MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
June 28,2010
1. Call to Order
The meeting was called to order by Chairman Mike Mosteit at 5:00 p.m.
Committee Members Present: Chairman Mike Mosteit, Vice Chairman Mike Clausen,
Members Chuck Engelken, Louis Rigby and Alternate Member Daryl Leonard.
Committee Members Absent: None
Other Council members Present: Councilmember Zemanek.
Members of City Emplovees Present: City Manager Ron Bottoms, Assistant City Manager
John Joerns, City Secretary Martha Gillett, Public Works Director Steve Gillett, City
Engineer Rodney Slaton and Officer Chris Paige.
Others Present: Adam Yanelli, John Randolph, Charles Rothmund, Cheryl Westmoreland,
Larry Dunbar, Mac Duson, Jason Wheeless, John Saavedra, Richard Winn and Jerry
Collins.
2. Consider approval of Minutes of the Drainage and Flooding Committee Meeting held on
March 1, 2010- M. Gillett.
Motion was made by Committee Member Engelken to approve the minutes as presented.
Second by Committee Member Rigby. The motion carried.
Ayes: Mosteit, Engelken, Rigby and Clausen
Nays: None
Abstain: None
Absent: None
3. Present a final design of Fleetwood Drive project and provide direction to staff.
Gary Struzick of Klotz and Associates provided the committee with an overview of the
project.
Staff reported this project is scheduled to go out for bid in mid August, 2010.

existing policy.
The Committee did not have comments.
5. Executive Session - pursuant to provision of the Open Meetings Law. Chapter 551 Texas

deliberation regarding real property, deliberation regarding prospective gift or donation,
personnel matters, deliberation regarding security devices, or excluding a witness during

Development Negotiations.)

There was not an executive session held.

Your consider~tion to a~pt the ownership and maintenance of the Bayport North Ind6strial Park
2 detention basin is respectfully requested. The purpose of the request is threefold: al(oWs Harris
County acceptance of the streets and storm sewer sy$,tem within Bayport North Indusrr.ial Park 2;
ownership transfer of the 59.9758-acre basin tract, al~g with an additional 16.9560-acre surplus
tract adjacent to HCFCD, Unit B106-o0-00; and poten~ly allows HCFCD to incorpora~ the
facility into flood reduction improvements within HCFCD Unit 8106-00-00 watershed. '
The concrete roads and storm sewer syst:em within Bayport North Indusmai Park 2 ca~not be
accepted into the Harris County Road Log due ro the ~torm water collection system ou~lIiog into
a private (non-govemmental) storm. water detention fa(;ility. To allow Harris County ~eptance
of the streets and storm sewer system, the basin must be transferred into a governmental
agency's ownership an~ maintenance. . .
The existing basin utilizes approximately 49.7 acres OlJt of a 59.9758-~cre tract dedica1ed for
drainage and detention purposes. with the remaining W,3 acres not utilized. Further, ~ 16.9560-
acre tract is located adjacent to HCFCD \Jnit 8106-0Q.,OO, with approximately 1, 750-fe~t of
frontage along the stream. for a total of approximately 2,200 feet of frontage. It is our i\1tention
that the entire 76.93 acres will be donated to HCFCD as part of the acceptance of the ~xisting
basin. ' .
Our understanding is that HCFCO is always looking for potential properties that allow tpr flood
reduction improvements; Based on the lOcation of the.' 76.93' aeres, being adjacent to ~CFCD
Unit B1 06-00-00, approximately 2,OO~feet of channel frontage, and ICleated withiil the Interior
angel point of the stream; there is potential for a flood reduction project It appears by placing an
intake structure at the northern '1lost portion of the tract, and placing an outfall structur~ 2,000
feet doWnstream, the potential for 'approximately 400-aere feet of storage is available. ;
,
The basin was designed. in a~rdance with HCFCD cfiteria, approved by Harris County, and
constructed in accordance with plans and specificatio,,~. Storm water quality for deVelppment
within the Bayport North Indusmal Park 2 is the responsibility of each individual development,
with on-site, site-specific SWQMP required. The existing basin currently has a SWQMP
implemented that is specifically for the basin.
