Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:03 p.m. Committee Members Present: Council Members: Tommy Moser, Chuck Engelken, Chairman Mike Mosteit, Howard Ebow and Vice Chairman Mike Clausen Committee Members Absent: None Members of City Emplovees Present: Assistant City Secretary Sharon Harris, City Manager Ron Bottoms, Assistant City Manager John Joerns, Police Chief Richard Reff, Economic Development Coordinator Gretchen Black, Assistant Utility Superintendent Ray Mayo, and City Engineer Rodney Slaton. Others present: Adam Yanelli, John Handy, Doug Bryant, Richard Smith, Roxana Mouton, Margaret Compton, Jim Stout, Donald L. Davis, Charles Nute, David Janda, Don Killen and other citizens. 2. Consider approval of Minutes of Drainage and Flooding Committee held January 7, 2008. Motion was made by Committee Member Engelken to approve the minutes as presented. A second by Committee Member Ebow. The motion carried. Ayes: Tommy Moser, Mike Mosteit, Chuck Engelken, Howard Ebow and Mike Clausen Nays: None Abstain: None Absent: None 3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the Flooding and Drainage Committee. Doug Bryant - 10908 Spruce Drive South La Porte, Texas 77571- addressed the Drainage and Flooding Committee with concerns of the new development of a hotel and strip center on Fairmont Parkway at Driftwood. Jim Stout - 630 N. 13th La Porte, Texas 77571 addressed the Drainage and Flooding Committee with concerns of drainage in the city. He also distributed a letter for proposed construction of a retaining wall at his home. Donald L. Davis - 3621 E. Desert Drive La Porte, Texas 77571 - addressed the Drainage and Flooding Committee regarding drainage in Summerwinds Subdivision and the F 109 Ditch. 4. Discussed Phase I scope of work and timeline for Klotz and Association Professional Engineering Services for the City-wide Drainage Study. Assistant City Manager John Joerns discussed the scope of work and timeline for Klotz and Association Professional Engineering Services for the City-Wide Drainage study. Draft Letter Report # 1 will be reviewed at the next Drainage and Flooding Committee meeting. Assistant City Manager John Joerns reported the Draft Master Drainage Plan will be due in 105 days. Committee member Tommy Moser requested staff to provide Klotz and Associates with a copy of the 1983 Drainage Survey by O'Malley and Clay. 5. Administrative Reports Assistant City Manager John Joerns reported the study from the University of New Orleans is due to go citizens that have flooded. Mr. Joerns also reported staff has met with Harris County Flood Control District regarding maintenance of Little Cedar Bayou from Eight Street to Broadway. City Engineer Rodney Slaton reported on the Short Term Drainage Projects. During the report Rodney informed the Driftwood Project will be due in two weeks. Chairman Mosteit requested staff to bring back to the next Drainage and Flooding Meeting discussion of right-of-way in the Creekmont Subdivision. John Saavedra of Precinct Two reported a design for Glen Meadows Subdivision is in process. 6. Set date for next meeting The Drainage and Flooding Committee set the next date for March 10, 2008 at t 5:00 p.m. in the Council Chambers. 7. Committee Comments. The committee had comments. 8. Adjournment.
