Meeting Minutes of the City of La Porte
Civil Service Commission meeting held on February 12, 2015
1. Call to Order
The meeting was called to order at 1:00 pm by Director Allison Curry.
Members present: Keith Trainer and Les Bird
2. Consider approval of minutes from February 13th, 2013 meeting.
Keith Trainer made a motion to approve the minutes as presented. Les Bird seconded. Motion passed.
3. Consider approval of minutes from January 21St,2014 meeting.
Keith Trainer made a motion to approve the minutes as presented. Les Bird seconded. Motion passed.
4. Consider action to appoint the Chairman and Vice-Chairman of the Civil Service Commission.
Les Bird made a motion to appoint Keith Trainer as the Vice-Chairman of the Civil Service Commission.
Keith Trainer seconded. Motion passed.
5. Consider approval or other action concerning the appeal of certain test questions missed by a
candidate during the Police Sergeant Promotional Examination that was administered on
December 9, 2014, in accordance with the Chapter 143 Local Government Code,and The City of
La Porte Police Officers' Civil Service Rules and Regulations.
Question 69, appealed by Officer Briscoe: Vice-Chairman Keith Trainer made a motion to keep the
answer the same as the original test key. Les Bird seconded. Motion passed unanimously.
Question 72, appealed by Officer Briscoe: Les Bird made a motion to keep the answer the same as the
original test key. Vice-Chairman Keith Trainer seconded. Motion passed unanimously.
Question 79, appealed by Officer Briscoe: Vice-Chairman Keith Trainer made a motion to keep the
answer the same as the original test key. Les Bird seconded. Motion passed unanimously.
Question 91, appealed by Officer Briscoe: Officer Briscoe withdrew appeal.
Question 93,appealed by Officer Briscoe and Office Boles:Vice-Chairman Keith Trainer made a motion
to allow more than one correct answer, with A and C both being correct. Les Bird seconded. Motion
passed unanimously.
Question 98, appealed by Officer Phelan: Vice-Chairman Keith Trainer made a motion to keep the
answer the same as the original test key. Les Bird seconded. Motion passed unanimously.
6. Consider approval or other action regarding repealing Section 10.28, Certification of
Promotional Eligibility List of the City of La Porte Police Officers' Civil Service Rules and
Regulations, due to conflict with Local Government Code 143.036(h).
Vice-Chairman Keith Trainer made a motion to repeal Section 10.28. Les Bird seconded. Motion
passed.
7. Consider approval or other action concerning the certification of the Promotional Eligibility
Sergeant list from the test conducted on December 91h, 2014.
Les Bird made a motion to approve the Promotional Eligibility Sergeant list. Vice-Chairman Keith
Trainer seconded. Motion passed.
8. Consider approval or other action concerning the certification of the Promotional Eligibility
Lieutenant list from the test conducted on December 9th, 2014.
Les Bird made a motion to approve the Promotional Eligibility Lieutenant list. Vice-Chairman Keith
Trainer seconded. Motion passed.
9. Administrative Reports
There were no administrative reports.
10. Board Comments — Matters appearing,on the agenda; Inquiry of staff regarding specific factual
information or existing policy
There were no board comments.
11. Adjournment
At 2:04 pm, Les Bird made a motion to adjourn the meeting. Vice-Chairman Keith Trainer seconded.
The motion passed unanimously.
