HomeMy WebLinkAbout08-15-05 Comprehensive Plan Review Committee Meeting 2005 COMPREHENSIVE PLAN REVIEW COMMITTEE MINUTES OF AUGUST 15, 2005 COMMITTEE MEMBERS PRESENT: Betty Waters, Ed Matuszak, Chester Pool, David Brady MEMBER ABSENT: John Tomerlin CITY STAFF PRESENT: City Planner Masood Malik, Jeff Suggs, Debra Dye 1. CALL TO ORDER Meeting called to order by Chairperson Betty Waters at 7:05 p.m. 2. APPROVE MINUTES OF THE AUGUST 1, 2005, MEETING Motion by Chester Pool to approve the minutes of August 1, 2005. Second by Ed Matuszak. The minutes were approved as presented. 3. REVIEW LAND USE PLAN The following was noted during the discussion: o Land use plan was temporarily overlooked to move on to the next item on the agenda. 4. UPDATE ON MAIN STREET DISTRICT- DEBRA DYE The following was noted during the discussion: o Visual aspects of long-term Comprehensive Plan Objective will become apparent in an estimated 3-5 years. o Empty lots along Main Street have been mapped using GIS in order to be marketed for development. o Issues that need to be more firmly addressed include usage restrictions in the Main Street District and creation of Architectural Standards. o Marketing analysis was suggested again for the proposed bed and breakfasts. o The Committee will be prepared next week to comment on the Main Street Recommendation. 5. REVIEW PUBLIC SAFETY PLAN- JEFF SUGGS o LEPC has new, stricter, requirements for Industry to comply with in training and education. o Educating the youth of La Porte is priority, and is implemented in the following ways: -Flyers (paid for by LEPC) go out to all the Elementary schools in September. -Safety Fair takes place in October. -Wally Wise, the turtle, serves as the mascot for the shelter-in-place program, and tours elementary schools for approximately two weeks a year. -New-hire teachers as well as established school staff are required to go through shelter-in- place training. o Two new dispatchers have been added to the City staff, ensuring 3 dispatchers on shift at all times in Police, Fire, and EMS. 2005 Comprehensive Plan Review Committee Minutes of August 15, 2005 Page 2 of 2 o Dispatch system will be changed within 3 or 4 months to allow every mode of communication to the citizens to be activated within 2 minutes of an alarm. o A 'Natural Disaster' section has been added to the Library. o Remote wind indicators with remote access have been added to 10 locations throughout the City. o Intend to communicate with Transtar to gain access to traffic monitoring cameras along SH146 and SH 225. o Phone access to citizens in case of emergency improved due to access to the County 9-1-1 phone registry, which contains unlisted numbers and new numbers. 6. DISCUSS SUMMARY OF COMPREHENSIVE PLAN, CHAPTERS 1-13 o Department reviews of each chapter have been completed and submitted to the Committee. o Figures of City expenditures were submitted to the Committee, as requested in the previous meeting. o The Committee will need time to look over the information that has been submitted to them. o Discussion was had on different methods to review the Comprehensive Plan. 7. ADMINISTRATIVE REPORTS o There were none. 8. COMMITTEE COMMENTS o Specific focus needs to be maintained on City accomplishment of Comprehensive Plan goals and objectives.
