Comprehensive Plan Update
Steering Committee
Minutes of March 17, 1999

City Staff Present: Doug Kneupper, Peggy Lee
I. Call to Order.
Meeting called to order at 7:00 PM by Chairperson Steve Valerius.
II. Consider Approval of February 24, 1999, Minutes.
Motion by Martha Love to approve the February 24, 1999, Minutes. Second by Betty
Waters. All were in favor and the motion passed.
III. Receive Citizen Comments.
Ed Matuszak, from the audience, simply stated he was happy to be there.
IV. Review Parks and Recreation Element.
Bret Keast introduced Jim Klein, of RUST Environment & Infrastructure. Mr. Klein
distributed copies of the Utility Infrastructure System element of the Comprehensive Plan
and gave a brief overview of the City’s infrastructure systems analysis.
With regard to the City’s wastewater collection system, the wastewater plant has the
capacity to serve the City’s needs, however, infiltration appears to be a significant
problem. A recommendation will be made to have an inflow/infiltration study performed.
Another recommendation will be made to look at the Northwest La Porte area to find a
more effective way to route sewer in that area.
With regard to the City’s water system, there seems to be ample supply and storage
capabilities.
Mr. Keast reviewed the “Parks and Recreation” element of the Comprehensive Plan with
the Committee.
It was suggested the City look into utilizing the area where roads end at Galveston Bay
for mini parks.
Mr. Keast noted there would be an easier numbering system incorporated in the Plan’s
format.
Mr. Matuszak, from the audience, asked if the subject of neighborhood centers or
community centers had been addressed. His concern was that there is currently a lack
of facilities where clubs and organizations can conduct meetings. The committee
agreed that was needed and asked that it be included in the Plan.
The Committee discussed the idea of planning for a breakwater in Galveston Bay.
Everyone agreed it should be included in the Plan.
Mr. Matuszak asked the Committee to consider including installation of golf cart paths
located in strategic areas that could be utilized primarily by the aging population as a
general means of transportation. Mr. Keast noted that twin paths would be necessary in
order to separate the golf cart/bike traffic from walkers/joggers. The Committee agreed
that it was a good idea and if possible, should be encouraged.
V. ADJOURN
Chairperson Valerius adjourned the meeting at 8:30 PM.
The next meeting is scheduled for March 31st.
