MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE
November 1, 2010
1. Call to Order
The meeting was called to order by Chairman Mike Mosteit at 6:00 p.m.
Committee Members Present: Chairman Mike Mosteit, Vice Chairman Mike Clausen,
Members Chuck Engelken, Alternate Member John Zemanek and Alternate Member Daryl
Leonard.
Committee Members Absent: None
Other Council members Present: None

2. Consider approval of Minutes of the Drainage and Flooding Committee Meeting held on
June 28, 2010 — M. Gillett.
Motion was made by Committee Member Engelken to approve the minutes as presented.
Second by Committee Member Leonard. The motion carried.

3. Receive presentation on status of Brookglen Detention Pond projects and provide direction
to staff - T. Tietjens.
Planning Director Tim Tietjens provided a presentation on the status of Brookglen
Detention Pond projects.
The committee directed staff to move forward with part of project and do a comparison
between sheet flow and the detention model.
4. Receive presentation on status of various desilting projects and provide direction to staff

projects.
The committee directed staff to move forward.
5. Receive presentation on Proposed Partnership Project List to be submitted to Harris
County Flood Control District and provide direction to staff regarding list prioritization. T.
Tietjens
Planning Director Tim Tietjens provided a presentation on the Proposed Partnership
Project List to be submitted to Harris County Flood Control District.
The committee directed staff to prioritize the list by referring to the Drainage Master Plan.
6. Receive presentation on Drainage Maintenance Program and provide direction to staff — S.
Gillett
Public Works Director Steve Gillett provided a presentation on the Drainage Maintenance
Program.
The committee directed staff to move forward and place the report on the City's website.

SUMMARY & RECOMMENDATION
The Certificate of Obligation Balance Sheet is showing approximately $3.9M of funds available for
design and construction of drainage projects. The Current and Future Project List shows that of the
$3,900,000 available, approximately $2,014,000 is committed to current projects leaving approximately
$1,886,000 for future projects as shown on the Remaining Certificate of Obligation Funds exhibit.
The Proposed Project List and Location maps have been included.

SUMMARY & RECOMMENDATION
The Brookglen Detention Facilities plans have been revised to include the storm sewer extension to ponds
D2 and D3 and have been submitted to Harris County Flood Control for review and comment. The
Brookglen Proposed Detention Facilities Exhibit shows the location of Pond D2 on Bandridge Rd. and
Pond D3 is on Somerton Dr. The pond near Luella Blvd. is included in a separate contract. Also
included are the plan sheets for Ponds D2 and D3 and the plan and profile sheets for the storm sewer
extensions for Ponds D2 and D3.

SUMMARY & RECOMMENDATION
Advertized, sealed bid number 11012 — De- silting Ditches bids were opened and read on January 18,
2011. The City received bids from three (3) vendors. The low bid was submitted by Paskey, Inc. in the
amount of $691,281.19. The project consists of De- silting, re- setting culverts and construction of a
concrete flume in the channel flow line in Harris County Flood Control Channel B109 -03 -00 (Spenwick
Subdivision), B106 -05 (Lomax), South 3 St. and Arizona St as shown in the Project Location Map. The
project also included construction of an in line detention pond at the Luella Blvd. Lift Station Site in the
Harris County Flood Control Channel B112-00-00 (Brookglen Subdivision) as shown in the COL
Brookglen Detention Location Map.
