CALL TO ORDER — Mayor Rigby called the meeting to order at 6.00 p.m. 2. INVOCATION — The invocation was given by Rev. Brian Christen, La Porte Community Church, and the pledges were led by Councilperson Bill Bentley. 3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) Derrick Phillips spoke of his attempts to speak with someone about an issue with an individual. Cody Voss spoke of the public trust and elected officials' obligations to it. 4. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) a. Approve the minutes of the December 11, 2023, regular City Council meeting. [Louis R. Rigby, Mayor] b. Authorize the Mayor to appoint Doug Ditrich, Chief of Police, as the Rabies Control Authority for the City of La Porte. [Louis R. Rigby, Mayor] c. Approve the purchase of one (1) rear -load garbage collection vehicle from Houston Freightliner under HGAC Buy Contract HT06-20 in the amount of $230,692.00. [Ray Mayo, Director of Public Works] d. Authorize the City Manager to execute a service contract with Tolunay-Wong Engineers, Inc., for materials testing services for the Lomax Lift Station Consolidation Project, in the amount of $158,705.00. e. Authorize the City Manager to execute an Interlocal Agreement between Harris County and City of La Porte for up to a five-year (5-year) period for wastewater sampling for public health surveillance and research. [Ray Mayo, Director of Public Works] f. Award Bid #24004 'Replacement of Centrifugal Blower at the Wastewater Treatment Plant', to Global Wet, LLC., in the amount of $165,000.00. Adopt Ordinance 2024-3963 authorizing the issuance of approximately $13,840,000.00 of City of La Porte, Texas, Certificates of Obligation, Series 2024, and other related matters. [Michael Dolby, Finance Director] Mayor Pro Tern Engelken moved to approve the consent agenda; the motion was seconded by Councilperson Bentley; the motion was adopted, 7-0. 5. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES a. The City Council will hold a public hearing to receive comment on the recommendation of the Dangerous Buildings Inspections Board for condemnation of a dangerous/substandard structure located at 10618 North L St.; followed by discussion and possible action to adopt Ordinance 2023-3938 ordering condemnation of dangerous/substandard structure located at 10618 North L St., La Porte, Texas. [Curtis Tarver, Deputy Building Official] Mayor Rigby opened the public hearing at 6.14 p.m. Curtis Tarver gave the report and said the owner of 222 South Ohio had submitted a signed voluntary authorization to demolish earlier today. The owner of 10618 North L asked for an additional 30 days. Councilperson Martin moved to postpone the public hearing until the February 12, 2024, City Council meeting; the motion was seconded by Councilperson Williams; the motion was adopted, 7-0. b. The City Council will hold a public hearing to receive comment on the recommendation of the Dangerous Buildings Inspections Board for condemnation of a dangerous/substandard structure located at 222 South Ohio St.; followed by discussion and possible action to adopt Ordinance 2023-3933 ordering condemnation of dangerous/substandard structure located at 222 South Ohio St., La Porte, Texas. [Curtis Tarver, Deputy Building Official] Mayor Rigby opened the public hearing at 6.21 p.m. There was no additional presentation and there were no comments. Mayor Rigby closed the public hearing at 6:21 p.m. Councilperson Martin moved to adopt Ordinance 2023-3933; the motion was seconded by Councilperson McLarrin; the motion was adopted, 7-0. 6. STATUTORY AGENDA a. Presentation, discussion, and possible action to award Bid #24006 'Removal and Disposal of Shooting Range Blocks' to Resolute Environmental and Response Services, LLC, in the amount of $76,171.35. [Doug Ditrich, Chief of Police] Councilperson Williams moved to reject all bids and rebid #24006'Removal and Disposal of Shooting Range Blocks'; the motion was seconded by Councilperson Bentleyy; the motion was not adopted, 3-4, Councilpersons Bentley, McLarrin, and Williams votinc�in favor. Councilperson McCaulley moved to award Bid #24006 'Removal and Disposal of Shooting Ranqe Blocks' to Resolute Environmental and Response Services, LLC, in the amount of $76,171.35; the motion was seconded by Councilperson Martin; the motion was adopted, 5-2, Councilpersons McLarrin and Williams voting against. 7. REPORTS a. Receive report of the Drainage and Flooding Committee meeting. [Councilperson Martin] Councilperson Martin said the Committee had met, received updates on drainage projects internally and with the Harris County Flood Control District (HCFCD), and set its next meeting for February 12. 8. ADMINISTRATIVE REPORTS • Planning and Zoning Commission meeting, January 18 • Fiscal Affairs Committee and City Council meetings, January 22 • TIRZ meeting, January 25 The City Manager said there were no reports but that his office would reach out to Mr. Phillips to attempt to resolve his concerns. 9. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed or taken. Councilpersons asked that the concerns of the Seniors be addressed promptly; asked that Mr. Phillips' concerns be addressed; wished all a happy new year and wished happy birthday to Mayor Pro hem Engelken today and to Corby Alexander this Friday. 10.
