MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF LA PORTE
JUNE 28, 2021
The City Council of the City of La Porte met in a regular meeting on Monday, June 28, 2021, at the City Hall Council
Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following In attendance:
Councilpersons present: Louis Rigby, Brandon Lunsford, Chuck Engelken, Bill Bentley, Thomas Garza, Jay Martin,
Robbie MCLamn
Councilpersons attending remotely: Brent McCaulley
Councilpersons absent: None
Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark Askins,
Assistant City Attorney
1. CALL TO ORDER — Mayor Riabv called the meetino to order at 6:00 p.m.
2. INVOCATION — The invocation was given by Clark Askins, Assistant City Attorney and pledges were led by
Councilperson Brandon Lunsford.
3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS
a. Recognition of City employees for years of service [Louis R. Rigby, Mayor] The item has been postponedto
the July 12 meeting.
4. CITIZEN COMMENT (Generally limited to five minutes perperson, in accordance with state law, the time may be reduced
if there is a high number of speakers or other considerations.)
Rod Powell requested a local park be named in memory of former Councilperson Tommy Moser, perhaps the property
next to Seabreeze Park, with similar amenities, funded by plant donations. Barbara Norwine expressed displeasure
about young people on local roadways on ATVs/four wheelers. She also said that she had observed inefficiencies in
City household trash pickup in the Lobit area and shared that mowing crews were passing over weeds when heavy
trash has been put out, asked that standing water at Main and Lobit be addressed, and announced that the San Jacinto
Monument would be holding a veterans observance in November. Philip Dunn asked for clarification of statements
about Councilpersons made at the last meeting and read from Proverbs and Ecclesiastes.
CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff
recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for
full discussion upon request by a member of the Council present at this meeting.)
a. Approve the minutes of the June 14, 2021, City Council meeting. [Louis R. Rigby, Mayor]
b. Adopt Ordinance 20213836, amending the City's Fiscal Year 2020-21 Budget. [Shelley Wolny, Assistant
Finance Director]
c. Award bid 1021019, Asphalt Street Overlay Project, to Fords Construction Company, Inc. for approximate
quantities and authorize the City Manager to execute a contract establishing unit prices for asphalt street
reconstruction, not to exceed the available budgeted amount. [Ray Mayo, Director of Public Works]

d. Approve an Interlocal agreement between Harris County and the City of La Porte for local bus transit
services for a twelve- (12-) month term. [Jason Weeks, Assistant City Manager]
e. Authorize the City Manager to execute contracts with Core and Main L.P., Fortiline, Coburn Supply, and
Accurate Utility Supply, for the annual supply of water and sewer supplies in the total amount of $261,639.25
and a contingency amount of $20,000.00 [Ray Mayo, Director of Public Works]
f. Authorize the purchase of Stryker Cardiac devices and supplies from quotes #10185486 and #10186620.

Councilverson Bentley moved to adopt Ordinance 2021-3836 amending the City's Fiscal Year 2020-21 Budget
the motion was seconded by Mayor Pro Tem Martin: the motion was adopted. 8-0.
Councilperson Bentley moved to authorize the purchase of Stryker Cardiac devices and supplies from quotes
#10185486 and #10186620 the motion was seconded by Councilperson Lunsford the motion was adopted. 8-0.
6. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES
a. The City Council will hold a public hearing to receive comments regarding a recommendation by the
Planning and Zoning Commission to adopt Ordinance 2021-3837 amending the City's Future Land Use Map
Component of the Comprehensive Plan for an approximately 2.1-acre tract of land located at the northwest
corner of E. Main St. and S. Utah St, legally describedas Lots 1-27, Block 184, Town of La Porte, by
changing the land use designation from "Commercial" to "Mid -High Density Residential"; followed by
discussion and possible action to adopt Ordinance 2021-3837 amending the City's Future Land Use Map
Component of the Comprehensive Plan for an approximately 2.1-acre tract of land located at the
northwest corner of E. Main St. and S. Utah St, legally described as Lots 1-27, Block 184, Town of La Porte,
by changing the land use designation from "Commercial" to "Mid -High Density Residential". [Teresa

The Mayor opened the Public hearing at 6,28 P.m. Mike Shannahan expressed his opposition to the item. The
Mayor closed the public hearing at 6:38 P.m. No motion was made and the item was not considered.
b. The City Council will hold a public hearing to receive comments regarding a recommendation by the

the City of La Porte, Chapter 106 "Zoning" by granting Zone Change #21-92000001, a change from General
Commercial (GC) to Medium Density Residential (R-2) for a 2.1-acre tract of land located at the northwest
corner of E. Main St. and S. Utah St. and legally described as Lots 1-27, Block 184, Town of La Porte;
followed by discussion, and possible action to consider adopting Ordinance 2021 J834 amending the Code
of Ordinances of the City of La Porte, Chapter 106 "Zoning" by granting Zone Change #21-92000001, a
change from General Commercial (GC) to Medium Density Residential (R-2) for a 2.1 acre tract of land

The Mayor ooened the Public hearing at 6A9 P.m. No comments were offered. The Mayor closed the public hearing
at 6A9 P.m. No motion was made and the item was not considered.
7. STATUTORY AGENDA
a. Presentation and discussion of presentation and possible action to provide staff with direction regarding
potential improvements at Pecan Park. [Ray Mayo, Director of Public Works]
Councilperson Garza moved to amend by adding as a preferred option after Pecan trees: the amendment was
seconded by Mayor Pro Tern Martin: the motion was adopted. 8-0.
The main motion. as amended, was adopted, 8-0.
8. REPORTS
a. Receive report on the La Porte Development Corporation Board meeting. [Councilperson Chuck Engelken]
Councilperson Engelken relayed that the Board had approved two enhancement grant reimbursements, two other
enhancement grant applications, made an initial payment to the Campise project on Main Street, and approved the
proposed budget for FY21-22.

Mr. Alexander said there were no reports.
10, COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; Items of community
interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor,
Councilmembers, and City staff, for which no formal action will be discussed or taken.
Councilpersons thanked citizens for their comments, encouraged attendance at the Independence Day Parade, and
wished everyone a safe and happy holiday; thanked staff for providing the agenda to the Bay Area Observer; thanked
the Parks Department for a successful March to the Park last week; commended Solid Waste for garbage pick-up in all
weather; asked that mutual aid calls for EMS be reviewed; expressed appreciation to staff for the successful proposal
for Pecan Park; asked that Barbara Norwine's comments be heeded; offered support for Mr. Powell's request to have
a park named for Tommy Moser; recalled the fun events and increased attendance recently for Juneteenth; requested
that the City be held to the same Code Enforcement standards as La Porte residents; members of the public were
invited to set visits with Councilpersons, publicly or privately; offered apology for not attending and expressed
appreciation for the ability to attend remotely; reminded all that Councilpemons have had the opportunity to attend
remotely during COVID; and recounted the reasons the Council has voted to provide HOT funding for the Houston
Yacht Club apdAe many projects and improvements that have been completed on the north side of the community.
