Call to Order. Meeting called to order at 7:10 PM by Vice-Chairperson Betty Waters. II. Consider Approval of April 7, 1999, Minutes. Motion by Martha Love to approve the April 7, 1999, Minutes. Second by Imogene Pulleine. All were in favor and the motion passed. III. Receive Citizen Comments. There were none.
IV. Review Residential Development Element.
Bret Keast led the review of the Residential Development Element with the Committee. The following changes, additions, and deletions were suggested to the draft document: Objective 9.1a Change Policy 1: Delete “strive to”. Change Action 4: Delete “Develop” and replace with “Continue”. Objective 9.1b Change Policy 1: Add “actively” coordinate. Objective 9.2b: Add “Continue to” facilitate volunteer programs…. Add Action 4: Continue to actively support, financially or otherwise, programs such as Habitat for Humanity and other housing programs.
Add Action 5: Develop a public information program to notify citizens of ongoing housing projects.
Objective 9.3b Change Action 2: Add …develop standards pertaining to “structural integrity, habitability and” the appearance…
Goal 9.5 Delete “attractive” and replace with “aesthetically pleasing”. Change Action 2: Add “Continue to” enforce housing codes… Goal 9.6 Add and create livable “and safe” neighborhood…
Change Action 4: Delete “bergs” and replace with “berms”. Add Action 7: Encourage neighborhood watch programs to create safe
neighborhoods. Objective 9.6b
Change Action 1: Delete “Amend the Zoning Ordinance” and replace with “Continue”.
Create a rural residential area on the Land Use Map for the Lomax area. Make note on base map that information is based on 1990 census data. Page 3-20, last bullet under “Neighborhood Planning Program”: Delete “forum” and replace with “mechanism”. Previously discussed: Mr. Kneupper distributed copies of Ordinance #98-2287, which repeals references in the Comprehensive Plan recommending the extension of Farrington Boulevard. The
ordinance also states that the Comprehensive Plan Study Committee is to recommend whether the project will be included in the City’s updated Comprehensive Plan. Mr. Kneupper noted that several staff members dealing with emergency response, and
representatives from the school district would like the opportunity to come before the Committee to explain their reasons for favoring the Farrington extension.
Betty Waters and others expressed disappointment to just learn that the ordinance charged the committee with making a recommendation. There was a general concensus of all members present that public input had already been received and that any other interested parties could be heard at the Planning and Zoning Commission level. V. Discuss Upcoming Meeting Dates. Next meeting is scheduled for May 13th. VI. Adjourn. Motion by John Tomerlin to adjourn. Second by Martha Love. Meeting adjourned at 9:15 PM.
