Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:00 p.m. Committee Members Present: Council Members: Chairman Mike Mosteit, Vice Chairman Mike Clausen, Committee Members Chuck Engelken, Howard Ebow and Tommy Moser. Committee Members Absent: None Other Council members Present: None Members of City Employees Present: City Secretary Martha Gillett, City Manager Ron Bottoms, Director of Public Works Steve Gillett, Director of Planning Tim Tietjens, Assistant City Manager John Joerns, and City Engineer Rodney Slaton. Others present: Michael Grove, Pat Rothermel, Rod Rothermel, George Dyer, Paul Feazelle, Ted Powell, Adam Yanelli of Bayshore Sun, Gary Struzick of Klotz and Associate, Charles Nute, Michael Collins, Richard Winn, Ellen Winn, Audis Smith, Charles Rothman, George Houth, Cheryl Westmoreland and David Yanda. 2. Consider approval of Minutes of Drainage and Flooding Committee Meeting held on October 13, 2008. Motion was made by Committee member Engelken to approve the minutes as presented. A second by Committee Member Clausen. The motion carried. Ayes: Tommy Moser, Mike Mosteit, Mike Clausen, Howard Ebow and Chuck Engelken Nays: None Abstain: None Absent: None 3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the Drainage and Flooding Committee Michael Grove shared his concerns with the drainage and flooding in Pelican Bay. He provided the committee with a map indicating 18 homes of concerns and pictures of flooding in 2007. 4. Discuss Final City Wide Drainage Study and consider making possible recommendations to La Porte City Council. Gary Struzick with Klotz and Associates presented a summary and recommendation of the Final City Wide Drainage Study to the committee and answered questions. Planning Director Tim Tietjens provided the committee with recommendations for long term goals, short term goals and goals involving other agencies. It was noted that staff will be meeting with Harris County Flood Control in the next couple of weeks. Chairman Mike Mosteit directed staff to meet with Precinct 2 prior to meeting with Harris County Flood Control. Projects include: Drainage and Flooding Committee Meeting - January 19,2009 Page 2 Pine Grove Valley, Brookglen, Fairmont Park West, Glen Meadows, Meadow Park, Fairmont Park Central, Creekmont - Section 1, Fairmont, Spencer Highway - Spenwick area, Villa Del Rancho, Battleground Estates and original La Porte. Mr. Tietjens noted that in house projects will start in July. There was discussion and overview of Drainage Policies. Staff was directed to send the report to Harris County Flood Control District and Harris County Precinct 2. There was a consensus of the committee directing staff to place this item on the January 26, 2009 Council Meeting requesting approval from Council to move forward on the twelve (12) projects. Committee member Moser requested staff to look into the issues at Pelican Bay. 5. Administrative Reports Director of Public Works Steve Gillett provided a report from Harris County Flood Control as they were not able to be present for the meeting. The Project to remove the restrictor pipe on the F101-06-00 channel will be bid next month. The clearing and brush removal project on the lower reaches of Little Cedar Bayou (F216-00-00) east of South 8th Street will resume next month. Director of Public Works Steve Gillett provided a report from Harris County Precinct 2 as they were not able to be present for the meeting. A Purchase Order in the amount of $54,760 was issued for the installation of additional inlets and storm sewer for the project located at Valley View and Spencer. Verbal approval was also received from the county for the proposed outfall at Creekmont Park. Written approval will follow. The City is still waiting for an easement to be granted by the adjacent property owner to begin construction. There was a consensus of the committee directing staff to place this item on the January 26, 2009 Council Meeting requesting approval from Council to move forward on the twelve (12) projects. 6. Set date for next meeting The Drainage and Flooding Committee set the next meeting date for February 16, 2009, at 5:00 p.m. in the Council Chambers. 7. Committee Comments Committee comments were received from Clausen, Moser, Ebow and Engelken. 8.
