The City Council of the City of La Porte met in a regular meeting on Monday, April 10, 2023, at the
City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the
following in attendance:
Councilpersons present: Louis Rigby, Brandon Lunsford, Chuck Engelken, Bill Bentley, Rick Helton, Jay
Martin, Robbie McLarrin
Councilpersons attending remotely: None
Councilpersons absent: Mandi Williams, Brent McCaulley
Council -appointed officers present: Corby Alexander, City Manager; Lee Woodward, City Secretary;
Clark Askins, Assistant City Attorney
CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m.
2. INVOCATION — The invocation was given by Dr. Dee Spears, Fairmont Park Church, and pledges
were led by Councilperson Bentley.
5. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS
a. Presentation by Mayor Jerry Mouton, City of Deer Park, in recognition of the City of La
Porte's assistance during the recovery efforts from the recent tornado. [Louis R. Rigby,

b. Proclamations in recognition of Purple Heart Day. [Louis R. Rigby, Mayor]
c. Proclamation in recognition of San Jacinto Day. [Louis R. Rigby, Mayor]

There were no comments.
5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in
accordance with staff recommendations provided. An item may be removed from the consent agenda
and added to the StatutoryAgenda for full discussion upon request by a member of the Council present
at this meeting.)
a. Approve the minutes of the regular City Council meeting held on March 27, 2023, and the
special City Council meetings held on March 23, March 25, and April 1, 2023. [Louis R. Rigby,

b. Approve cancellation of purchase order P0200110 to Rush Truck Center of Houston for two
(2) rear -loader garbage collection vehicles and approve purchase of two (2) rear -loader
garbage collection vehicles from Houston Freightliner under HGAC Buy Contract No. HT06-
20 in the amount of $484,920.00. [Ray Mayo, Director of Public Works]
c. Authorize the City Manager to execute a contract for the purchase and installation of a new
prefabricated restroom facility at Fairmont Park from Restroom Facilities Ltd. utilizing
BuyBoard Contract No. 679-22, in the amount of $306,980.00 plus $10,000.00 contingency,
for total authorization of $316,980.00. [Tim Miller, Director of Parks and Recreation]
d. Approve the appointment of Mary Ann Trainer as the Election Day Judge at the City Hall
polling location to replace the previously appointed judge, Kathy Sturm. [Lee Woodward,
City Secretary]
Mayor Pro Tern Engelken moved to approve the consent agenda; the motion was seconded by
Councilperson Bentley; the motion was adopted, 7-0.
6. STATUTORY AGENDA
a. Receive initial assessment regarding requirement for redistricting of City of La Porte single -
member city council districts based on 2020 U.S. Census data and consider approval or
other action regarding adoption of criteria to apply to development of new redistricting
plans and guidelines for public participation in the redistricting process. [Clark Askins,
Asst. City Attorney]
Mr. Askins introduced Bob Heath of Bickerstaff Heath Delgado Acosta, LLC to provide a
presentation regarding redistricting of La Porte City Council single -member districts. Mayor Pro
Tern Engelken moved that each Councilperson appoint a citizen within their respective district (not
being themselves or members of their families) to a redistricting committee and retain the services
of Bickerstaff Heath Delgado Acosta LLC; the motion was seconded by Councilperson Martin; the
motion was adopted 7-0.
7. REPORTS
a. Receive report of the Drainage and Flooding Committee meeting. [Councilperson Martin]
Councilperson Martin said the committee met, received updates on projects, and set the next
meeting for May 8.
8. ADMINISTRATIVE REPORTS
• Fiscal Affairs Committee meeting, April 24
• La Porte Development Corporation Board meeting, April 24
• City Council meeting, April 24
• Zoning Board of Adjustment meeting, April 27
The City Manager said there were no reports.
9. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items
of community interest; and/or inquiries of staff regarding specific factual information or existing
policy from the Mayor, Councilpersons, and City staff, for which no formal action will be
discussed or taken.
The Council congratulated all those recognized with proclamations; thanked Mayor Mouton and the
Deer Park representatives; expressed appreciation to EMS for the quality of their service; thanked the
City Manager, Public Works, EMS, the police department, and all the City departments who responded
to Deer Park for the tornado recovery and assistance; recognized the Municipal Court for their award
presentation in Austin last week for winning the MTSI award for fifteen years; and thanked the City
Manager and Assistant City Manager for their management of the budget retreat held April 1.
10. EXECUTIVE SESSION
a. City Council will meet in closed session pursuant to Texas Government Code 551.072 -
Deliberation regarding purchase, exchange, lease, or value of real property: Meet with City
Manager and Assistant City Attorney to discuss potential purchase of real property
located in the City of La Porte.
The Council convened an executive session at 7:40 p.m.
11. RECONVENE into open session and consider action, if any, on item(s) discussed in executive
session.
The Council reconvened into open session at 8:07 p.m. Mayor Rigby said the Council had visited
with the Assis aft City Attorney and will be moving forward with discussions.
