CALL TO ORDER
The meeting was called to order at approximately 11:08
2. MEMBERS FROM THE CIVIL SERVICE COMMISSION AND THE POLICE

3. APPROVAL OF MINUTES FROM OCTOBER 28, 2009
4. REVIEW APPLICATION OF SENIORITY POINTS TO LIEUTENENTS
PROMOTIONAL EXAM
-For the Lieutenant's promotional exam seniority points were calculated at one point for
each year of total service with the City of La Porte Police Department as a commissioned
Police Officer up to a maximum of ten (10) points, as stated in the Civil Service Rules
and Regulations.
-Matt Daeumer is appealing the application of seniority points
-Daeumer indicates that in 1997 Louis Rigby applied seniority points to the exam based
on time in grade rather than time in commission, his concern is with the lack of
consistency and how the points were applied to his exam.
-Keith Trainer expresses that the commission has no foundation to change the rule. Only
in a tie -breaker will time in grade be used to determine placement of candidates on the
certified list.
-Ron Parker interjects that this did in fact occur in 1997, that the points were applied as
time in grade
-Keith Trainer — The commission does not have the authority to change the law.
�~~ -Keith Trainer also wants "and certification points" stricken from the Seniority Points
section 10.26.
-Keith Trainer also directed the interim civil service director that in the event that a Civil
Service Test will be scheduled for all 1" time employees, the civil service director will be
responsible for coordinating, testing and being present for the test. Also, the civil service
director will be responsible for fully informing the Civil Service Commission of the Civil
Service Test prior to the testing date.
-Keith Trainer motions to deny the appeal brought to the commission by Sgt. Daeumer.
-Appeal Denied.
-Moore asks when seniority points may be applied to the exam?
-Keith responds that not unless the test taker has made a passing score
-Dauemer interjects that this changed after 1997
-Keith directs the civil service director to look into this question.
RESULTS FROM THE EXAM ARE ACCEPTED AND CERTIFIED
-Les Bird indicated that he was not properly prepared for this meeting due to the fact that
the entire commission was not given the same information as Keith Trainer. He requests
from Megan Drummond that all of the commission have all of the information prior to
the meetings so that they can make the best decision based on all of the facts.
