The City Council of the City of La Porte met in a regular meeting on Monday, February 27, 2023, at
the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the
following in attendance:
Councilpersons present: Louis Rigby, Brandon Lunsford, Brent McCaulley, Mandi Williams, Chuck
Engelken, Bill Bentley Rick Helton, Jay Martin, Robbie McLarrin
Councilpersons attending remotely: None
Councilpersons absent: None
Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary;
Clark Askins, Assistant City Attorney
CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m.
2. INVOCATION — The invocation was given by Pastor Philip Dunn, Lighthouse Baptist Church, and
pledges were led by Councilperson Robbie McLarrin.
PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS
a. Recognition of City employees for years of service. [Louis R. Rigby, Mayor]
4. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the
time may be reduced if there is a high number of speakers or other considerations.)
Mark Rosado, Jennifer Barker, Delia Dee Jones, and Frances Silvas spoke about noise and explicit
language issues concerning Battleground Saloon. Jennifer Barker and Delia Dee Jones also mentioned
some erratic driving/street racing occurring in the area.
5. CONSIDERATION OF COUNCILPERSON ABSENCES
a. Presentation, discussion, and possible action to consider excusing the absence of
Councilperson Brandon Lunsford from the February 13, 2023, City Council meeting, in
accordance with the City Council Attendance Policy. [Louis R. Rigby, Mayor]
Councilperson Engelken moved to excuse the absence of Councilperson Lunsford from the
February 13, 2023, City Council meeting: the motion was seconded by Member Bentley: the motion
was adopted, 9-0.
6. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in
accordance with staff recommendations provided. An item may be removed from the consent agenda
and added to the Statutory Agenda for full discussion upon request by a member of the Council present
at this meeting.)
a. Approve the minutes of the February 13, 2023, regular City Council meeting. [Louis R. Rigby,
Mayor]
b. Award Bid #23014 -'Main Sewer Rehabilitation Re -Bid', to Pipeline Video Inspection dlbla T.
Gray Utility AIMS, LLC in the amount of $658,000.00, plus $42,000.00 contingency, and
authorize the City Manager to execute a construction contract. [Ray Mayo, Director of Public
Works]
c. Award Bid #23016 = Polymer Tanks and Mixers' to Environmental Improvements, Inc. in the
amount of $47,908.00 and provide a construction contingency of $2,092.00. [Ray Mayo,
Director of Public Works]
d. Award Bid #23016 -'Telescoping Clarifier Valves Replacement' to 3rd Coast Pump and
Equipment, Inc. in the amount of $138,900.00, and provide a construction contingency of
$1,100.00. [Ray Mayo, Director of Public Works]
Councilperson Engelken moved to approve the consent agenda; the motion was seconded_ by
Councilperson Bentley: the motion was adopted, 9-0.
7. REPORTS
a. Receive report of the La Porte Development Corporation Board meeting. [Councilperson
Engelken]
Mayor Pro Tern Engelken announced the Board met, heard from the two applicants for the
Economic Development Coordinator position, and received an update on the Revak building.
b. Presentation of 2022 La Porte Police Department Racial Profiling Report as required by
Article 2.132 of the Texas Code of Criminal Procedure. [Doug Ditrich, Assistant Chief of
Police]
Assistant Chief Doug Ditrich provided a brief update from the report.
c. Presentation of 1st Quarter FY 23 CIP Report to City Council. [Matt Daeumer, Assistant City
Manager]
Mr. Daeumer and Ray Mayo, Director of Public Works, answered Council questions.
8. ADMINISTRATIVE REPORTS

The City Manager said there were no reports.
9. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items
of community interest; andior inquiries of staff regarding specific factual information or existing
policy from the Mayor, Councilpersons, and City staff, for which no formal action will be
discussed or taken.
Councilpersons congratulated team members recognized for service this evening; congratulated the
Municipal Court for their 1 Vh consecutive traffic award; thanked the Parks Department and Kayla Baez
for the success of the Mardi Gras on Main event; congratulated the Chamber on its 1001' anniversary;
and recognized that this was Chief DeardorfPs last Council meeting.
10. EXECUTIVE SESSION
a. Texas Government Code Sec. 551.071(1 )(A) -Pending or Contemplated Litigation. The City
Council will meet in closed session with the City Manager and Assistant City Attorney to
discuss the status of City of La Porte vs. Darius Anthony Meza, Cause No. 2022-32341

The Council moved into executive session at 6:44 p.m.
11. RECONVENE into open session and consider action, if any, on item(s) discussed in executive
session.
The Council reconvened from executive session at 7:04 p.m. The Mayor noted the Council had
received an updatq from the Asst. City Attorney.
