Call to Order The meeting was called to order by Chairman Mike Mosteit at 5:00 p.m. Committee Members Present: Chairman Mike Mosteit, Vice Chairman Mike Clausen, Louis Rigby and Daryl Leonard Committee Members Absent: Chuck Engelken Other Council members Present: None Members of City Employees Present: City Manager Ron Bottoms, Assistant City Manager John Joerns, City Secretary Martha Gillett, Public Works Director Steve Gillett, Assistant City Secretary Sharon Harris and City Engineer Rodney Slaton, Mike Boaze and Donald Ladd. Others present: Barbara Norwine, Mr. Duson, Kim Still, Cheryl Westmoreland, Richard Winn, Ellen Winn, Margaret Compton, Mr. Rothman and a number of other citizens. 2. Consider approval of Minutes of Drainage and Flooding Committee Meeting held on August 19, 2009. Motion was made by Committee member Leonard to approve the minutes as presented. Second by Committee member Clausen. The motion carried. Ayes: Mike Mosteit, Mike Clausen, Daryl Leonard and Louis Rigby. Nays: None Abstain: None Absent: None 3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to address the Drainage and Flooding Committee. Barbara Norwine - 202 South Lobit, La Porte, Texas 77571 - addressed the committee concerning drainage issues on the East side of town regarding flooding at the corner of Lobit and A Street. Additionally, Ms. Norwine provided the committee with a pictures. Those pictures will be forwarded to the City Engineer Rodney Slaton. 4. Receive Fire and EMS Presentation- M. Boaze/ D. Ladd Fire Chief Mike Boaze and Assistant Fire Chief Donald Ladd delivered a Fire/EMS presentation emergency response. 5. Administrative Reports- Staff Receive reports from City Staff, Harris County Flood Control District and Harris County Precinct Two regarding city drainage issues. Director of Public Works Steve Gillett updated the committee on the Fleetwood Drive area preliminary engineering study. He advised the committee it will take approximately four months or more for the study to be complete. He also noted there will be a no impact study for the flood control district. Mr. Gillett also informed the committee with an update on the following in house projects: Creekmont project is scheduled to be finished this week. Bay Oaks and Dwire will be finished in the near future. Once the Bay Oaks project is complete, the next project will be the Bay Colony project. In addition, there is a meeting scheduled next week to discuss the pre-check facility with ' . the Port of Houston. The Park Street area will be addressed as well and that will include the Lobit and A flooding that Ms. Norwine was referring to earlier in the meeting. There will need to be a joint effort with the Port of Houston, Harris County and the City on this project. The survey for the Glen Meadows project is near completion. Harris County Flood Control District representative Mr. Randolph updated the committee on the city drainage issues. He informed the committee the F101-6 structure is out and the concrete work has begun. He further noted there had been 18 home buyouts in the Brookglen Subdivision and 2 pending. There may be an additional 30 hours tied to the grant application and those homeowners have been notified. In addition, Mr. Clark of Harris County Flood Control provided a brief update on the continued efforts for improvements on Valleybrook Street. 6. Set date for next meeting The Drainage and Flooding Committee will not set the next meeting until the Preliminary Engineering Report is finalized. It should take approximately 4 or more months for the report to be completed. 7. Committee Comments A. Matters appearing on agenda B. Inquiry of staff requiring a statement of specific factual information or a recitation of existing policy. Committee members Leonard, Clausen and Rigby brought items to the table. 8. Executive Session - pursuant to provIsion of the Open Meetings Law. Chapter 551 Texas Government Code, Sections 551-071 through 551.076, 551.087 (consultation with attorney, deliberation regarding real property, deliberation regarding prospective gift or donation, personnel matters, deliberation regarding security devices, or excluding a witness during examination of another witness in an investigation, deliberation regarding Economic Development Negotiations.) 9.
