HomeMy WebLinkAbout04-22-82 Civil Service Commission Meeting minutess ~~ MINUTES CIVIL SERVICE COMMISSION MEETING APRIL 22, 1982 • PRESENT: Chairman Keith Trainer, Commissioners' Weldon Randall and Dexter Joyner, Chief Freeman, and Mary Davis. ABSENT: None ~: Guests present were: Mayor Virginia Cline, and Sgts. Neely and Butchee. The meeting was called to order by Chairman Keith Trainer. The Minutes of the February 24, 1982 meeting. were read. Commissioner Joyner made a motion to approve the minutes and Commissioner Randall seconded the motion. . LOCAL RULES AND REGULATIONS: Chairman Keith Trainer made the motion to accept the Local Civil Service Rules and Regulations as presented and Commissioner Joyner seconded the motion. Motion was carried. (Note: The question arose concerning the document addressing masculine gender. The Commission requested that the Director make changes where possible, to reflect non-gender.) The Commission instructed the Director to see that all Civil Service C Personnel, the City Manager, Mayor and City Council, and Chief Freeman receive copies of the Newly adopted Rules and Regulations as sonn as possible, with written notification to the Chief of said Adoption. ELIGIBILITY LIST: Chief Freeman presented an update on the status of the Police Departments' current list of eligible candidates for the position of Police Officer. Commission discussion followed which centered on the current physical agility test and if that test is too difficult. . ADMINISTRATIVE REPORTS: Members of Commission read copies of a survey prepared by representatives of TCLEOSE and administered by them to classified and civilian members of the Police Department, and to random citizens of the Community. The surveys are a part of the Study being conducted by TCLEOSE. Mayor Cline requested that the Civil Service Commission be present at a Special Called Meeting on April 29, 1982, at 7:00 P.M. in the Council Chambers. The purpose of the meeting is for Mayor and City Council, the Civil Service Commission, and members of the La Porte Police Associa- tion to become acquainted with each other and to discuss the functions ~~ • • MINUTES CIVIL SERVICE COMMISSION MEETING APRIL 22, 1982 PAGE TWO of Civil Service, and to discuss proposed recommendations for the Police Department. Chairman Trainer explained to Mayor Cline that 1269m states that the Civil Service Commission may make recommendations to the Mayor and City Council concerning the number of Police Personnel and the position classifications they feel would best suit this Citys' Police Department. These recommendations are a part of the yearly City Budget process and are submitted to Council only after careful study and consideration. Mayor and Council shall have final authority on these recommendations. Mayor Cline thanked the Commission for being invited to sit in on the meeting. There being no further business, the meeting was adjourned at 3:52 P.M. ..L~c%.~ Keith Trainer, Chairman Civil Service Commission Respectiv y submitted Mary Davis, Director • c ~~ LA PORTE POLICE DEPARTMENT MINIMUM REQUIREMENTS FOR THE POSITION OF POLICE OFFICER PHYSICAL FITNESS: Applicant must be able to pass a job-related physical ability test. VISION: Standard visual acuity without correction must be at least 20/40 in one eye and 20/100 in the other eye; corrected visual acuity must be at least 20/40 in one eye and 20/20 in the other eye. MEDICAL CONDITION: Applicant's present medical condition and medical history will be reviewed and evaluated by licensed and registered medical doctors. Applicant will be required to furnish all information necessary to evaluate fully his/her present state of health. AGE: Applicant must be at least 21 years of age on application and must not have reached his/her 36th birthday before receiving the oath of office. DRIVING RECORD: Applicant must have a valid Texas Driver's. License, and during the 12 months immediately preceeding the date of application, must not: (a) Have been convicted of more than two moving traffic violations (b) Have been involved in more than one traffic accident as the driver of a vehicle. i Pg, 2 La Porte Police Department Minimum Requirements For The Position Of Police Officer READING COMPREHENSION LEVEL: Applicant must pass a job-related examination to determine his/her reading comprehension level. MILITARY DISCHARGE: If a veteran, applicant must provide all information necessary to evaluate the specific nature of the discharge received. Any discharge other than honorable will be evaluated on an individual basis. COURT MARTIAL CONVICTIONS: ~: _: F If a veteran, applicant must provide all information necessary to evaluate any court martial conviction. Each court martial conviction will be evaluated by the criteria established for civilian criminal convictions. CIVILIAN CRIMINAL CONVICTIONS: Any felony conviction as defined by the Texas Penal Code will be an absolute bar to employment; all other convictions will be evaluated on an individual basis. CHARACTER AND REPUTATION: Applicant will be evaluated through a comprehensive background investigation to determine his/her suitability for service in the La Porte Police Department. ._ ~ ~ Pg. 3 La Porte Police Department Minimum Requirements For The Position Of Police Officer RESIDENCY: Applicant must have resided within the State of Texas for one„year immediately prior to the date of application. Exempted from this requirement are all persons currently serving as Police Officers with other police departments. Also exempted from this requirement are all military personnel .and full time college o.r vocational students who were residents of the State of Texas immediately prior to entry into the military service, college, or vocational training, and who apply within ninety (90) days of the date of termination of military service, college, or vocational education. CITIZENSHIP: Applicant must either be a citizen of the United States by birth or naturalization.
