The City Council of the City of La Porte met in a regular meeting on March 11,
2024, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte,
Texas, at 6:010 p.m.
CALL, TO ORDER
Mayor Rigby called the meeting to carder at 6:00 p.m.
INVOCATION/PLED,GES
The invocation was given by Walter Brumley, La Porte River of God Church, and
the pledges were led by Councilperson Jay Martin.
CITIZEN COMMENT

CONSENT AGENDA
(Approval of Consent Agenda items authorizes each to be implemented in
accordance with staff recommendations provided. An item may be removed from
the Consent Agenda and added to the Statutory Agenda for full discussion upon
request by member of the Council present at this meeting.)

Appoint election judges, alternate judges
Approve the appointments of election judges for the May 4, 2024, City
of La Porte and LPISD election cycle. [Lee Woodward, City Secretary]
LPEF Sponsorship
Approve a request for City of La Porte sponsorship of the La Porte
Education Foundation in an amount not to exceed $2,500.00, as the
presenting sponsor for the 20t" Annual Golf Tournament for Fiscal
Year 2023-2024. [Matt Daeumer, Assistant City Manager]
Mayor Pro Tem Engelken moved to adopt the consent agenda; the motion
was seconded by Councilperson Bentley; the motion was adopted. 9-0.
Presentation, discussion, and possible action on the May 2024 City
Council meeting schedule. [Louis R. Rigby, Mayor]
Mayor Pro Tem Engelken moved to cancel the May 27, 2024, regular City
Council meeting: the motion was seconded by Councilperson Bentley; the
motion was adopted, 8-1, Councilperson Martin voting against.
Lomax Lift Station Consolidation - Phase I
Presentation, discussion, and possible action to award Bid #24003
"Lomax Lift Station Consolidation Project Phase 1 ", to Reytec
Construction Resources, Inc. and authorize the City Manager to
execute a construction contract in the amount of $4,354,425.00 and
provide a construction contingency of $430,000.00, for a total
authorization of $4,784,425.00. [Ray Mayo, Director of Public Works]
Councilperson Williams moved to award Bid #24003 Lomax Lift Station
Consolidation Project Phase 1 to Reytec Construction Resources, Inc. and
authorize the City Manager to execute a construction contract in the amount
of $4,354,425.00 and provide a construction contingency of $430,000.00,
for a total authorization of $4,784,425.00, the motion was seconded by
Mayor Pro Tem Engelken; the motion was adopted, 9-0.
Election staff compensation
Presentation, discussion, and possible action on the compensation
for election staff for the May 4, 2024, City of La Porte and LPISD
election cycle. [Lee Woodward, City Secretary]

Mayor Pro Tern Engelken moved to approve the compensation increase to
$20/hour for election workers for the May 4, 2024, City of La Porte and
LPISD election cycle; the motion was seconded by Councilperson Bentley;
the motion was adopted, 9-0.
6. REPORTS
a. Receive Report on 2nd Quarter Strategic Goal Update. [Matt Daeumer,
Assistant City Manager]
Mr. Daeumer provided the update. Teresa Evans provided an extensive
update on planning and inspection procedures.
b. Receive report of the March 11, 2024, La Porte Drainage & Flooding
Committee meeting. [Councilperson Martin]
Councilperson Martin said the Committee met, received updates, and set
its next meeting far April 8.
7. ADMINISTRATIVE REPORTS
• Planning & Zoning Commission meeting, March 21
• Fiscal Affairs Committee meeting, March 25
• La Porte Development Corporation Board of Directors meeting, March 25
• City Council Meeting, March 25
• Zoning Board of Adjustment meeting, March 28
Mr. Alexander said there were no reports.
8. COUNCIL COMMENT
Hear announcements concerning matters appearing on the agenda, items of
community interest, andlor inquiries of staff regarding specific factual information
or existing policy from the Mayor, Councilpersons, and City staff, for which no
formal action will be discussed.
Councilpersons lauded the repaving of the recycling center area; expressed
appreciation of the planning updates; thanked all the volunteers who had offered
to work the elections; and shared the appreciation of those at the fundraiser for
Chief Ditrich on Saturday.
