Comprehensive Plan Update
Steering Committee
Minutes of January 25, 1999
Members Present: David Brady, Deotis Gay, Martha Love, Pat Muston, Chester
Pool, Imogene Pulleine, John Tomerlin, Betty Waters, John
Paul Zemanek
Members Absent: Roy Baldwin, Peter Griffiths, Barbara Jenks, Brian Moore,
Steve Valerius, Gary Wigginton
City Staff Present: Doug Kneupper, Masood Malik, Peggy Lee
Oath of Office administered to John Paul Zemanek by Peggy Lee, prior to start of
meeting.
I. Call to Order.
Meeting called to order at 7:00 PM by Vice -Chairperson Betty Waters.
It. Consider Approval of January 14, 1999, Minutes.
Motion by Martha Love to approve the January 14, 1999, Minutes.
Second by David Brady. All were in favor and the motion passed.
III. Receive Citizen Comments Regarding Assets, Issues, Improvements
and Priorities.
No citizens were present for comment.
IV. Discuss Preparation of Goals and Objectives.
Bret Keast distributed copies of "Introduction to Land Use Planning" to the
Committee. They discussed sample policy guidelines as they relate to six
land use planning categories. The Committee identified the top three
policy guidelines in each of the following categories:
General Land Use
1. Neighboring land uses should not detract from the enjoyment or
value of properties.

2. Floodplain areas should not be encroached upon by future
development unless there is compliance with stringent Floodplain
management practices.
3. Potential land use impacts should be considered (noise, odor,
pollution, excessive light, traffic, etc).
Residential Land Use
1. Houses should have direct access to residential streets but not to
primary streets.
2. Residential areas should not be next to industrial areas.
3. Close to schools, parks and community facilities.
Commercial Land Use
1. Large commercial centers should be located along major
thoroughfares which are designed and constructed to
accommodate heavy traffic.
2. Include a mixture of shopping malls, commercial strip centers, free-
standing commercial sites (restaurants and gasoline stations), and
neighborhood stores.
3. Parcels should be large enough to accommodate commercial use
and buffers should separate commercial and residential areas.
Industrial Land Use
1. Good access to truck routes, hazardous material routes and
railroads.
2. Should be targeted in selected industrial development areas.
3. Should not be directly adjacent to residential areas and should be
separated from other uses by buffers.
Parks and Open Soace
1. Parks should be evenly dispersed throughout the city and include
larger community parks and smaller neighborhood parks.

2. Parks and open space may be used to buffer incompatible land
uses.
3. There should be linkages between parks, schools, employment
centers and residential areas.
Maior Community Facilities
1. Should be centrally located in easily accessible areas within the
community.
2. Downtown should be enhanced as a civic and cultural
entertainment/tourism center.
3. Should be located adjacent to major streets to accommodate traffic.
Vice -Chairperson Waters called for a short break at 7:50 PM. Meeting
resumed at 8:00 PM.
The Committee discussed at length, existing land use within the City and
made draft revisions to the current land use map.
VII. ADJOURN
Vice -Chairperson Waters adjourned the meeting at 9:30 PM.
