Call to Order - Mayor Helton called the meeting to order at 6:00 p.m. 2. Invocation and Pledges of Allegiance The invocation was provided by Pastor Ryan Walling of Bayshore Baptist Church and the pledges were led by Hannah, Haley, and Joshua Jung. 3. Recognitions - Celebration that the La Porte Municipal Court has received the TXDoT Municipal Traffic Safety Initiative Award from the Texas Municipal Courts Education Center as a medium -volume court for a seventeenth successive year. [The Honorable Janikka Bretton, Municipal Court Judge] - Presentation by Bikers Against Child Abuse (BACA) in celebration of their HEROES Weekend, April 26 and 27. [Rick Helton, Mayor] - Presentation by Bay Area Turning Point in recognition of Sexual Assault Awareness and Prevention Month. [Rick Helton, Mayor] - Recognition of National Animal Control Week, April 13-19 [Scott Pullig, Chief of Police] - Recognition of National Telecommunicators Week, April 13-19 [Scott Pullig, Chief of Police] - Recognition of National Volunteer Week, April 20-26 [Scott Pullig, Chief of Police] 4. Citizen Comment - There were no comments. 5. Presentations a. Citizens Survey Presentation -Presentation by Robert Heacock from the ETC Institute on the results of the 2024 La Porte Community Survey. [Corby Alexander, City Manager] 6. Consent Agenda a. Approve the minutes of the regular meeting of March 24, 2025, and of the special session held on April 5, 2025. [Lee Woodward, City Secretary/PIO] b. HDR Generator Design Proposals - Authorize the City Manager to execute two (2) professional services contracts with HDR Inc. for generator projects, for a total expenditure of $207,300.00. [Ray Mayo, Director of Public Works] c. Policy for Federal Grants -Approve Resolution 2025-13 to adopt Procedures for Purchasing with Federal Grant Funds policy document. [Cherell Daeumer, Purchasing Manager] d. Fiscal Year 2024-25 Budget Amendment - Adopt Ordinance 2025-4058, amending the City of La Porte, Texas' Fiscal Year 2024-25 Budget by appropriating a total of $19,200.00 in the general fund for emergency repairs to school zone signal flashers. [Shelley Wolny, Assistant Finance Director] e. Reappointment of Steve Gillett to the Harris -Galveston Subsidence District Board of Directors [Rick Helton, Mayor] f. Prepositioned contract for Disaster Relief Resources - Authorize the City Manager to execute an agreement with SLSCO LTD under RFP #23504 Disaster Relief Resources. [Johnny Morales, Emergency Management Coordinator] g. Shoreacres Fire Protection Agreement - Authorize the City Manager to execute the nineteen- (19-) month agreement for the City of La Porte to provide Fire Protection Services to the City of Shoreacres for the period March 1, 2025 — September 30, 2025, at a total monthly rate of $13,818.72 and October 1, 2025 — September 30, 2026, at a total monthly rate of $20,183.23. Water and Sewer Service Agreements for 9509 New Century Drive, Suites 1 and 2 - Adopt Ordinances 2025-4059 and 2025-4060 and authorize the City Manager to execute two water service agreements and two sanitary sewer service agreements between the City of La Porte, Texas, and CJCD Partners, Ltd. for its proposed developments at 9509 New Century Drive, in the Bayport Industrial District. [Andrew Brady, Assistant Director Public Works] Item 6h was pulled prior to the meeting and was not considered. Mayor Pro Tern Engelken moved to approve consent agenda items 6a-6g� Councilperson Williams seconded the motion the motion was adopted 9-0 Public Hearings and Associated Ordinances a. Dangerous Building - 711 W. Adams - The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2024-4013, ordering the condemnation of a dangerous/substandard structure located at 711 W. Adams St., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2024-4013, ordering the condemnation of dangerous/substandard structure located at 711 W. Adams St., La Porte, Texas. [Richard Glass, Chief Building Official] Mayor Helton opened the public hearing at 6A4 p.m. Richard Glass provided an update. There were no comments. Mayor Helton closed the public hearing at 6A6 p. rn. Williams; the motion was adopted 8-1 Councilperson McCaulley voting against 8. Statutory Agenda a. Edifis La Porte LLC - Chapter 380 Agreement - Presentation, discussion, and possible action to authorize the City Manager to execute a Texas Local Government Code Chapter 380 economic development agreement between the City of La Porte, Texas, and Edifis La Porte, LLC for retail development complex at intersection of W. Fairmont Pkwy. and State Hwy 146. [Haley Bowers, Economic Development Manager] Economic Development Manager Haley Bowers provided an overview. Mayor Pro at intersection of West Fairmont Parkway and State Highway 146: the motion was seconded by Councilperson Williams the motion was adopted 9-0 b. Main 101 Grill and Bar Inc. - Enhancement Grant - Presentation, discussion, and possible action to authorize expenditure by the La Porte Development Corporation in an amount not to exceed $44,938.28 under terms of enhancement grant incentive agreement between the La Porte Development Corporation and Main 101 Grill and Bar Inc. for fagade enhancements to building located at 101 E. Main Street, La Porte, Texas. [Haley Bowers, Economic Development Manager] Economic Development Manager Haley Bowers provided an overview. Mayor Pro c. Community COOP Grant - Presentation, discussion, and possible action to amend the Community Cooperation Grant Guidelines to increase the City's maximum contribution to $10,000.00. [Matt Daeumer, Assistant City Manager] Assistant City Manager Matt Daeumer provided an overview. Councilperson McCaullev moved to amend the Community Cooperation Grant Guidelines to increase the Citv's maximum contribution to $10 000 00: the motion was seconded by Councilperson Williams: the motion was adopted 9-0 9. Reports a. Immunization Program [Shawn Kominek, EMS Chief] - EMS Chief Kominek provided an overview of the program. b. Report of the Drainage and Flooding Committee meeting held on April 14, 2025. [Councilperson Martin] Councilperson Martin said the Committee met; received an update on the 100- acre-foot detention pond project with the City of Pasadena, which is being expanded but also accelerated; received additional reports; and set its next meeting for May 12. c. Administrative Reports [Corby Alexander, City Manager] - Mr. Alexander said there were no reports. 10.Items of Community Interest Councilpersons congratulated those recognized this evening; acknowledged Officer Dan Hoffman for his success in the commercial vehicle inspection competition, proceeding to the state; expressed pleasure at the Fire Department's Crawfish Boil; encouraged all to attend the Sylvan Beach Day Festival; and thanked all the City volunteers. 11. Executive Session a. Municipal Judge annual evaluation - Texas Government Code Section 551.074 - Personnel Matters. Deliberation regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee - Municipal Court of Record Judge Janikka 'ratton. The Council convened in executive session at 7:17 p.m. 12.Reconvene motion was adopted 9-0.
