spent.
14. ADMINISTRATIVE REPORTS - D. Feazelle
City Manager Debra Feazelle had not items to report.
15. Council Comments were made by Mayor Porter, Mike Mosteit, Chuck Engelken, Howard Ebow, Peter Griffiths,
Barry Beasley, Tommy Moser, Mike Clausen and Louis Rigby.
City Council members had no additional comments.
