Councilmembers absent: John Zemanek Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark Askins, Assistant City Attorney 1. CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m. 2. INVOCATION — The invocation was given by Don Hill, Interchurch Council. 3. PLEDGES —The pledges of allegiance to the U.S. and Texas flags were led by Councilmember Jay Martin. 4. PRESENTATIONS, PROCLAMATIONS, and RECOGNITIONS (a) Recognition — Employee of the Fourth Quarter 2018 — Shonda Ingle (Public Works Secretary) City of La Porte Public Works — Mayor Rigby b) Recognition — Employees of the Year 2018 — Officers Joshua Willhoite, Barrence Rodgers, and Sergio Torre — City of La Porte Police Department — Mayor Rigby c) Recognition — Manager of the Year 2018 — Matt Hartleib (Human Resource Manager) — City of La Porte Human Resources Department — Mayor Rigby S. PUBLIC COMMENTS (Limited to five minutes per person.) — Thomas Garza offered public comment. 6. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed and considered separately.) (a) Consider approval or other action regarding minutes of the meeting held on January 28, 2019 — L. Woodward (b) Consider approval or other action rejecting Bid #19006 for Fairmont Park Parking Lot — Phase 2 — R. Epting (c) Consider approval or other action awarding Bid #19005 for Fire Field Training Center Addition Re- bid — D. ADMINISTRATIVE REPORTS - City Manager Corby Alexander announced there was no report 8. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community members, city employees, and upcoming events; inquiry of staff regarding specific factual information or existing policies — Those present: Councilmembers Engelken, Earp, Ojeda, Martin, Martin, and Bentley, and Mayor Rigby. Councilmember Jay Martin noted his wife's birthday today; Councilmembers congratulated the staff recognized this evening, wished all a happy Valentine's, thanked the City for the annual trash bag delivery, commended the work and programs of the Parks Department, and addressed Mr. Garza's desire to understand more of the City's decision making process by recommending review of the staff's backup material in the meeting packets.
