Police Civil Service Commission Meeting Minutes

5:32 pm The Police Civil Service Commission Meeting was called to order
by Commission Chairman, Keith Trainer.
Commission members in attendance: Commission Chair, Mr. Keith Trainer,
Vice-Chair, Mr. Les Bird and Commissioner, Mr. Larry Cox.
Others in attendance: City Attorney, Clark Askins, Police Chief Richard Reff
and Director Civil Service, Robert Swanagan.
Oath of Office Administered:
The Oath of Offices was administered to Commission Chair, Keith Trainer and Vice-
Chair Les Bird by Sharon Harris from the City Secretary's Office.
October 27,2006 Meeting Minutes Approval:
The Commissioners reviewed the 10-27-06 Meeting Minutes. One change was required
in the minutes. Robert Swanagan title in the minutes needed to be changed from Manager
Human Resources to Director of Civil Service. Motion was made by Commissioner Les
Bird to accept the Meeting Minutes with the proposed change. The Motion was seconded
by Commissioner Larry Cox. The motion carried.
Larry Cox made a Motion that Keith Trainer be appointed Chair of the Commission. Les
Bird seconded the Motion. The Motion carried. Keith Trainer made a motion that Les
Bird be appointed Vice-Chair of the Commission. Larry Cox seconded the Motion. The
Motion carried.
Police Chief Reff status report:
Vacancies/hiring
Chief Reff reported six (6) new officers have been hired in the last twelve (12) weeks and
they have filled all but one of the vacancies that the Department had. The Department is
currently conducting an interview Board on two applicants and dependent on the outcome
of the board that last position maybe be filled. Chief Reff advised that if those two
applicants do not pass the interview board that there are only two applicants left on the
current eligibility list to be considered. He advised that as soon as the status of these two
applicants is determined, he will be requesting another entrance examination to develop a
new eligibility list. This will be necessary to have an established list to process in the
event there are any further vacancies due to retirement or going elsewhere to work. Also,
He noted six (6) officers are eligible for retirement in the next six (6) months.
New Facility
The new Police Department building will encompass 56,000 Square Feet. It is designed
to withstand 150 mile per hour winds. The projected completion date is June 1,2007. The
Commission was extended an offer to come and take a guided tour from Chief Reff.
Tests are for promotion to Lieutenants and Sergeants rank:
The testing will include Sergeants and Lieutenants and will be given during the 1 st half of
April. Lieutenants test will take place at the Recreational Center. Sergeants test will be
given at Sylvan Beach. The test will be given on two separate days.
Future Developments:
Chief Reff discussed some organizational changes he has been considering and will make
a presentation to the commission at the next meeting.
Robert Swanagan distributed booklets from the November Civil Service Seminar
presented in Austin, Texas.
Commission Comments:
Commissioners requested we look into receiving an earlier notice of the dates of the
Texas Police Association's annual Civil Service Seminar.
Chairman Trainer, requested that the next meeting be held at the Police Department
Commissioners wanted to be assured that adequate promotional study material was
available to officers.
Commissioners, wanted to make sure the new Civil Service Rules were placed on the
City's Shared Drive and copies were available for officers.
Administrative Report:
Robert Swanagan noted that a more extensive physical for police was being considered
and a new Employee Assistance Program was implemented in September with the
University of Texas.
With there being no further business the meeting was adjourned by Chairman Keith
Trainer at 6:47 pm.
