MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
May 12, 2008
1. Call to Order
The meeting was called to order by Chairman Mike Mosteit at 5:04 p.m.
Committee Members Present:
Council Members: Chairman Mike Mosteit, Vice Chairman Mike Clausen, Committee Members
Chuck Engelken, Tommy Moser and Howard Ebow
Committee Members Absent: None
Other Council members Present: Mayor Porter
Members of City Employees Present: Assistant City Secretary Sharon Harris, City Manager Ron
Bottoms, Emergency Management Assistant Kristin Goutier, Director of Public Works Steve
Gillett, Director of Planning and Zoning Tim Tietjens, City Secretary Martha Gillett, and City
Engineer Rodney Slaton
Others present: Gary Struzick of Klotz and Associates, John Randolph, John Black, Phillip
Hoot, Charles Nute, Cheryl Westermoreland, Kirby Cardenas, Richard and Ellen Winn, George
Houth, David Janda, Renea Garrett, Margaret Anderson, Joe Gold, Margaret Compton, Barbara
Richards, Diane Nettle, Jack E. Peters, George Whaley, Ray Covey and other citizens.
2. Consider approval of Minutes of Drainage and Flooding Committee Meeting held March 25,
2008.
Motion was made by Committee member Engelken to approve the minutes as presented. A
second by Committee Member Ebow. The motion carried.
Ayes: Tommy Moser, Mike Mosteit, Mike Clausen, Chuck Engelken and Howard Ebow
Nays: None
Abstain: None
Absent: None
3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the
Flooding and Drainage Committee.
Maggie Anderson - 909 Garden Walk La Porte, Texas 77571 addressed the committee with
concerns of drainage and flooding at Bay Pointe Townhomes and the clearing of Little Cedar
Bayou.

George Whaley -1518 Poplar Cove La Porte, Texas 77571 also addressed the committee with
concerns of drainage and flooding at Bay Pointe Townhomes and the clearing of Little Cedar
Bayou.
4. Discuss City Wide Drainage Study Report #2 and consider making possible recommendations to
La Porte City Council.
Gary Struzick of Klotz and Associates and Public Works Director Steve Gillett provided an
overview and discussed the City Wide Drainage Study Report #2
Mr. Gillett confirmed the City Wide Drainage Study Report # 2 will be available on the city's
website in a couple of days.
Mr. Gillett will provide Mr. Struzick information on rainfall events.
Report # 3 will be due in 90 days.
Committee members had the following comments and questions:
Committee member Engelken did not agree with the analysis in the Brookglen Subdivision. Mr.
Engelken voiced concerns with the overflow capacity of easements in the subdivision. He also
had questions/comments on Exhibit 3 (Watershed Map) Mr. Engelken reported the overall report
was good.
Committee member Ebow commented he likes the recommended solutions for Creekmont and
Glen Meadows Subdivisions and looks forward to action.
Committee member Moser questioned if F216 and F101 could be connected. Mr. Struzick noted
he preferred not to connect. Mr. Moser commented the report was a good.
Vice Chairman Clausen commented the report was good, but has concerns with the tail water
after it leaves La Porte and would like Mr. Struzick to coordinate with Harris County Flood Control
District to make sure everything is fine and nothing is getting backed-up.
Chairman Mosteit questioned if the sheet flow path recommendation was being used in the newly
developed areas. Mr. Struzick responded the recommendation was being used. Mr. Mosteit
noted the City Council and Committee members would like to provide input and additional
information to the Consultant. Mr. Mosteit also commented the overall report was very good and
informative.
5. Discuss Maintenance of Ditches on San Jacinto Street, East Main and other Harris County
Precinct Two streets in the City of La Porte and consider making possible recommendations to
La Porte City Council.

James Clark of Harris County Precinct Two will report back at the next meeting concerns with
East Main Street, Blocks 600 - 1000 holding water and the flooding at Barbours Cut Blvd. and
East Main.
Mr. Clark also reported drawings were received for Spencer Hwy and Valley Brook and hopes to
be out for bid within the next month.
6. Receive update from City Staff on Little Cedar Bayou clearing project and consider making
possible recommendations to La Porte City Council.
Director of Public Works Steve Gillett reported on May 7th City Staff met with Harris County Flood
Control District and conducted a site visit at the project. It was determined the flow line needs de
swaging and selective clearing to underbrush.
John Randolph with Harris County Flood Control District added he has the recommendation for
the project discussed in the field and will bring back a proposal to the city next week after
meeting with the Director of Infrastructure.
7. Receive update from City Staff on F101 Project.
John Randolph with Harris County Flood Control District reported he has a meeting this week
with the Utility Coordinator and Director of Operations to discuss the pipe line study and will have
to meet with Harris County Precinct Two that also has information on the project.
The Committee advised ditches need to be mowed more frequently than three times a year.
Chairman Mosteit requested Harris County Flood Control District and Harris County Precinct Two
to communicate the City of La Porte flooding and drainage concerns to Commissioner's Court
8. Received update from City staff regarding preliminary engineering report for Creekmont
Subdivision Park drainage.
Gary Struzick with Klotz and Associates reported he has a draft report he's not completely
satisfied with and requested a few more days to have further evaluating time.
9. Administrative Reports.
A. Receive reports from City Staff, Harris County Flood Control District and Harris County
Precinct Two on drainage and flooding

in the Council Chambers.

There being no further business to come before the Committee, the meeting was adjourned at
7:19 p.m.
