HomeMy WebLinkAbout07-18-05 Comprehensive Plan Review Committee Meeting minutes 2005 COMPREHENSIVE PLAN REVIEW COMMITTEE MINUTES OF JULY 18, 2005 COMMITTEE MEMBERS PRESENT: Betty Waters, Ed Matuszak, John Tomerlin, David Brady MEMBER ABSENT: Chester Pool CITY STAFF PRESENT: Planning Director Wayne Sabo, City Planner Masood Malik 1. CALL TO ORDER Meeting called to order by Chairperson Betty Waters at 7:00 p.m. 2. APPROVE MINUTES OF THE JUNE 30, 2005, MEETING Motion by John Tomerlin to approve the minutes of June 30, 2005. Second by Ed Matuszak. The minutes were approved as presented. 3. SUMMARY OF THE COMPREHENSIVE PLAN, CHAPTERS 1-6 Committee Members reported further progress made on their assigned topics. An overview of Parks and Recreation, Planning/ Engineering, and Inspection Division efforts was submitted; however a final draft will be reviewed by City Manager prior to its presentation to the Committee. The following was noted during the discussion: . The language of the Comprehensive Plan is redundant, distorting objectives and goals that should be clear. 147 demolitions have been carried out within the last five years. Reagan McPhail will be updating on Chapter 8 next meeting. Consideration is being given to updating the Water Master Plan as well as the Sewer Master Plan. Thoroughfare Plan is under review. Truck routes will most likely require a separate meeting. Discussion of four Main Street District components: ~ Design Commission ~ Economic Re-structuring ~ Promotion ~ Organization/ Marketing Evaluation of possible conflicts in land use (Ex: Shaw property, which falls under three different zoning ordinances). Differences in zoning of Main Street District vs. Main Street Overlay area specified. Importance and potential of Heritage Tourism stressed. Possible creation of a Historic District along the bay, made to adhere to very specific zoning restrictions to allow the city to shape the aesthetic mold of the area while preserving local heritage. Other Economic Development efforts were discussed: capitalizing on industry for tourism purposes (industry museum), a Bed and Breakfast zone, etc. Issue of hurricane preparedness was visited, prompting discussion on whether or not the city's current codes would inhibit the re-building process that would take place post-hurricane. Update on actions taken thus far to fulfill Chapter 9 of the Comprehensive Plan: ~ OBJ 9.2e- Assisted living apartments planned. ~ OBJ. 9.5a- 'E' Street development of a park, providing a buffer. . . . . . . . . . . . . 2005 Comprehensive Plan Review Committee Minutes of July 18, 2005 Page 2 of 2 >- Re-writing of multi-family regulations. · Wayne Sabo will provide layered demographics map soon. · Comprehensive Plan maps will be updated to reflect current boundaries. · Deannexation of northern land was mentioned briefly. 4. REVIEW CHAPTERS 7-13 Review of these chapters is underway and will be presented at the next meeting. Staff is still working on chapters 8, 9, 10, and 12. LPISD map will be added. Existing Truck Route Map was made available for review and further discussion will be held at the next meeting. 5. DISCUSSION AND INPUT Mr. Weems' proposed condominium/ hotel project was mentioned to bring about discussion on the specific direction the city will be taking in new development. Committee discussed dates for upcoming meetings. The next meeting will be August 1st at 7:00 p.m. in Conference Room B. Committee will review summary of all chapters of the Comprehensive Plan. 6. ADJOURNMENT Chairperson Waters adjourned the meeting at 9:00 p.m.
