RIGBY Mayor BRANDON LUNSFORD Councilperson At Large A BRENT MCCAULLEY Councilperson At Large B MANDI WILLIAMS Councilperson District 1 CHUCK ENGELKEN Councilperson District 2 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF LA PORTE MAY 23, 2022 BILL BENTLEY Councilperson District 3 THOMAS GARZA/RICK HELTON Councilperson District 4 JAY MARTIN Mayor Pro Tem Councilperson District 5 ROBBIE MCLARRIN Councilperson District 6 The City Council of the City of La Porte met in a regular meeting on Monday, May 23, 2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following in attendance: Councilpersons present: Louis Rigby, Brandon Lunsford, Mandi Williams, Chuck Engelken, Bill Bentley, Thomas Garza (for the meeting opening), Rick Helton, Brent McCaulley, Jay Martin, Robbie McLarrin Councilpersons attending remotely: None Councilpersons absent: None Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary; Clark Askins, Assistant City Attorney CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m. 2. INVOCATION — The invocation was given by Rev. Brian Christen, La Porte Community Church, and pledges were led by Councilperson Robbie McLarrin. 3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS a. Presentation of Oaths of Office and Certificates of Election to newly elected officials Brandon Lunsford, Rick Helton, and Jay Martin. [Mayor Louis R. Rigby] b. Recognition of City employees for years of service. [Louis R. Rigby, Mayor] 4. CITIZEN COMMENT (Generally limited to five minutes perperson; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) Wyatt Smith spoke in opposition to the amount designated for the new city hall. 5. ELECTION MATTERS a. Presentation, discussion, and possible action to adopt Ordinance 2022-3886, electing a Mayor Pro Tem of the La Porte City Council. [Louis R. Rigby, Mayor] Mayor Pro Tem Martin nominated Councilperson Engelken. The motion to adopt Ordinance 2022-3886. electing Councilperson Engelken as the Mayor Pro Tem of the La Porte CitV Council was adopted, 9-0. 6. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) a. Approve the minutes of the regular meeting of the City Council held on May 9, 2022. [Louis R. Rigby, Mayor] b. Award Bid #22016 - Bay Forest Golf Course - Cart Path Revisions, to Aztec Remodeling and Landscaping for cart path repair at the Bay Forest Golf Course, in the amount of $433,404.00, with a contingency in the amount of $43,340.00, for a total authorization of $476,744.00. [Billy Stoker, General Manager] c. Approve appointments to the Comprehensive Plan Committee (CPAC) for the City of La Porte's Comprehensive Plan update. [Teresa Evans, Director of Planning and Development] d. Authorize the City Manager to execute a professional services agreement with Brown Reynolds Watford Architects, Inc. for an amount not to exceed $77,800.00, in connection with RFQ #22601 — City Hall Facility Needs Assessment. [Ray Mayo, Director of Public Works] e. Reject all bids received for Bid #22015-Black Base and Type D Asphalt. [Cherell Daeumer, Purchasing Manager] f. Authorize the purchase of two (2) 2023 Freightliner trucks with 24 cubic yard dump beds from Doggett Freightliner of South Texas, LLC in the amount of $288,670.00, under BuyBoard Contract 601-19. [Ray Mayo, Director of Public Works] g. Approve a sponsorship request for the La Porte Community Civic Club 2022 Juneteenth Celebration in the amount of $5,000. [Matt Daeumer, Assistant City Manager] h. Adopt Ordinance 2021-3887 approving amendments to the City of La Porte Fiscal Year 2021-22 Budget. [Shelley Wolny, Assistant Finance Director] Councilperson Martin pulled item c to nominate Virginia Pierson Turner for the Comprehensive Plan Advisory Committee (CPAC). There was no objection to adding this name to the list for the Consent Agenda. Mayor Pro Tem Engelken moved to approve the consent agenda items: the motion was seconded by Councilperson Bentley; the motion was adopted. 9-0. 7. STATUTORY AGENDA a. Presentation, discussion, and possible action on a proposed pilot program for utilization of employment sign -on bonuses for select positions [Matt Hartleib, HR Manager] Mayor Pro Tern Engelken moved to direct staff to move forward, with a recommendation to bring the proposal back with more detail: the motion was seconded by Councilperson Bentley: the motion was adopted. 9-0. 8. REPORTS a. Receive FY 2021-2022 first and second quarter Capital Improvement Plan program update. [Matt Daeumer, Assistant City Manager] Mr. Daeumer provided the update. b. Presentation, discussion, and possible action to provide direction regarding conceptual design and site improvements at the Public Works Service Center [Ray Mayo, Director of Public Works] Councilperson Martin moved to direct staff to continue along the path and head toward the Preliminary engineering report: the motion was seconded by Mavor Pro Tem Engelken; the motion was adopted, 9-0. c. Receive report of the La Porte Development Corporation Board of Directors meeting. [Councilperson Chuck Engelken] Councilperson Engelken reported the Board met and approved opening a 60-day comment period for an expansion project at 508 W. Main and provided direction to the City Manager's office for a full-time person to administer economic development activities. The next meeting will be held June 27. 9. ADMINISTRATIVE REPORTS • Drainage and Flooding Committee meeting, June 13 • City Council meeting, June 13 • Planning and Zoning Commission meeting, June 16 • City Council meeting, June 27 City Manager Alexander said there were no reports. 10. COUNCIL COMMENTS Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed or taken. Councilpersons congratulated the newly elected Councilpersons, employees recognized for their years of service, and local State Farm agents; shared the success of the Chamber's Lemonade Day, reminded all to vote in tomorrow's [primary runoff] elections; wished outgoing Councilperson Garza well; addressed Mr. Smith's comments by noting that Fairmont Parkway is a Harris County roadway that the City has contributed to improvements for and that complaints about bathrooms in City parks will be addressed but are apparently never received by mepbers of Council.
