MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF LA PORTE
MARCH 22, 2021
The City Council of the City of La Porte met in a regular meeting on Monday,March 22,2021,at the City Hall Council
Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m.,with the following in attendance:
Councilpersons present: Louis Rigby, Brandon Lunsford, Brent McCaulley, Chuck Engelken, Bill Bentley, Thomas
Garza (left at 6:06 p.m.), Jay Martin, Nancy Ojeda
Councilpersons attending remotely: None
Councilpersons absent: Trey Kendrick
Council-appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark Askins,
Assistant City Attorney
1. CALL TO ORDER—Mayor Rigby called the meeting to order at 6:00 p.m.
2. INVOCATION — The invocation was given by Rev. Dee Spears, and pledges were led by Mayor Pro Tem Chuck
Engelken.
Mayor Rigby reminded Councilperson Garza that the Council's adopted Rules of Procedure required Councilpersons
to wear a mask during Council meetings. The Mayor reminded Councilperson Garza that he had the opportunity to
attend the meeting electronically and could go to his office in City Hall. The Mayor asked the Sergeant-at-Arms to
remove Councilperson Garza. Councilperson Garza moved that the Council oppose the Mayor's direction, which he
termed as illegal. The motion did not receive a second and was not considered. Councilperson Garza was escorted
from the room.
3. PRESENTATIONS, PROCLAMATIONS,AND RECOGNITIONS
a. Proclamation in recognition of the Southeast Harris Community Coalition of Bay Area Council on Drugs
and Alcohol and the Youth Advisory Council "Pathfinders" at Academy of Viola DeWalt High School for
participating in efforts to educate students for National Drug and Alcohol Facts Week. [Louis R. Rigby,

b. Recognition of City employees for years of service. [Louis R, Rigby, Mayor]
4. CITIZEN COMMENT(Generally limited to five minutes per person;in accordance with state law, the time may be reduced
if there is a high number of speakers or other considerations.)
Pastor Philip Dunn introduced a group of musicians who performed a bluegrass tune. David Worden spoke in opposition
to his arrest over the weekend.
5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff
recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for
full discussion upon request by a member of the Council present at this meeting.)

b. Authorize the City Manager to execute a contract with Records Consultants, Inc. (RCI)to provide electronic
document management services as quoted in Quote #625-20 under BuyBoard Contract #625-20, in an
amount not to exceed $120,000.00. [Gladis Sanchez, Open Government Analyst]
c. Approve Resolution 2021-37 amending the authorized Investment Representatives for the City of La Porte.

d. Presentation, discussion, and possible action to approve a request for sponsorship by the La Porte
Education Foundation for their annual golf tournament. [Jason Weeks, Assistant City Manager]
Mayor Pro Tern Engelken moved to approve the consent agenda; the motion was seconded by Councilperson
Oieda; the motion was adopted, 7-0.
6. STATUTORY AGENDA
a. Presentation,discussion,and possible action to accept the City of La Porte Fiscal Year Ending September
30, 2020,Annual Comprehensive Financial Report. [Michael Dolby, Finance Director]
Lupe Garcia, Engagement Audit Partner, offered the report on behalf of the Whitley Penn external audit
team. The City received a clean report/unmodified opinion on the federal single audit. Mayor Pro Tem
Engelken moved to accept the City of La Porte Fiscal Year Ending September 30, 2020, Annual Comprehensive
Financial Report; the motion was seconded by Councilperson Ojeda;the motion was adopted, 7-0.
b. Presentation, discussion, and possible action to provide administrative staff direction on how to proceed
with an agreement with the Association of Bayport Companies for area located within the Bayport
Industrial District for the City of La Porte EMS to provide EMS coverage for the period from October 1,
2020, through September 30, 2023. [Jason Weeks, Assistant City Manager]
Councilperson Bentley moved to sign the original contract; the motion was seconded by Mayor Pro Tern Engelken;
the motion was not adopted, 2-5, Councilperson Bentley and Mayor Pro Tem Engelken voting in support.
Councilperson McCaulley moved to direct staff to bring a multi-year adjustable agreement as presented in the
agenda packet;the motion was seconded by Mayor Pro Tern Engelken;the motion was adopted 6-1,Councilperson
Bentley voting against.
7. REPORTS
a. Receive report on the Fiscal Affairs Committee meeting. [Mayor Pro Tem Chuck Engelken]
Mayor Pro Tern Engelken said the Committee had received the purchasing card and investment reports, as well as
the annual audit report.
b. Receive report on the La Porte Development Corporation Board meeting. [CouncilpersonNancy Ojeda]
Councilperson Ojeda reported the Committee met, approved extending the dates for the performance measures
for 101 West Main project, denied a request for additional funding for the same, and set the next meeting for April
26.
8. ADMINISTRATIVE REPORTS

9. COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; items of community
interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor,
Councilmembers, and City staff,for which no formal action will be discussed or taken.
Councilpersons congratulated the employees recognized for service and the students receiving the proclamation this
evening; thanked the Finance, IT, EMS, Emergency Management, and Parks Departments for their hard work recently;
shared appreciation of and support for the Police Department;congratulated Phyllis Rinehart on her retirement;thanked
Pastor Dunn for the special entertainment; and thanked the school district for the event honoring achievement and
recognition.
10. EXECUTIVE SESSION
(a) Texas Government Code, Section 551.074 - Personnel Matter: Deliberation concerning the appointment,
employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee, unless
the officer or employee requests a public hearing: Clark Askins, Assistant City Attorney.
The Council convened into executive session at 6:57 p.m.
11. RECONVENE into regular session and consider action, if any, on item(s)discussed in executive session.
The Council reconvened in open session at 7:57 p.m. and took no action.
ADJQURN—rivithout objection, the Council adjourned at 7:58 p.m.
