RIGBY Mayor BRANDON LUNSFORD Councilperson At Large A BRENT McCAULLEY Councilperson At Large B MANDI WILLIAMS Councilperson District 1 CHUCK ENGELKEN Mayor Pro Tem Councilperson District 2 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF LA PORTE JA N UA RY 221 2024 BILL BENTLEY Councilperson District 3 RICK HELTON Councilperson District 4 JAY MARTIN Councilperson District 5 ROBBIE McLARRIN Councilperson District 6 The City Council of the City of La Porte met in a regular meeting on Monday, January 22, 2024, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m., with the following in attendance: Councilpersons present: Louis Rigby, Mandl Williams, Chuck Engelken, Rick Helton, Robbie McLarrin Councilpersons attending remotely: None Councilpersons absent: Brandon Lunsford, Brent McCaulley, Bill Bentley, Jay Martin, Council -appointed officers present: Corby Alexander, City Manager; Clark Askins, City Attorney; Lee Woodward, City Secretary 1. CALL TO ORDER — Mayor Rigby called the meeting to order at 6:00 p.m. 2. INVOCATION — The invocation was given by Sharon Hill, St. John's Episcopal Church, and the pledges were led by Mayor Louis R. Rigby. 3. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) There were no comments. 4. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with staff recommendations provided. An item may be removed from the consent agenda and added to the Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) a. Presentation, discussion, and possible action to approve the minutes of the January 8, 2024, regular City Council meeting. [Louis R. Rigby, Mayor] b. Authorize the City Manager to execute an amendment to the three-year (3-year) agreement, expiring November 8, 2024, with Tyler Technologies for the Enterprise Permitting Licensing (EPL) software service, powered by EnerGov, utilizing Sourcewell contract #090320-TTI, for an additional expense of $25,604.00 and a total allocation of $122,250.00 in the Fiscal Year 2024 budget. Adopt Resolution 2024-07 accepting a bid by Nicolas Ortiz to acquire tax resale property described as Lot 5, Block 77, of Town of La Porte, Harris County, Texas, (HCAD Account #023-202-077-0005). [Shelley Wolny, Assistant Finance Director] Mayor Pro Tern Engelken moved to approve the consent agenda; the motion was seconded by Councilperson McLarrin; the motion was adopted, 5-0. 5. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES a. The 3ity Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to deny adoption of amendments to the City's Future Land Use Plan Map Component of the Comprehensive Plan for a 0.137-acre property located at 1706 S. Broadway Street and 2121 S. Broadway Street, and legally described as Tracts 24-25, Block 1446, La Porte, Harris County, Texas, by changing the land use designation from 'Low Density Residential' to 'Commercial'; followed by discussion and possible action to adopt Ordinance 2024-3966 amending the City's Future Land Use Plan Map Component of the Comprehensive Plan for a 0.137-acre property located at 1706 S. Broadway Street and 2121 S. Broadway Street, and legally described as Tracts 24- 25, Block 1446, La Porte, Harris County, Texas, by changing the land use designation from 'Low Density Residential' to 'Commercial'. STATUTORY AGENDA a. Presentation, discussion, and possible action on appointments/reappointments of members to the City of La Porte Airport Advisory Board. [Louis R. Rigby, Mayor] Mayor Rigby said a Councilperson has asked that the item be pulled for consideration at the February 12 City Council meeting. b. Presentation from the Dangerous Buildings Inspections Board regarding ten (10) dangerous/substandard properties located at: 1) 114 S. Iowa St., 2) 119 S. 1st St., 3) 209 S. Carroll St., 4) 209 N. 2nd St., 5) 210 S. Iowa St., 6) 601 S. Carroll St., 7) 2411 Sens Rd., 8) 821 S. Virginia St., 9) 9404 Carlow Ln., and 10) 9406 Carlow Ln., followed by discussion and possible action authorizing administrative staff to notify the owners of the same properties of the findings of the Dangerous Building Inspections Board and to set for public hearing. ELECTION MATTERS a. Presentation, discussion, and possible action to adopt Ordinance 2024-3964 calling the May 4, 2024, City of La Porte general election for the purpose of electing members to La Porte City Council positions of Mayor, Councilperson District 2, and Councilperson District 3. Presentation, discussion, and possible action to approve an election services contract and joint election agreement between the City of La Porte and La Porte Independent School District for the May 4, 2024, election cycle. REPORTS a. Receive report of the Fiscal Affairs Committee meeting. [Mayor Pro Tem Engelken] Mayor Pro Tem Engelken said the Committee met and received favorable quarterly purchasing card expenditure and investment reports. b. Receive report of the La Porte Development Corporation Board of Directors. [Councilperson Engelken] Mayor Pro Tem Engelken said the Board met, held a public hearing for six CIP projects, chose not to sign a contract for strategic planning (will be conducted in-house), selected a date for budget planning, and planned to hold its next meeting February 26. 9. ADMINISTRATIVE REPORTS • New City Hall Ad Hoc Committee meeting, February 12 • Drainage and Flooding Committee meeting, February 12 • City Council meeting, February 12 The City Manager said visitation for Chief Ditrich on Friday from 5-8 p.m. at Clayton Funeral Home in La Porte and that the funeral would be held Saturday at 2 p.m. at Bulldog Stadium. 10. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items of community interest; and/or inquiries of staff regarding specific factual information or existing policy from the Mayor, Councilpersons, and City staff, for which no formal action will be discussed or taken.
