Askins, Assistant City Attorney CALL TO ORDER — Chair Martin called the meetino to order at 4:00 P.m. 1. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state law, the time may be reduced if there is a high number of speakers or other considerations.) Philip Dunn asked the Committee to Consider mechanisms to protect staff and Councilpersons and to address disorder and an atmosphere of insubordination in City Council meetings. 2. Presentation, discussion, and possible action to consider amendment to the City Council Rules of Procedure and Ethics Policy. The Committee reviewed Charter 2.04.b.4., a new provision from the May 2021 election regarding Councilperson absences and forfeiture of office and guidelines for attendance from other Texas cities. The Assistant City Attorney agreed to investigate legal precedent regarding a definition for attendance/absence coupled with a provision that removal from a meeting would constitute an unexcused absence.
