2005 COMPREHENSIVE PLAN REVIEW COMMITTEE
MINUTES OF JUNE 30, 2005
COMMITTEE MEMBERS PRESENT: Betty Waters, Ed Matuszak, John Tomerlin, David Brady,
Chester Pool
MEMBER ABSENT: None
CITY STAFF PRESENT: Planning Director Wayne Sabo, City Planner Masood Malik
1. CALL TO ORDER
Meeting called to order by Chairperson Betty Waters at 7:05 p.m.
2. APPROVE MINUTES OF THE JUNE 2, 2005, MEETING
Motion by John Tomerlin to approve the minutes of June 2, 2005. Second by Chester Pool. The
minutes were approved as presented.
3. REVIEW OF THE COMPREHENSIVE PLAN, CHAPTERS 1-6
Committee Members reported progress on the topics they were assigned at the June 2, 2005,
meeting. A draft overview of Parks and Recreation efforts was submitted. Meetings with other
Department Heads to be held first week of July.
The following was noted during review of Chapters 1-6:
. Chapter 3 (Community Profile) was based on 1990 Census information. Chapter should be
updated with information from 2000 Census and beyond.
. Little to no activity has occurred with regard to annexations and public transportation.
. GIS mapping now linked to City's website. Comprehensive Plan maps can be updated
online.
. Emphasis placed on need to develop land surrounding Golf Course area.
. Business Development Guide in draft form.
. Overpass @ RR and Fairmont Pkwy has been let for construction.
. Standards have been improved due to adoption of Public Improvement Criteria Manual.
. Safe Walk to School Project underway.
. Chapter 2, Goal 9.3 to recognize manufactured homes as a viable housing option:
Discussed difference between manufactured/modular housing being allowed in residential
districts and mobile homes being allowed in MH district.
. City to provide Committee with the number of abandoned houses demolished in past five
years.
. City Utility Maps are being updated by staff and are available for review.
. Add updated School District student enrollment numbers.
. Check possibility of additional streetlights for the City's Northside Neighborhood.
. Noticeable improvement on City's Northside due to construction of 11 new homes with
HOME Grant.
. Truck traffic has increased along Barbour's Cut Blvd. Bayport expansion will contribute to
even more truck traffic through City. Staff will provide truck route map for committee to
review routes.
. Correct clerical error on Page 5-11, Federal Highways (second sentence): IH 10 should be
9.2 miles north of La Porte and IH 610 should be 10.2 miles west of La Porte.

. Review land use along Underwood Rd. and South Broadway for possible zone changes to
correct existing nonconformities.
. Update improvements to drainage channels.
. Re-emphasize Chapter 4, Goal 4.1, Policy 1: Create a positive public-private partnership to
encourage sustainable development within the existing city limits and particularly the existing
service area of municipal infrastructure.
. Emphasize benefits of 4-B Corporations as funding mechanism for economic development.
4. DISCUSSION AND INPUT
Committee discussed dates for upcoming meetings. The next meeting will be July 18th at 7:00 p.m. in
Conference Room B. Committee will review Chapters 7-13.

Chairperson Waters adjourned the meeting at 8:50 p.m.
