Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:02 p.m. Committee Members Present: Council Members: Chairman Mike Mosteit, Vice Chairman Mike Clausen and Committee Members Chuck Engelken, and Tommy Moser Committee Members Absent: Howard Ebow Members of City Employees Present: Assistant City Secretary Sharon Harris, City Manager Ron Bottoms, Director of Public Works Steve Gillett, Director of Parks and Recreation Stephen Barr, City Engineer Rodney Slaton, Judge Denise Mitrano, and Assistant Fire Chief Donald Ladd. Others present: Gary Struzick of Klotz and Associates, John Boerstler of Congressman Nick Lampson's Office, Adam Yanelli, John Saavedra, John Randolph, Doug Bryant, Richard Smith, Margaret Compton, Charles Nute, John (Jack) E. Consider approval of Minutes of Drainage and Flooding Committee held February 18, 2008. Motion was made by Vice Chairman Clausen to approve the minutes as presented. A second by Committee Member Moser. The motion carried. Ayes: Tommy Moser, Mike Mosteit, and Mike Clausen Nays: None Abstain: Chuck Engelken Absent: Howard Ebow 3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the Flooding and Drainage Committee. Margaret Compton - 10901 Dogwood Dr. La Porte TX. 77571 - did not wish to speak, but distributed a handout with a letter and photos of flooding in her Fairmont Park East Subdivision. Patricia Clark - 3817 Ashwood Circle, La Porte, TX. 77571 - addressed the committee regarding the hotel development at Fairmont Parkway and Driftwood and resolving drainage and flooding concerns in her Fairmont Park East Subdivision. John Peters - 10832 Dogwood Dr. - La Porte, TX. 77571 addressed the committee in regards to when actual improvements for drainage and flooding situation in the Fairmont Park East Subdivision will begin. Chae S. Catlin - 10935 Birch Dr. La Porte, TX. 77571 informed the committee she likes being a citizen of the La Porte community but would like to see actual improvements from the city on the drainage and flooding issues. 4. Receive report from City Staff on obtaining right-of-way on property in the Creekmont Subdivision. Director of Public Works Steve Gillett reported to the committee options for obtaining right-of-way on property in the Creekmont Subdivision. Mr. Gillett informed the committee proper flow of the storm sewer system would have to be coordinated with Harris County Precinct Two. The committee inquired of the projected cost of the project and if it would be performed by City Staff. The committee directed staff to contact Harris County Precinct Two and move forward with the project obtaining right-of-way on property in the Creekmont Subdivision. 5. Receive an update from City Staff on Short Term projects in the City of La Porte for Drainage and Flooding. Director of Public Works Steve Gillett and Gary Struzick of Klotz Associates reported on five locations of Short Term Projects: Catlett Drive, the parking lot of Creekmont Park, Driftwood Drive, Fleetwood Drive, and Glen Meadows. 6. Administrative Reports. John Randolph with Harris County Flood Control District reported the county is moving forward with the F1016 project and waiting funding to actually begin the project. Mr. Randolph also reported the Director has updated photos he requested of the Little Cedar Bayou project and is reviewing to see the amount and details of work to be performed Harris County Flood Control District. John Saavedra with Harris County Precinct Two reported they are expecting drawings for the sewer design on Spencer at the end of the month and within 45-60 days afterwards bids are expected to go out for construction. Mr. Saavedra also informed he will be awaiting information from City Staff to begin assistance with the Creekmont property right-of -way project. 7. Set date for next meeting The Drainage and Flooding Committee tentatively set the next meeting date for March 25, 2008 at 5:00 p.m. in the Council Chambers. The committee directed City Staff to bring the City-Wide Drainage Study Letter Report #1 to the next meeting for review and discussion. The committee also directed City Staff to provide and maintain a list of the Short Term and Long Term Projects from City Staff, Harris County Flood Control District, and Harris County Precinct Two in each of the committee members Drainage and Flooding meeting binders. The lists are expected to provide detail, proposals and a status of each project. 