MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
March 1,2010
1. Call to Order
The meeting was called to order by Chairman Mike Mosteit at 6:00 p.m.
Committee Members Present: Chairman Mike Mosteit, Vice Chairman Mike Clausen,
Members Chuck Engelken, Louis Rigby and Alternate Member Daryl Leonard.
Committee Members Absent: None
Other Council members Present: None
Members of City Emplovees Present: City Manager Ron Bottoms, Assistant City Manager
John Joerns, City Secretary Martha Gillett, Public Works Director Steve Gillett, Planning
Director Tim Tietjens, Officer Chris Paige and City Engineer Rodney Slaton
Others present: Margaret Compton, Charles Nute, Gary Struzick, Cynthia Kelsch, Steven
Howell, John J. Saavedra, Fern Lively, Wayne Lively, Jones L. Woods, Larry Dunbar, Mac
Duson, Cheryl Westmoreland, Richard Winn, Joe Rodriguez, Joseph H. Russell Jr., John
P. Zemanek Jr. and David Janda.
2. Consider approval of Minutes of Drainage and Flooding Committee Meeting held on
February 16, 2010 - M. Gillett.
Motion was made by Committee Member Rigby to approve the minutes as presented.
Second by Committee Member Engelken. The motion carried.
Ayes: Mosteit, Clausen, Engelken and Rigby
Nays: None
Abstain: None
Absent: None
3. Petitions, Remonstrance's, communications, and citizens and taxpayers wishing to
address the Drainage and Flooding Committee.
Ed and Fern Lively -11526 N. H. Street - questioned the $2.00 drainage fee. Advised the
committee they should not be charged a fee if they are not receiving any services. They
are under the impression that the drainage in that area is being handled by Harris County.
If the City is providing services, they would like to know what services are being provided.
In addition, Mr. and Mrs. Lively advised the committee of an area near H. Street and
Battleview where the property was built up and is now causing flooding.
Mac Duson - 4709 Austin Street, Houston, Texas 77004 - attorney for Fairmont Park East
Homeowner's Association. The HOA is recommending 5A with the following amendments:
1) South and North Sycamore to be included in the plan.
2) City to allow the homeowner's engineer to have access to Gary Struzick until the
final design is complete to be able to ask questions and review changes.
Larry Dunbar - 6243 Dewbridge Dr., Houston, Texas - engineer for Fairmont Park East
Homeowner's Association. Mr. Dunbar informed the committee he would not slow down
the process but would like to be able to have access to Mr. Struzick to ask questions
throughout the final phases of this project.
4. Presentation and Preliminary Engineering Report for Fleetwood Drive Project and
recommend preferred alternative for final design - S. Gillett
Public Works Director Steve Gillett turned the presentation over to Gary Struzick who
reviewed the Preliminary Engineering Report for Fleetwood Drive Project and
recommended alternative 5a for final design. Mr. Struzick addressed comments made by
the HOA engineer and answered questions from the Committee.
A motion was made by Committee Member Clausen to accept the recommendation of
Alternative 5A with the addition of additional storm sewer and associated pavement
improvements north to North Sycamore Street. Second by Committee Member Louis
Rigby. The motion carried.

5. Administrative Reports- Staff
Receive reports from City Staff, Harris County Flood Control District and Harris County
Precinct Two regarding city drainage issues
Public Works Steve Gillett provided the committee with a staff report and answered
question from the Committee.
Planning Director Tim Tietjens provided the group with a report from flood control and
information on the home buyouts in Brookglen Subdivision and answered questions from
the Committee.
Mr. Saavedra from Harris County Precinct 2 provided the committee with an update of
activities by Harris County. He noted that Harris County Precinct 2 staff and City Staff
have met to discuss joint drainage issues in the city, and answered questions from the
Committee.
6. Committee Comments

B. Inquiry of staff requiring a statement of specific factual information or a recitation of
existing policy.
Committee Members Clausen, Mosteit and Engelken provided comments.
Chairman Mosteit suggested the committee seek direction from Council on the committee
continuing to meet and be a standing committee rather than and Ad Hoc Committee. He
will bring up at the next Council Meeting when providing his committee report.
Committee Member Engelken noted Flood Control has not attended the last several
committee meetings and that if they do not respond to the City with regards to drainage
issues, that Judge Emmett be contacted.
7. Executive Session - pursuant to provision of the Open Meetings Law. Chapter 551 Texas
Government Code, Sections 551-071 through 551.076, 551.087 (consultation with attorney,
deliberation regarding real property, deliberation regarding prospective gift or donation,
personnel matters, deliberation regarding security devices, or excluding a witness during
examination of another witness in an investigation, deliberation regarding Economic
Development Negotiations.)
8. There was not an executive session held.
9. Adjournment
There being no further business to come before the Committee, the meeting was adjourned
at 8:38 p.m.
