Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:00 p.m. Committee Members Present: Councilmembers: Tommy Moser, Chuck Engelken, Howard Ebow, Chairman Mike Mosteit, and Vice Chairman Mike Clausen Committee Members Absent: Members of City Employees Present: Assistant City Secretary Sharon Harris, City Manager Ron Bottoms, Assistant City Manager John Joems, Director of Public Works Steve Gillett, City Engineer Rodney Slaton, and Planning Director Wayne Sabo. Others present: John Saavedra, John Randolph, Adam Yanelli, Doug Bryant, Thomas Menefee, Patricia Clark, Roxana Mouton, Margaret Compton, Anna Rivera, Richard and Ellen Winn, Charles Nute, David Janda, Leon Waters, James and Pat Miller and other citizens. 2. Consider approval of Minutes of Drainage and Flooding Committee held December 3,2007. Motion was made by Committee Member Engelken to approve the minutes as presented. A second by Committee Member Clausen. The motion carried. Ayes: Tommy Moser, Mike Mosteit, Chuck Engelken and Mike Clausen Nays: None Abstain: None Absent: Howard Ebow The next item was taken out of order 7. Discuss Harris County Flood Control District performance of the Maintenance Project on Little Cedar Bayou John Randolph with Harris County Flood Control District provided a report to the committee on the F1 01 Project. Harris County Flood Control District will perform a project to remove the culvert structure at the F101 Project. Mr. Randolph also reported Harris County Flood Control District Staff will meet with the City Staff to discuss Maintenance on Little Cedar Bayou the early part of next week. John Saavedra of Precinct 2 requested to be notified of the meeting to attend with Harris County Flood Control District and City Staff. Mr. Randolph was requested to report back to the committee on the detention pond located near Summerwinds Subdivision. 3 Petitions, Remonstrances, communications, and citizens and taxpayers wishing to address the Flooding and Drainage Committee. Thomas Menefee - 1709 Alvy Dr. La Porte, TX 77571 - addressed the committee with concerns he has regarding the drainage channel flooding. 4. Review and discuss Pipeline Ordinance No. 2004-2755 for the City of La Porte The committee reviewed and discussed Pipeline Ordinance No. 2004-2755 for the City of La Porte. The committee directed staff to bring the Pipeline ordinance back to full City Council for possible amendments to require Pipeline Companies to provide the City of La Porte with information on emplaced pipelines gained during new construction. Planning Director Wayne Sabo also added the Pipeline ordinance should also be amended to have severe weather notification procedures incorporated to have the City of La Porte's Engineering Division go out to jobsites prior to heavy rains and have companies secure their equipment and pull mats out of the channels where work is being performed. The Committee directed staff to research the possibility of requiring Pipeline Companies to post bonds during construction to repair streets that are not rated for truck traffic but are being used and damaged by trucks during pipeline construction. Planning Director Wayne Sabo informed the committee he has verified the contact names and phone numbers of the Pipeline Companies for a future meeting with the committee. Staff was directed to research the truck loads of the Pipeline Companies and hours of operation on City streets. 5. Discuss and consider making possible recommendation to City Council for approval of a qualified respondent to Request for Qualification Statement No. 08601 for Professional Engineering Services for the City-Wide Drainage Study Planning Director Wayne Sabo presented a memo and the summary tabulation performed by the Selection Committee of the Requests for Qualification Statement No. 08601 for Professional Engineering Services for the City-Wide Drainage Study. The Selection Committee selected Klotz as the top respondent of the Requests for Qualification Statement No. 08601 for Professional Engineering Services for the City-Wide Drainage Study. The Drainage and Flooding Committee complimented staff and directed them to move forward. 6. Discuss and consider making possible recommendation to City Council for passage of an ordinance prohibiting creation of wakes on flooded streets by operation of vehicles at unreasonable speeds. Planning Director Wayne Sabo presented a draft ordinance prohibiting creation of wakes on flooded streets by operation of vehicles at unreasonable speeds for discussion to the Drainage and Flooding Committee. The committee discussed enforcement of the ordinance and notification to the public after making recommendation to City Council for passage. The committee directed staff to move forward and present to City Council at the January 14th meeting for consideration. 8. Administrative Reports Receive reports from City Staff, Harris County Flood Control District and Harris County Precinct Two City Engineer provided the committee with an update on the process of the Short Term Projects. Survey data has been completed and two of the projects are in the design phase. John Saavedra of Harris County Precinct Two provided the committee a report. The drainage project at Spencer Highway and Valley Brook has been forwarded to the County's Infrastructure Division for study and design. 9 . Set date for next meeting The Drainage and Flooding Committee set the next date for February 11 J 2008 at 5:00 p.m. in the Council Chambers. 10. Committee Comments. The committee had comments. 11. Adjournment. Director Harris County Flood Control District 9900 Northwest Freeway Houston, Texas 77092 Re: F216-00-00 Channel Maintenance Mr. Talbott: City of La Porte staff met with Mr. John Randolph, Senior Project Coordinator, of your office to discuss maintenance needs on F216-00-00, also known as Little Cedar Bayou. The city is concerned with the overgrown condition of this facility east of South 8th Street to South Broadway (Old SH 146). It is requested that the District consider removing underbrush and debris from the channel, and clear underbrush, cut back the tree canopy and selectively remove trees from the channel banks to provide for unobstructed flow of this reach of the channel to Galveston Bay. It is further requested that the District perform this maintenance on an annual basis. The City of La Porte will remove and dispose of all debris removed and hauled to an accessible location on adjacent property. City staff will work with your staff to facilitate access and to identify a suitable location to stage debris removal. Removal and disposal by the city also applies to annual maintenance efforts. Should the District agree to provide the requested maintenance, please contact Mr. Steve Gillett, Director of Public Works, at 281-471-9650 to discuss the schedule for completion and debris locations for removal and disposal operations. I know that the cost will be somewhat expensive, but again, the peace of mind will be worth the expense. I propose to build a retaining wall 30 inches high around my house. The wall will be connected to the existing walls and would fall under the roof overhang. In the event of a flood, drop in gates will be used at the front and back doors of my home. Construction would consist of a reinforced footing, topped by standard construction blocks, with a solid cap. The interior of the wall will be filled with concrete to aid strength and help prevent seepage. My family and I could use the assistance of the city in planning and approving such a construction, if in fact the city needs to be invo lved. Also, I understand there might be a Federal Grant issue involved in such and endeavor. Hopefully, this is the case. We would appreciate any help that can be provided.
