Census 2000
Complete Count Committee Meeting
Minutes of October 17, 1999
Members Present: Tim O'Connor, Mark Snider, Tom Rafferty, Marlin Fenn, Vicky
Abshire, Beth Rickert and Joeena Davis.
Members Absent: Tom Rawls, Kathy Alberts, Ada Bowen, Wayne Speazs, Susan Parastaz,
Steve Jacks, Randy Gilchrist, Lorraine Jeffery, Colleen Hicks, Linda
Barley, Debra Kurz and Jeannie Zemanek.
Others Present: Gwen Goodwin, Census Bureau Representative
City Staff Present: Martha Gillett and Masood Malik.
I. Call to Order.
Masood Malik called the meeting to order at 6:10 P.M.
II. Consider approving minutes of regular meeting on September 21, 1999.
A motion was made by Tim O'Connor to approve the minutes as presented, noting one
correction on the spelling of his name.
Mark Snider seconded the motion. The motion carried unanimously.

III. Discuss Action Plans for Subcommittees
Tim O'Connor provided the committee with a report from the Media Sub-committee.
Mr. O'Connor indicated his committee did not feel it was necessary to conduct a press
conference for a city of our size. The committee will focus on working locally through
the Bayshore Sun and will utilize regional efforts of the Census Bureau. It was suggested
that the committee utilize 8:30 AM and Channe162 for media efforts. Other azeas will
include utility bills, church newsletters and the city's web page. This sub-committee will
also work closely with the school district.
Census Bureau Representative Gwen Goodwin distributed posters to be utilized for
helping to promote the Census Count. She advised the group she could provide
additional posters if they were needed.
It was reported Chamber President Colleen Hicks is compiling a list of youth associations
for the use of the media sub-committee.

Mr. O'Connor distributed a report and advised the group he would like to set a date for a
special sub-committee meeting.
Gwen Goodwin informed the committee they needed to consider and bethinking about
Questionnaire Assistance Center Locations.
Tim Snider provided a report from the business committee. In addition, he presented the
group with a flyer that can be distributed to citizens. The committee discussed the flyer
and offered Mr. Snider a few additional areas to be noted in the flyer. Mr. Snider advised
the group the business committee would be working closely with the media sub-
committee. This committee will work with the Chamber of Commerce on mail outs and
work with other businesses in the community to help promote the Census Count.
Vicky Abshire suggested businesses get a stamp that reads "Census 2000" to stamp sales
receipts as citizens make purchases at local businesses.
Jo Davis offered assistance with helping promote the Census with La Porte Plant
Managers Association and EHCMA. In addition, she suggested the group provide
information through newsletters.
Beth Rickert provided a report from the Education Committee. She recently met with
Ms. Goodwin and received a packet io be utilized by school districts. She is working
with teachers to provide them the curriculum to be used in working with students. She
will also coordinate a presentation to the school board members. She will ensure the
home schooled children receive the information as well.
Vicky Abshire provided a report from the Community Based Organizations. Vicky plans
on having asub-committee meeting in December. She is working with such
organizations as Head Start, Rotary International, Neighborhood Centers and other social
organizations.
Father Tom Rafferty provided the committee with a report from the Religion sub-
committee. He announced he is resigning from the committee due to being transferred to
a Church in Houston. He has enjoyed working in the City of La Porte. Father Rafferty
will be informing the Ministerial Alliance a report so they can seek volunteers to assist
from local churches. In addition, there will be groups from churches visiting homes and
they will visit with citizens about the Census in addition to church business. He will
encourage churches to put articles promoting the Census in church bulletins and on
bulletin boards.
IV. Identify Hard To Enumerate Areas
Ms. Goodwin was pleased to report the City of La Porte did not have any hard to
enumerate areas in the last census.
V. Overview of the Census 2000 Questionnaires
Ms. Goodwin provided the committee with the long and short census forms.

She advised the group these could be copied and handed out as needed. In addition, she
announced the forms would be mailed out to citizens in mid March 2000.
The next meeting will be held on November 16, 1999 at 6:00 P.M. in the City of La Porte
Council Chambers.
VI. Adjourn
There being no further business, the meeting was adjourned at 7:45 P.M.
