CIVIL SERVICE
COMMISSION PIEETING
AUGUST 10, 1982
PRESENT: Keith Trainer, Weldon Randall, Dexter Joyner, Chief Freeman,
John Armstrong, and Mary Davis.
ABSENT: None
The meeting was called or order by the Chairman, Keith Trainer.
The Minutes of the May 21, 1982 meeting were read. Chairman Trainer directed
the Civil Service Director to change 1269m to 1269p where, in the minutes,
the Commission was discussing overtime. Chairman Trainer then made a motion
to accept the minutes as read.. Commissioner Randall seconded the motion.
UPDATE ON CURRENT ELIGIBILITY LIST: Chie# Freeman gave an update on the status
of the current eligibility list. He reported that, at this time, four candidates
remain on the list. A discussion followed and the Commission inquired about the
reasons why most of the candidates were rejected. Chairman Trainer wanted to
know if the Department's Agility Test was problem with candidates in qualifying
for employment as an Officer with our Department. Chief Freeman replied that
the Agility Test was a major concern with the 6 foot barrier being the biggest
problem. He suggested that John Armstrong go to look over the test course to
determine if the physical requirements are appropriate from a legal standpoint.
OVERTIME/COMP. TIME POLICY FOR STAFF-LEVEL POLICE OFFICERS: John Armstrong
stated that he is still of the opinion that 1269p requires that all Police
Officers shall be paid overtime. A discussion followed. The Director informed
the Commission that Lt. Powell had asked that the Commission give an opinion
as to if the City is supposed to pay overtime to "staff-level" personnel.
The Decision of the Commission is not to issue a formal reply to the overtime
question unless formally addressed in writing.
TCLEOSE STUDY: Chief Freeman gave a report on what is covered in the TCLEOSE
Study. The Commission stated that they would like to have a chance to read
the Report and then schedule an Executive Session to go over the Study in more
detail.
There being no further business, the meeting was adjourned at 4:09 P.M.

PRESENT: Chairman Keith Trainer, Commissioners' Weldon Randall,
and Dexter Joyner, Chief Freeman, and Mary Davis.

The meeting was called to order by Chairman Keith Trainer.
The Minutes of the April 22, 1982 meeting were read. Commissioner
Randall made a motion to accept the minutes as read and Commissioner
Joyner seconded the motion.
The meeting between the Police Association and Mayor and Council was
discussed. Chief Freeman stated that he felt that the meeting was,
generally, a success although he did not agree with some of the
opinions expressed by the Police Association.
Chief Freeman gave an update on the Manpower Study being conducted
by TCLEOSE, which will be completed and given to Chief Freeman
sometime in July. He centered particularly on Patrol needs, and is
going to request four more Police Officers immediately. Chief
Freeman requested that the Commission make a formal, written recom-
mendation to Council. Commission was in agreement, and felt that
it should be noted in the recommendation that, that should Council
approve their request for more Police Officers, it would still take
a minimum of two months from the time that it is authorized, and the
time in which those Officers could be put 'on the street'.
Staff-level needs were also discussed and Chief Freeman expressed
his intention to talk further with Mr. Bob Berrard (~i:th TCLEOSE)
concerning the Departments' organizational structure and the proposed
changes set forth in the Manpower Study.
Members of the Commission and Chief Freeman discussed the status of
the current eligibility list. There are eight people left, therefore
the Department can proceed with further testing should Council approve
hiring more Police Officers for the Department.
The next item on the agenda was a review and discussion of the over-
time policy for staff-level Police Officers. 1269 does not make a
distinction between Patrol-level Officers and Officers of a higher
rank. Pasadena, Baytown, and Galveston overtime policies were com-
pared and it was noted that one City (Galveston) complied with 1269m
and the others did not, although Baytown is now looking into their
policy. Commission felt it would be a good idea to address this
question at the TCLEOSE Seminar to be held in June.

ADMINISTRATIVE REPORTS: Regarding the letter addressed to Council
in December concerning the Assistant Chief classification and
Robert Hall's reinstatement into this position: Chief Freeman
stated that he feels that the Department's organizational structure
should remain the way it is now. He felt that if Mr. Hall wished
to persue a reinstatement through a legal course of action, he has
the right to do so.
There being no further business, the meeting was adjourned.

• APRIL 22, 1982
PRESENT: Chairman Keith Trainer, Commissioners' Weldon Randall and
Dexter Joyner, Chief Freeman, and Mary Davis.
ABSENT: None
Guests present were: Mayor Virginia Cline, and Sgts. Neely and Butchee.
The meeting was called to order by Chairman Keith Trainer.
The Minutes of the February 24, 1982 meeting were read. Commissioner
Joyner made a motion to approve the minutes and Commissioner Randall
seconded the motion.
LOCAL RULES AND REGULATIONS: Chairman Keith Trainer made the motion to
accept the Local Civil Service Rules and Regulations as presented and
Commissioner Joyner seconded the motion. Motion was carried. (Note:
The question arose concerning the document addressing masculine gender.
The Commission requested that the Director make changes where possible,
to reflect non-gender.)
• The Commission instructed the Director to see that all Civil Service
Personnel, the City Manager, Mayor and City Council, and Chief Freeman
receive copies of the Newly adopted Rules and Regulations as sonn as
possible, with written notification to the Chief of said Adoption.
ELIGIBILITY LIST: Chief Freeman presented an update on the status of
the Police Departments' current list of eligible candidates for the
position of Police Officer. Commission discussion followed which centered
on the current physical agility test and if that test is too difficult.
ADMINISTRATIVE REPORTS: Members of Commission read copies of a survey
prepared by representatives of TCLEOSE and administered by them to
classified and civilian members of the Police Department, and to random
citizens of the Community. The surveys are a part of the Study being
conducted by TCLEOSE.
Mayor Cline requested that the Civil Service Commission be present at
a Special Called Meeting on April 29, 1982, at 7:00 P.M. in the Council
Chambers. The purpose of the meeting is for Mayor and City Council,
the Civil Service Commission, and members of the La Porte Police Associa-
