INVOCATION — The invocation was given by Reverend Brian Christen, La Porte Community Church, and pledges, were, led by Councilperson Chuck Engelken. 3, PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS a. Proclamation in recognition of the 100th Anniversary of the La Porte Chapter No. 683 Order of the Eastern Star [Louis R. Rigby, Mayor] b. Recognition of 2021 City University participants [Louis R. Rigby, Mayor] c. Recognition of City employees for years of service [Louis R. Rigby, Mayor] d. Recognition of the Employee of the Third Quarter - Kelly Lathrem, EMS Captain [Louis R. Rigby, Mayor] 4. CITIZEN COMMENT (Generally limited to, five, minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or, other considerations) Terry and Mark Matthews spoke about their concerns over a floodplain permit. Phillip Hoot congratulated Mr. Alexander for the quality of the staff and recommended City U. He also spoke against bureaucracy, overbuilding of similar businesses, and the prevalence of junk storage lots. 5. CONSENT AGENDA (Approval of Consent Agenda, items authorizes each to be implemented in accordance with staff recommendations provided. Art item, may be removed from the consent agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) a. Approve the minutes of the reguilar City Council meeting held on October 25, 2021. [Louis R. Rigby, Mayor] b. Adopt Resolution 2021-6,1, casting the City of La Porte election ballot for Mike Sullivan as the Harris County Appraisal District (HCAD) board member representing cities other than the City of Houston. [Louis R. Rigby, Mayor] c. Authorize the City Manager to execute an agreement with SA Benefits -'Vista UW for Stop Loss insurance for the 2022 plan year. [Matt Hartleib, HR Manager] d. Authorize purchase of Neptune meters and parts from Core and Main of Houston as sole source provider, for City of La Porte's Automated Meter Reading System. [Michael Dolby, Finance Director] e. Approval of Bid #22002 - Veterinary Services, from Deer Park Animal Hospital, and authorizing annual expenditures up to $65,000.00. [Steve Deardorff, Police Chief] f. Approval of FY 2021 auditlasset forfeiture report and associated financial records, as required by Chapter 59 of the Texas Code of Criminal Procedure. [Steve Deardorff, Police Chief] g. Authorize the City Manager to execute the Motorola Shared Agency Agreement and purchase from Motorola for the City of La Porte's shared portion of fees for Motorola PremierOne CAD and Records Management Software, in connection with the Gulf Region Information and Dispatch System. [Steve Deardorff, Police Chief] h. Authorize the City Manager to execute a three- (3-) year agreement with Tyler Technologies for EnerGov service, utilizing Sourcewell contract #090320-TTI, not to exceed the budgeted amount for each year. [Teresa Evans, Director of Planning & Development] I. Award the purchases of vehicles and equipment approved for replacement and additions to the City vehicle and equipment fleet in the City of La Porte FY 2021-22 Budget through Texas BuyBoard and GSA Cooperative Purchasing programs, with an authorization of $483,765.79 [Ray Mayo, Director of Public Works] J. Reject the single bid for the City of La Porte Bid #21024 for Sylvan Beach Pier Repairs. [Ray Mayo, Director of Public Works] City Manager Alexander asked that item c be handled separately. Councilperson Garza asked that item f be considered separately. Councilperson Bentley moved to adopt items a, b, d, e, g, h, i, and is the motion was seconded by Councilperson Engelken: the motion was adopted, 9-0. Councilperson Engelken moved to authorize the City Manager to execute an agreement with SA Benefits - Vista UW for Stop Loss insurance for the 2022 plan year with the amended dollar amount: the motion was seconded by Councilperson Bentley: the motion was adapted. 9-0. Councilperson Engelken moved to approve the FY 2021 audit/asset forfeiture report and associated financial records, as required by Chapter 59 of the Texas Code of Criminal Procedure: the motion was seconded by Councilperson Bentley: the motion was adopted. 9-0. 6. STATUTORY AGENDA a. Presentation, discussion, and possible action to appoint Councilpersons to a committee to assist with the proposed La Porte City Hall Project. [Ray Mayo, Director of Public Works] Mayor Rigby moved to appoint himself and Councilpersons McCaulley and Bentley to a committee to assist with the proposed La Porte City Hall Project, with Councilperson McCaulley as chair. Councilperson Garza moved to postpone the motion indefinitely. The motion did not receive a second and was not considered. The committee nominations were adopted. 8-1. Councilperson Garza voting against. 7. REPORTS a. Receive City of La Porte FY 2020-2021 fourth quarter Capital Improvement Plan program update. [Jason Weeks, Assistant City Manager] Staff provided updates on projects. b. Receive report on the Fiscal Affairs Committee meeting. [Councilperson Engelken] Councilperson Engelken announced the Committee had reviewed the City Investment Policy, received the purchasing card expenditures, and received the fourth quarter 2021 investment report. c. Receive report on the Drainage and Flooding Committee meeting. [Mayor Pro Tern Martin] Mayor Pro Tern Martin provided that the Committee had received updates on drainage issues from the City and from the Harris County Flood Control District (HCFCD) and set the next meeting date for December 13. 8. ADMINISTRATIVE REPORTS • Planning and Zoning Commission meeting, November 18 • La Porte Development Corporation Board meeting, December 13 • City Council meeting, December 13 City Manager Corby Alexander reported Johnny Morales has returned to the City as the Emergency Management Coordinator. 9. COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilmembers, and City staff, for which no formal action will be discussed or taken. Councilpersons congratulated and thanked those recognized earlier in the meeting; wished everyone a happy Thanksgiving; welcomed back Johnny Morales; proposed an agenda item to prevent vaccine mandates for City employees; encouraged participation in City U.; thanked LPPD for responding to an event at Fairmont Park; reminded all to thank a veteran for their service on Veteran's Day; and shared information on the San Jacinto Monument Illumination this weekend.