8. Committee Comments. The committee advised staff to being actual work and moving forward with Short Term and Long Term Projects in the City of La Porte for Drainage and Flooding 9. Adjournment. There being no further business to come before the Committee, the meeting was adjourned at 6:02 p.m. Respectfully submitted, y~t Cc'Lf1 C \_Jkc 'l.iLc{) Sharon Harris, TRMC Assistant City Secretary 4 5 No Back-up required for this item 6 CITY OF LA PORTE PUBLIC WORKS DEPARTMENT Memo To: Drainage and Flooding Committee From: Steve Gillett, Director of Public Works CC: Ron Bottoms, City Manager Date: March 18, 2008 Re: Status Report - Short- Term Drainage Projects As of this date, the following actions have been taken on short-term solutions to drainage problems, as previously identified by the Planning Department. 1. Catlett Lane Pavement Replacement - The identified solution is to remove approximately 94 feet of pavement and reconstruct to a lower elevation to provide a sheet flow path from the intersection to Big Island Slough. The city has contracted with Texcor to perform this work. Work to date includes mobilization, utility location (primarily SWB) and initial excavation of the outfall. Removal of pavement, excavation of subgrade and replacement of pavement will follow. Estimated completion time is 30 days, weather permitting. Additionally, as previously reported, a separated inlet lead has been repaired, and slotted manhole covers have been placed on all four inlets to aid in runoff from the intersection. 2. Creekmont Park Overflow Path - The identified solution is to construct inlets at the south end of the parking lot and construct an underground storm sewer system northward to a yet to be identified easement to North H Street, connecting to the existing storm sewer system draining Underwood Road, eastward to Big Island Slough. Klotz has received original construction drawings and the area drainage plans for this portion of Underwood to determine if the existing system can handle the additional runoff. The City Manager's office is working on identifying the appropriate property owner(s) to obtain the necessary easement. Klotz is preparing a cost estimate to perform the necessary engineering and to coordinate the Project with Harris County Precinct 2. After design and coordination is completed, the Project will be bid. . Page 1 3. Drainage Improvements along Driftwood Drive - The initial solution included the installation of additional 36" and 60" outfall from Driftwood to the detention basin. The consultant has concluded that this proposal may not produce the desired reduction in ponding along Driftwood. Klotz recommended the construction of curb cuts and overland sheet flow paths be constructed from Driftwood into the outfall ditch (west side of Driftwood) and from Driftwood into the detention pond (east side of Driftwood) to help the street drain faster during major rainfall events. Additionally, Klotz is examining the desirability of an interconnect of the two existing outfalls from the detention pond to the outfall ditch. Works completed to date includes beginning the construction of both sheet flow structures. As of the date of this report, the east outfall is 75% complete and the west outfall is 25% complete. Klotz has not yet determined the feasibility of the interconnect. Additionally, Klotz is examining the feasibility of constructing an additional storm sewer from the Mesquite intersection with Driftwood to the outfall ditch. 4. Fleetwood Drive Outfall Pipe Upsizing - The initial proposal to enlarge and/or add additional underground outfall at the end of Fleetwood Drive at Mesquite has been tabled until additional analysis is perform by Klotz. It appears that a more effective solution would be to provide for an emergency flow path be constructed between the existing houses at this location to the outfall ditch. Additional analysis is underway by Klotz to examine as-built construction plans to determine other options. At this time, a short-term solution is not available. 5. Glen Meadows Subdivision Interceptor Inlets - The initial solution was to add additional outlets along Spencer Highway at the intersection of Valley Brook to divert runoff from Spencer into the subdivision directly to Big Island Slough. Harris County Precinct 2 is currently designing the proposed improvements, and has indicated bidding in the near future. Klotz has noted in its initial assessment that only 9 inlets are located along valley Brook, and that, during a heavy rainfall event, water ponds along the low point near Meadow Crest and results in flooding in the adjacent areas. Klotz is evaluating the feasibility of upsizing the existing outfall pipes or providing a sheet flow path between existing homes. Staff has also ordered additional slotted grates for area inlets to improve runoff. Finally, a resident has suggested angling the outfall structures downstream to improve flow into the outfall ditch. Klotz will also be examining this proposal for effectiveness. Additional information should be available at the March 25, 2008 committee meeting. .
