Askins, City Attorney; Lee Woodward, City Secretary The City Council of the City of La Porte held a regular meeting on April 28, 2025, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 6:00 p.m. 1. Call to Order - Mayor Helton called the meeting to order at 6:00 p.m. 2. Invocation and Pledges of Allegiance The invocation was provided by Pastor Joey Whitener and the pledges were led by Riley Sauceda. 3. Recognitions a. Recognition of Employees for Years of Service Justin Crow - Fire (10 years) Alvin Goonie - Police (15 years) John Glick - Fire (30 years) Ronnie White - Parks (35 years) Asst. Fire Chief Justin Crow was present and was recognized. 4. Citizen Comment Chris Johnson and Preston Brown of Waimea Investments were prepared to speak on item 7a and the Council permitted them to speak when the item comes up. 5. Consent Agenda a. Approve the minutes of the regular City Council meeting held on April 14, 2025. [Lee Woodward, City Secretary/PIO] Mayor Pro Tern Engelken moved to approve the minutes of the April 14, 2025 meeting; the motion was seconded by Councilperson Williams: the motion was adopted, 8-0. 6. Public Hearings and Associated Ordinances a. Dangerous Building - 203 Bay Oaks Dr. - The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2024-4010, ordering the condemnation of a dangerous/substandard structure located at 203 Bay Oaks Dr., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2024-4010, ordering the condemnation of dangerous/substandard structure located at 203 Bay Oaks Dr., La Porte, Texas. [Richard Glass, Chief Building Official] Mayor Helton opened the public hearing at 6:07 p.m. Mr. Glass provided an update, and the property owner confirmed he had completed the work. Mayor Helton closed the public hearing at 6:10 p.m. No action was taken. b. Dangerous Building - 601 S Carroll St. - The City Council will hold a public hearing to receive comment on the adoption of Ordinance 2024.3977, ordering the condemnation of a dangerous/substandard structure located at 601 S. Carroll St., La Porte, Texas; followed by discussion and possible action to adopt Ordinance 2024-3977, ordering the condemnation of dangerous/substandard structure located at 601 S. Carroll St., La Porte, Texas. [Richard Glass, Chief Building Official] Mayor Helton opened the public hearing at 6:13 p.m. Mr. Glass provided an update, noting the taxes have been brought current and that the staff's recommendation is to take no action. Mayor Helton closed the public hearing at 6:14 p.m. No action was taken. c. Ordinance 2025-4061 Zone Change ZC-2025-0007 -The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 2025-4061 for approval of Zone Change ZC-2025-0007, changing the zoning classification from General Commercial (GC) to Low -Density Residential (R-1) for properties generally located on the east side of S. 8th St. between W. A St. and W. B St. and to exclude the properties on the west side of S. 8th St., and legally described as Lots 1 thru 12, Block 29, La Porte, and Tract 1 and 2, La Porte Partial Replat; Harris County, Texas; followed by discussion and possible action to adopt Ordinance 2025.4061 for approval of Zone Change ZC-2025-0007, changing the zoning classification from General Commercial (GC) to Low -Density Residential (R-1) for properties generally located on the east side of S. 8th St. between W. A St. and W. B St. and to exclude the properties on the west side of S. 8th St., and legally described as Lots 1 thru 12, Block 29, La Porte, and Tract 1 and 2, La Porte Partial Replat; Harris County, Texas. Mayor Helton closed the public hearing at 6:20 p.m. was seconded by Mayor Pro Tern Engelken the motion was adopted 8-0. d. Ordinance 2025-4062 Special Conditional Use Permit SCUP-2025-0016 - The City Council will hold a public hearing to receive comments regarding a recommendation by the Planning and Zoning Commission to adopt Ordinance 20254062 for approval of Special Conditional Use Permit SCUP- 2025-0016 to allow a secondary dwelling unit in the Large Lot Residential (LL) zoning district, located at 9818 N. H St., on approximately 2.0 acres of land legally described as Tracts 48913-1 & 489C La Porte Outlots; Harris County, Texas; followed by discussion and possible action to adopt Ordinance 20254062 for approval of Special Conditional Use Permit SCUP- 2025-0016 to allow a secondary dwelling unit in the Large Lot Residential (LL) zoning district, located at 9818 N. H St., on approximately 2.0 acres of land legally described as Tracts 4896.1 & 489C La Porte Outlots; Harris County, Texas. [Ryan Hvitlok, Planning Director, Planning and Development Department] Mayor Helton opened the public hearing at 6:22 p.m. Mr. Hvitlok provided an overview. Mayor Helton closed the public hearing at 6:26 p.m. Statutory Agenda a. Ordinance 20254057 Repealing Ordinance 2024.3972 - Discussion and possible action to approve or deny Ordinance 20254057 providing for the repeal of Ordinance 2024-3972, concerning condemnation of the residential building located on Lots 20 & 21, Block 197, La Porte, Harris County, Texas, more commonly known as 114 S. Iowa St. [Ryan Hvitlok, Planning Director, Planning and Development Department] Chris Johnson and Preston Brown of Waimea Investments provided public comment and asked that the structure at 114 S. Iowa Street be relieved of its demolition order. Mr. Hvitlok said that staff agreed with the request to repeal Ordinance 2024-3972. 8. Reports a. Fund Balance Report [Michael Dolby, Finance Director] Mr. Dolby presented that the general fund had $118.5M at the end of February (614 days of working capital) is expected to end the fiscal year with $78AM. The utility fund showed 177 days of working capital and is currently expected to end the fiscal year with 116 days. b. Administrative Reports [Corby Alexander, City Manager] Mayor Pro Tem Engelken said the Fiscal Affairs Committee met this afternoon, received the quarterly investment and purchasing card reports, and set its next meeting for July 28. 9. Items of Community Interest Councilpersons urged the public to get involved, especially requesting a return of El Toro's Wednesday buffet, and celebrated the hard work and success of the Chamber of Commerce and the City for Saturday's Sylvan Beach Day Festival.
