Consider approval of Minutes of the Drainage and Flooding Committee Meeting held on November 1, 2010 — P. Fogarty Motion was made by Committee Member Engelken to approve the minutes as presented. Receive Presentation of Proposed Partnership Project List to be submitted to Harris County Flood Control District and discuss process for selection of consultant J. Garza Senior Engineer Julian Garza and Planning Director Tim Tietjens presented a Proposed Partnership Project List for submission to Harris County Flood Control District and discussed selection process of consultants for projects. The committee directed staff to provide more information on cost estimates and prioritizing of projects at the next meeting. In addition, staff was also directed to provide large printed maps for easier viewing. 4. Receive status report of Brookglen Detention Pond Project — J. Garza Senior City Engineer Julian Garza provided a status report of the Brookglen Detention Pond Project. 5. Receive status report of De- silting Ditches Project — J. Garza Minute of Drainage and Flooding Committee Meeting held on February 28, 2011 Senior City Engineer Julian Garza provided a report on the De- silting Ditches Project. 6. Set date for next Drainage and Flooding Committee Meeting The committee set the date for the next Drainage and Flooding Committee Meeting for March 7, 2011 at 6:00 p.m. 7. Committee Comments The committee suggested staff knock on doors and talk to residents in regard to drainage projects. 8. Executive Session - pursuant to provision of the Open Meetings Law. B106 -02 -00 empties into Big Island Slough (B106- 00 -00) at a point approximately 3,500 feet downstream of Fleetwood Drive, the outfall point for runoff from the FPE development. Under pre - project conditions, runoff from the development empties into B106-02-00 through a single outfall pipe. Under post - project conditions, an enlarged outfall pipe and a swale will be added, thereby increasing flows into the stream. The outfall location will be the same between pre - and post- project conditions. The differences between the outfall hydrographs between pre- and post - project conditions were described in our December 2009 report. The purpose of the analysis described below was to determine the impact of the proposed drainage improvements on flows within streams B 106 -02 -00 and B106- 00 -00. This analysis replaces the draft results that were presented during an August 10, 2010 meeting at HCFCD. Analysis The HEC -HMS hydrologic model from TSARP was used for the analysis. TSARP subbasin B106C was divided into seven (7) subareas with FPE being one of the subareas. For subareas C1 thru C6, unit hydrograph parameters TC and R were calculated and input into HEC -HMS to compute runoff hydrographs. For the FPE subarea, hydrographs were taken from the XP- SWMM models described in our December 2009 report. For consistency with the hydrographs from XP -SWMM, and unlike TSARP procedures, storm peak centers in HEC -HMS were set at 50% compared to the typical 67% used in TSARP procedures. Exhibit 2 shows the resulting HEC -HMS schematic. This same schematic applies to both pre- and post - project conditions and both the 10% (10 year) and 1% (100 year) storm events. klotz451associates Re- analysis of Drainage Impacts to B106 -02 -00 and B106 -00 -00 August 30, 2010 Page 2 of 2 Stream B106-02-00, which is unstudied, was divided into an upstream reach and a downstream reach for flood routing. The dividing point between the reaches is Old Hickory Drive. In order to define storage - discharge relationships for these reaches, an HEC -RAS model was developed using geometry from LiDAR data. As -built drawings dated February 2, 1982, entitled "Fairmont Park East — Section One," prepared by Gulf Coast Engineering & Surveying were used to define bridge geometry at Old Hickory Drive (and adjacent Humble Pipeline) and the channel geometry upstream from that point. The resulting storage - discharge relationships were used for Modified Pul's routing in HEC -HMS. Results and Conclusion Table 1 shows a comparison of computed flows between pre- and post - project conditions for the 1% storm event. This table shows for 13106 -00 -00 there is no impact on flows between the confluence with B106-02-00 at Junction 2 and the confluence with Armand Bayou (B100- 00 -00) at Node b100 #7d. However, for B106-02 -00 there is an increase in computed flows at Old Hickory Drive. The 1% -event hydrographs for pre - and post - project conditions are shown for these locations on Exhibits 3a thru 3f. Table 2 shows the same comparison for the 10% storm event. This table shows for B106 -00 -00 there is no impact on flows between the confluence with B106 -02 -00 at Junction 2 and the confluence with B 100 -00 -00 at Node b 100 #7d. In conclusion, our re- analysis of impacts for the proposed drainage improvements shows no impacts on flows for the 10% and 1% storm events within B 106- 00 -00.
