HomeMy WebLinkAbout09-14-06 Special Called Meeting of City Manager Selection Process Committee Minutes Minutes SPECIAL CALLED MEETING OF CITY MANAGER SELECTION PROCESS COMMITTEE TO BE HELD SEPTEMBER 14TH, IN THE COUNCIL CONFERENCE ROOM OF CITY HALL, 604 W. FAIRMONT PARKWAY, LA PORTE, TEXAS, BEGINNING AT 6:30 P.M. 1. CALL TO ORDER The meeting was called to order by Mayor Alton Porter at 6:30 p.m. Members Present: Mayor Alton Porter, Council members Tommy Moser and Chuck Engelken Members Absent: Howard Ebow Staff Present: City Secretary Martha Gillett 2. DISCUSS RECRUITMENT PROCESS AND TIME TABLE FOR SELECTION OF A CITY MANAGER The Committee discussed the following items: Ad and placement of ad. - The ad will be placed in IIMC, NLC and TML Websites. In addition the City Secretary will run every other week on the statewide City Secretary's e-group. Deadline for receiving applications is October 31 S\ 2006 and could be extended if needed. The City Secretary presented a recruiting brochure to be utilized at the TML conference. It was noted an item regarding the Municipal Airport should be added. A binder of resumes will be maintained in the City Secretary's office for review by Council members at any time. The Committee agreed the City should pay for expenses of the applicant. The Committee wants to set up community tours and dinners with various council members. The interview process was discussed and the questions from previous interviews will be reviewed. The City Secretary will provide a copy to the committee. Ranking sheets were reviewed and the Committee agreed they looked fine and could be used in the same manner as used when City Manager Debra Feazelle was hired. Page 2 The Committee will meet on an as needed basis to review resumes as approximately 10 are received. The Committee agreed to narrow the applicants to a short list of 5-10 to be interviewed. The Committee is hopeful the position will be filled in November, 2006. 3. ADJOURNMENT The meeting was adjourned at 7:25 p.m. Approved thistt~y ofSlp1'2006. Rea::St:P~ Alton E. Indentify oustanding potential candiates and send them a written invitation to apply for position Recommendation of Committee: 11/18/02 -12/13/02 7. Personally contact the oustanding potential candiates as a follow-up to the written invitation to apply Recommendation of Committee: 11/18/02 - 12/13/02 8. Knowledge and/or skill level meet all position requirements. 4. Knowledge and/or skill level unusually extensive and useful in this position. 5. Knowledge and/or skill level exceed position requirements. COMPARISON OF CANDIDATE REQUIREMENTS FOR THE CITY MANAGER POSITION * Application numbers were assigned to each applicant as the application was received. Number 1 indicates it was the first application received General Knowledge Requirements: 1. Modern Municipal Administrative Methods and procedures, organizations, and functions. 2. Current social, political, and economic trends and operating problems of municipal government. 3. Applicable Federal and State laws, rules, and regulations regarding local government operations. 4. Principals of effective public relations and inter- relationships with community groups and agencies, private businesses and firms, and other levels of government. Ability to: 1. Provide effective leadership and coordinate the the activities of a municipal corporation. 2. Analyze, interpret, summarize, and present administrative and technical information and data in an effective manner. 3. Appraise situation and people accurately and quickly adopt an effective course of action. 4. Select, supervise, train and evaluate staff. 5. Communicate clearly and concisely, both orally and in writing. 6. Establish and maintain effective working relationship with those contacted in course of work. Experience and Training: 1. 3-5 Yrs Experience as Asst. City Manager 2. 8 Yrs Experience in large Municipal organization 3.
