The City has been asked to make a recommendation to an appointment to the Houston Ship Channel Security
District (SCSD). Attached is em overview of the SCSD. including the criteria for board members.

SUMMARY & RECOMMENDATION
In accordance with Article IV, Section 4.03 of the City's Charter, Council shall determine the
place and time of the Public Hearing on the budget, and shall cause to be published a notice of
the place and time, not less than seven (7) days after date of publication, at which council will
hold a Public Hearing on the proposed budget.
Staff is recommending that a Public Hearing for the Fiscal Year 2009-2010 Proposed Budget be
held on Monday, September 21,2009, at a Special Called meeting of the City Council to begin at
6:00 p.m.
