Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:00 p.m. Committee Members Present: Council Members: Chairman Mike Mosteit, Vice Chairman Mike Clausen and Committee Members Chuck Engelken, Tommy Moser and Howard Ebow (arrived at 5:23 p.m.) Committee Members Absent: None Members of City Employees Present: Assistant City Secretary Sharon Harris, City Manager Ron Bottoms, Assistant City Manager John Joerns, Emergency Management Assistant Kristin Goutier, Director of Public Works Steve Gillett and City Engineer Rodney Slaton Others present: Gary Struzick and Jorge Gutierrez of Klotz and Associates, Adam Yanelli, John Saavedra, John Randolph, Doug Bryant, Richard Smith, Margaret Compton, Charles Nute, John (Jack) E. Peters, Cheryl Westermoreland, Patricia Clark, Kirby and Betty Cardenas, Richard and Ellen Winn, Don Killen, Charles Rothmund, Bob Klassen, Joe Rodriquez, George and Yvette Houth, Matt Shipwash, Manual and Linda Maldonado and other citizens. 2. Consider approval of Minutes of Drainage and Flooding Committee held March 10, 2008. Motion was made by Committee member Engelken to approve the minutes as presented. A second by Committee Member Clausen. The motion carried. Ayes: Tommy Moser, Mike Mosteit, Mike Clausen, and Chuck Engelken and Howard Ebow Nays: None Abstain: None Absent: None 3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the Flooding and Drainage Committee. Ellen Winn - 5201 Meadow Crest La Porte, TX - 77571 addressed the committee regarding flooding of homes in her Glen Meadows Subdivision. William Cain - 1141 Willow Creek - La Porte, TX - 77571 - addressed the committee concerning the development in Deer Park causing his neighborhood to flood. He also inquired of goals of the committee in regards to drainage and flooding situations in La Porte. Drainage and Flooding Committee Meeting Page 2 Don Killen - 10119 Catlett La Porte, TX. 77571 - expressed appreciation to the committee for recent actions on Catlett Lane to alleviate flooding. He also encouraged citizens to continue attending Drainage and Flooding Committee Meetings. Patricia Clark - 3817 Ashwood - La Porte, TX. 77571 - addressed the committee with concerns of the Planning and Zoning Commission recommending new development in the La Porte community with drainage and flooding issues. Jane Dishtowel - 515 S. Lobit - La Porte, TX. 77571 - addressed the committee regarding flooding on the Southside of La Porte and the maintenance of streets. Jimmy Marr - 1117 Willow Creek - La Porte, TX. 77571 - addressed the committee regarding flooding on his property as a result of a citizen being allowed to build up his property with dirt. 4. Discuss City Wide Drainage Study Report #1 and consider making possible recommendations to La Porte Cit y Council. Gary Struzick of Klotz and Associates provided a reported on the City Wide Drainage Study Report #1. Mr. Struzick discussed the five locations of short term projects: Catlett Drive, the Parking Lot of Creekmont Park, Driftwood Drive, Fleetwood Drive, and the Glen Meadows Subdivision. Committee member Engelken inquired if a survey of development in Deer Park and the effects of drainage in La Porte would be included in the Draft Master Drainage Plan. Committee member Moser inquired if City Staff was working with Klotz and Associates and providing assistance/information as needed. Committee member Mosteit inquired if Klotz and Associates was working with Harris County Flood Control District and Harris County Precinct Two on the F1 01, F103 and F106 Projects. Mr. Struzick reported the Draft Master Drainage Plan will be complete in May. 5. Discuss Maintenance of Detention Ponds in the City of La Porte and consider making possible recommendations to La Porte City Council. Committee member Engelken asked what the city was doing to maintain detention ponds. Mr. Engelken commented the detention ponds are not achieving to design. City Manager Ron Bottoms reported he would look into the detention ponds. 6. Discuss Short Term Projects from City Staff, Harris County Flood Control District, and Harris County Precinct Two and consider making possible recommendations to La Porte City Council. Public Works Director Steve Gillett provided a report on the following Short Term Projects. Drainage and Flooding Committee Meeting Page 3 Catlett Lane Pavement Replacement, Creekmont Park Overflow Path, Drainage Improvements along Driftwood, Fleetwood Drive Outfall Pipe Upsizing, and Glen Meadows Subdivision Interceptor Inlets. Mr. Gillett reported property owners in the Creekmont Subdivision have not been contacted to gain access to property. City Manager Ron Bottoms reported the developer of the hotel on Fairmont Parkway was out of the county and discussion to install pumps on the detention pond on Driftwood is pending. Mr. Bottoms will report back to the committee at the next meeting. Mr. Bottoms also reported he visited with City Manager Ron Crabtree regarding the development of the subdivision near Wal-mart. Mr. Crabtree informed him the project was approved by Harris County Flood Control District and water will drain to the detention pond on the North. John Randolph with Harris County Flood Control District reported the county will proceed with pipeline work on the F1016 Project. Mr. Randolph reported he has not received a response from the Director for the Little Cedar Bayou Project. John Saavedra with Harris County Precinct Two reported on bidding for improvements on Spencer Highway and Valley Brook. Mr. Saavedra informed the committee he would make sure Harris County Flood Control District reports back at the next meeting on the Little Cedar Bayou Project. 7. Administrative Reports. A. Receive reports from City Staff, Harris County Flood Control District and Harris County Precinct Two on drainage and flooding Reports received above during item 6 from City Staff, Harris County Flood Control District and Harris County Precinct Two on drainage and flooding B. Receive report on changes to Flood Plain Maps in the City of La Porte. Assistant City Manager John Joerns provided a report on Flood Plain Maps that are available on the city's website. Set date for next meeting The Drainage and Flooding Committee set the next meeting date for May 12, 2008 at 5:00 p.m. in the Council Chambers. Drainage and Flooding Committee Meeting Page 4 8. Committee Comments. The committee directed City Staff to visit with Ms. Margaret Compton regarding her letter to City Council addressing flooding in her subdivision and Ms. Jane Deshotel with her concerns of flooding on the Southside of La Porte and the maintenance of streets. The committee also requested Harris County Flood Control District confirms the project in Deer Park was approved and report back to the committee at the next meeting. 9. Adjournment.
