HomeMy WebLinkAbout01-13-83 Civil Service Commission Meeting minutes•r • MINUTES CIVIL SERVICE COMMISSION MEETING JANUARY 13, 1983 PRESENT: Keith Trainer, ~4eldon Randall, Chief Freeman, and Mary Davis. The meeting was called to order by the Chairman, Keith Trainer. The Minutes of the August 10, 1982 meeting were read and approved. iaeldon Randall made a motion to re-elect Keith Trainer to a second term as Chairman of the Civil Service Commission. Chairman Trainer made a motion to re-elect Weldon Randall to a second term as Vice- Chairman. Both motions carried. Chairman Trainer asked that the Director request an update from Mayor Cline regarding the current status on the appointment of a Civil Service Commissioner to fill the vacancy created when Dexter Joyner resigned from his appointment as Civil Service Commissioner on November 17, 1982. • Chairman Trainer read a letter from Lieutenant Powell requesting an opinion from the Civil Service Commission regarding the City of La Porte's policy concerning payment of overtime for 'Staff-level' employees and its' apparent conflict kith 1269p. A dicussion followed with Chairman Trainer stating that he would draft a letter to Lieutenant Powell informing him of the Commission's decision. Mr. Bob Berard, an administrative specialist with TCLEOSE, gave a brief presentation to the Commission on the Citys' Departmental Rules and what changes he;feels need to be made. He stated that he felt that the current Departmental Rules lack organization. He thought that the Rules should be divided into four cateclories: 1. Goals; 2. Policies; 3. Procedure; and: 4. Rules. Mr. Berard is currently working with Officer Don Kirkley on the revisions and the final draft will be given to the Commission at a later date.
